Prices
All Bids must include all customs and taxes payable in the country of delivery unless the RFQ specifically requests a Bid is other than DDP (INCOTERMS 2010).

All Bids must be in the currency stated on the RFQ Bid Form. Bids in any other currency may be disqualified.

DRC reserves the right to correct any incorrect calculations on the Bid Form.

Validity of Offer
Your Bid must be valid for the Bid Validity Period as stated on the Bid Form. Bids not meeting the Bid Validity Period may be disqualified. DRC will attempt to notify all suppliers of the outcome of their Quotations by 30 April 2020.

Evaluation of Bids
All Bids received and accepted will be evaluated on a ‘line item- basis as follows:
a) Administrative Evaluation: Evaluated to ensure compliance with all the RFQ requirements and to ensure that all Bids and calculations are readable and acceptable.
b) Technical Evaluation:
all Bids received will undergo a Technical Evaluation based on ‘cumulative bid score- as stated below:
Generic Technical compliance:
• Technical/Finance proportion 75/25
• Minimum passing technical score 50
c) Financial Evaluation:
The total amount of points allocated for the financial scoring component is 25. The maximum number of points will be allotted to the lowest priced proposal that is opened and compared among those firms/institutions/individuals, which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in proportion to the lowest financial proposal using the inverse proportion principle
(lower_bid price)*(fin_weighting_proportion) / (next bid price).







Contract Award
Under the ‘best value for money- principle, DRC will award the contract(s) (DRC Purchase Requisition or Service Contract) to the ‘lowest responsive bid- except where other considerations are warranted. These other considerations can be - total cost of ownership; cost of on-going consumables; price vs warranty; quality vs price.

INTRODUCTION
1. Context
The Danish Refugee Council assists refugees and internally displaced persons across the globe: we provide emergency aid and help to facilitate access to rights. We work in conflict-affected areas, along displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and durable solutions.
The Danish Refugee Council was founded in Denmark in 1956 and has since grown to become an international humanitarian organization with more than 7, 000 staff and 8, 000 volunteers. Our vision is a dignified life for all displaced.
All of our efforts are based on our value compass: humanity, respect, independence and neutrality, participation, and honesty and transparency.
DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, and protection programs through country offices in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office in Amman.
Globally, DRC-s work with age, gender and diversity mainstreaming is guided by the DRC AGDM Policy (revised in 2020) which, based on protection mainstreaming principles, outlines our AGDM vision, goals and 12 associated Minimum Standards which set out to ensure a solid institutional foundation, as well as basis for integration of diversity-conscious approaches throughout the program cycle. The policy applies to DRC-s international headquarters, DRC regional and country operations and in all sectors and areas of work in which DRC is active.
THE CONSULTANCY
DRC-s programs in the Middle East is seeking to enhance efforts to ensure that age, gender and diversity considerations are mainstreamed throughout our response and the different needs and experiences of persons of concern are recognized and accommodated as integral components of program design and implementation, with the aim of ensuring equitable access to and benefit from humanitarian programs and opportunities.

With support from DANIDA, DRC is planning to hire an age, gender and diversity mainstreaming consultant. The consultancy has a regional focus and is aimed at improving and enhancing DRC-s current protection mainstreaming strategies, policies, and processes in the Jordan, Lebanon, Syria, and Turkey country offices to ensure that existing processes and strategies are designed and implemented to address the complex inequalities and examination of power relations, discrimination, and opportunities for empowerment of affected persons across diversity factors. The consultancy will be for maximum of 35 days and the consultant is expected to review, adapt, and update existing protection mainstreaming materials and approaches as well as:

• Undertake a review of policy and programming documents promoting age, gender, and diversity mainstreaming in targeted countries.
• Where relevant, conduct preliminary assessments of practices in age, gender and diversity mainstreaming practices, ensuring that AGD analysis and concerns are embedded in operations.
• Lead the development of new, culturally relevant age, gender, and diversity mainstreaming materials and tools, building on existing materials and processes.
• Lead training of AGDM focal points in the region.
• Lead the development of age, gender, and diversity focused awareness raising materials.
• Work with the Regional Protection Coordinator to develop an age, gender, and diversity mainstreaming strategy regionally including development of relevant tools in line with the global DRC AGDM Policy and Minimum Standards.
STUDY DELIVERABLES
• Inception report incorporating an action plan and timeline for achieving deliverables after initial consultations with stakeholders and review of documents.
• Age and gender mainstreaming training materials and monitoring tools.
• Age and gender focused awareness raising materials.
• Training conducted for age and gender focal points.
• Final report reviewing actions taken, needs, and gap analysis and recommendations for AGD mainstreaming strategy.
The final products will be reviewed for quality and final payment will be made upon submission of satisfactory deliverables. DRC Middle East Regional Office has sole ownership of all the final data and documents. The consultant will be expected to work on the tools, stakeholder consultation and develop the inception report remotely but will have to spend some time in Amman, Jordan to finalize relevant tools as well as undertake some travel to conduct in pers
