Tender Details

Tenders are invited for Consultancy-Secondary Data Analysis of Youth-Related Data from the National Representative Survey that Supported the Definition of the Social Cohesion and Reconciliation (SCORE) Youth Index for Moldova.

UNICEF Moldova is seeking the support of an Individual Consultant to further analyse the wealth of collected data and develop an analytical report reflective of the level of social cohesion amongst Youth in Moldova and provide specific broad programmatic interventions that can contribute to bringing stronger social cohesion in society with youth as drivers of change.

1. Objectives of the consultancy

The expected outcomes from the consultancy are the production of one main Score Youth report and twelve thematic briefs as described below.

The specific objectives of the consultancy are as follows:

1. Based on preliminary analysis done and in reviewing and analysing specific survey data and data sets, prepare a robust narrative report reflecting on the level of Social Cohesion amongst Youth in Moldova, with specific focus on key findings, conclusions and interlinkages between the five core dimensions on the Youth SCORE Index. The report should highlight key findings and conclusions from data analysed, highlight barriers for social cohesion amongst Youth in Moldova, compare youth and adult perceptions (in areas where comparison is possible), draw conclusions and provide specific recommendations for broad programming actions that can contribute to greater social cohesion amongst Moldova society, with youth as drivers of change (towards a 2030 horizon for peaceful, transparent and participatory society). The report should additionally, analyse survey data relevant for each of the five core SCORE dimensions and produce narratives reflecting key findings and conclusions relevant for each dimension. The final conclusions and broad programmatic recommendations should specifically propose viable actions that can further support and strengthen ongoing confidence building measures of development partners.

2. Produce twelve (12) short thematic briefs as explained in the Methodology section below, to be further used for the programming and advocacy.

2. Details of how the work should be delivered

The work is planned to be conducted by one individual consultant. The activities will include the following tasks:

1. Familiarise oneself with the Youth Social Cohesion and Reconciliation (SCORE) Index methodology and the results of the survey supporting the definition of the Youth SCORE in Moldova;

2. Develop a short inception report describing how the assignment will be implemented and a Work Plan with clear timeline;

3. Analyse the Youth SCORE Index results in comparison to selected Adults SCORE results;

4. Consolidate Youth SCORE data and selected Adult SCORE data into the tables with age and gender disaggregation based on the predefined domains;

5. Analyse and group frequency tables, heatmaps and other correlative analysis already completed regarding the five SCORE domains and the twelve domains/thematic groups;

6. Develop narrative analysis of the identified data according to the methodology for each predefined domain;

7. Prepare short summaries of each predefined domain (to be further used for the development of info graphics);

8. Develop an executive summary of all the domain-based reports;

9. Prepare the final technical documentation of the analysis, including all narrative reports, tables with graphics and executive summary;

10. Develop core report and follow up adjustments based on feedback;

11. Development of 12 thematic briefs and follow up adjustments based on feedback;

12. Submit all the final technical documentation, including core report and 12 thematic briefs, excel tables with data analysis for each thematic area etc.

3. Working arrangements and reporting requirements

The consultant will report to the UNICEF M&E/CRM Specialist, who will regularly communicate with the consultant and provide feedback and guidance as well as all other necessary support so to achieve the objectives of the consultancy.

4. Work location and official travel involved

The consultancy work will be done remotely. The assignment does not include any travels.

5. Qualifications and experience

The key qualifications required include:

§ Advanced university degree in Statistics, Sociology or related fields;

§ Minimum of 4 years of relevant professional experience in secondary data analysis, development of analytical reports and applying statistical expertise (examples of previous work may be required);

§ Strong analytical capacity and experience in data visualization;

§ Experience in operating statistical software such as SPSS, SAS, STATA etc.;

§ Previous experience in analysing, designing and /or managing social cohesion/peacebuilding programs with focus on youth is considered a strong asset;

§ Excellent command of English, both oral and written;

§ Knowledge and understanding of the country-s local context and relationship among population;

§ Experience in working with UNICEF and/or other UN Agencies will be an asset.
