Expression of Interest are invited for Consultancy Service to Set up a Research & Development Office for EEP.

The Government of Federal Democratic Republic of Ethiopia has received a Loan from African Development Bank (AfDB) toward the cost of ETHIOPIA-KENYA POWER SYSTEMS INTERCONNECTION PROJECT, and intends to apply part of the proceeds of this credit to payments under the contracts “Consultancy Service to set up a Research & Development office for EEP”. The project aims to support EEP’s transformational efforts to set up a “Research & Development” office.

The services included under this Consultancy service are:

I. Defining EEP’s long term R&D Vision, Mission and Strategy in energy sector

II. Develop R&D Business Unit Strategy in energy sector

III. Design R&D Business Processes, Policy & Procedures in energy sector

IV. Prepare Collaboration in energy sector

V. Defining Required Tools & Trainings

Tittles of Consultancy service packages are:

o Package 1 – Consultancy Services to set up a Research & Development Office to support EEP”s energy sector operations.

o Package 2- Consultancy Services to set up a Research & Development Office to support EEP”s construction sector operations.

The Consulting firm are required to have for : Lot 1

? The consultant must have a minimum of MSc Degree in electrical /mechanical/power engineering or other related fields, with preferably more than fifteen (15) years of experience in the energy sector.

? Five (5) years of proven experience in R&D activities in the area of energy sectors. And, proven experience in business process reengineering & organizational restructuring, power system reliability, energy efficiency/power loss reduction, energy market design & regulatory and implementation of smart technologies.

? Have a certification in project management from internationally accredit institutes such as PMI.

? Preferably published articles/journals in the area of assignment.
For Lot 2
? The consultant must have a minimum of MSc Degree in civil/construction or other related
fields, with preferably fifteen(15) years of experience in the construction sector.
? Have a certification in project management from internationally accredit institutes such as PMI.
? Strong experience in project management.
Five (5) years of proven experience in R&D activities in the area of construction sectors. And,
proven experience in business process reengineering & organizational restructuring, engineering
planning & design of power plants/transmission lines & substations and project management.
A Consultant can only apply for single package mentioning the title of selected package as
follows:
a) Package 1-: Consultancy Services to set up a Research & Development Office to support
EEP”s energy sector operations.
b) Package 2-: Consultancy Services to set up a Research & Development Office to support
EEP”s construction sector operations.
The Ethiopian Electric Power (EEP), Executing Agency, now invites eligible consultants to indicate
their interest in providing these services. Interested consultants must provide information indicating
that they are qualified to perform the services (brochures, description of similar assignments,
experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may
constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Rules and Procedures for the use of Consultants”, which is
available on the Bank’s website at http://www.afdb.org.
