ASSIGNMENT OVERVIEW
Assignment Title: 1264458 - Consultancy service for an Institutional Capacity Assessment of the Ministry of Labour and Social Affairs (MoLSA) and the Federal Urban Job Creation and Food Security Directorate (FUJC&FS) of the Ministry of Urban Development and Construction (MoUDC) to Implement Ethiopias Urban and Rural Productive Safety Net Programs (UPSNP and RPSNP).

ASSIGNMENT DESCRIPTION
The purpose of this consultancy is to: i) Review and document the main business processes and organizational structure for the implementation of UPSNP and describe the current structures of institutions relevant to the UPSNP at federal, regional, city and woreda levels, and how they interact with each other to implement UPSNP; ii) to identify and document the operational arrangements of existing projects that may complement UPSNP, such as ULGDP, Urban Water and Sanitation project; and iii) to assess the capacity of federal, regional, city and woreda level MoLSA and WoLSAs for UPSNP and RPSNP.
The consultancy will provide recommendations on the most appropriate government structures to work with to deliver UPSNP in the various cities and regions; the staffing levels required to deliver UPSNP and key areas for additional capacity support; and the projects and programs that are complementary to UPSNP and with which UPSNP can coordinate to maximize efficiencies.
