Job Description

Unicef Paraguay is implementing several projects in the area of maternal, child and adolescents health for which it requires a consultancy that provides support and monitoring in the implementation, and evaluation of these projects. And to provide technical assistance to the organization and its counterparts in the areas of public health, nutrition, early childhood development and adolescent health.

The UNICEF program of cooperation with the Government of the Republic of Paraguay has a thematic approach, designed with the goal of working from the national or central level to the sub-national or local level, and vice versa. In line with the priorities set by the current government, one of the defined strategic axes in the Operational Plan aims to contribute to improve maternal, neonatal and adolescent health and nutrition and early childhood development.

How can you make a difference?

Objective:

Having a specialist in maternal and child, and Adolescent Public health in order to support and monitor the financial and program implementation of the projects held by UNICEF in support of the National Development Plan and the Strategic Plan of the Ministry of Public Health and Social Welfare.

Main Functions:

The person hired will have the following functions and responsibilities

1. Managerial role of Supporting the Health Officer in the administrative, financial and technical supervision of the activities contained in the portfolio of Health Area projects that are beginning, ongoing or in the process of being opened.

2. Technical assistance and research functions for the preparation of new projects. Design, monitoring and analysis of the results of surveys and studies.

3. Teaching and technical assistance functions for UNICEF Paraguay and the counterparts in maternal-child and adolescent public health issues.

Specific Tasks:

§ Channel, in coordination with the Health Officer, programmatic and administrative consultations of the counterparts, and support the presentation of reports, in accordance with the norms and procedures of UNICEF.

§ Perform regular monitoring of the development of program activities in accordance with the strategic guidelines of UNICEF and the specific terms of each Project in execution.

§ Provide technical assistance for conducting surveys and / or studies.

§ Prepare documents such as monthly activity reports, notes, meeting minutes, press releases, schedules, budgets corresponding to the activities related to the projects of the mentioned areas, and other similar work documents.

§ Follow up and control of the dates established in the contracts for delivery of reports and termination of the contract, together with the support to the counterparts for the requests for extensions when necessary.

§ Review narrative and financial reports of ongoing projects and activities.

§ Maintain updated and ordered digital and physical records of the activities under their responsibility.

§ Manage the agenda of meetings with partner organizations.

§ Write new projects on public health and nutrition

§ Participate and support in meetings, workshops and other events programmed by UNICEF, or on behalf of UNICEF.

§ Accompaniment to official missions in the field and participate in interviews and internal technical meetings of UNICEF.

Deliverables:

1. Work plan submitted fifteen days after the start of the contract.

2. Monthly progress reports of the projects (1 printed copy and 1 via email). The reports must include at least: State of execution of each of the projects that are being implemented by counterparts, which will include: summary of the technical support provided; brief description of the progress made in each of the projects and assigned work areas. Number of meetings organized and / or attended; summary of the technical support provided and administrative procedures.

3. Reports of support for the closure of projects in execution.

4. Field mission reports (one for each mission performed.

5. Semi-annual and annual official reports of the projects in progress to be sent to the counterpart.

6. Evidence of elaborated documents, such as notes, meeting minutes, terms of reference, press releases, other similar work documents.

7. Digital and physical records and files of the activities under their responsibility, updated and ordered.

8. A final report at the end of the contract detailing the activities carried out, the updated status of ongoing projects and proposals for future courses of action.

Methodology:

The work will be coordinated with the Health and Nutrition Officer, following up on this year's work plan. The consultant will accompany the field activities and the development of activities scheduled with the area of nutrition.

Work period and schedule:

§ The contracting period will be 11 months, from the signing of the contract.

§ The contract may be extended depending on the availability of funds and according to performance evaluation.

§ The consultant's schedule will be agreed in order to have the products in the desired terms.

§ The minimum dedication required is 40 hours per week

To qualify as an advocate for every child you will have…

§ Education: University Degree, professional medical specialist in public health and qualified to practice in Paraguay. It will be specially valued training in pediatrics, gynecology and obstetrics, family medicine and post-graduate or master's degree in public health and health management.

§ Experience: experience in maternal and child public health and adolescent health issues, as well as planning, administration and project management. The experience of at least 2 years of work in the field of management and monitoring of projects will be valued, mainly in maternal and child health and adolescent health issues. Developing country work experience and/or familiarity with emergency is considered an asset.

§ Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
