one. Context



The United Nations Entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls; for the empowerment of women, and for achieving equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, in peace and security. By placing women's rights as the central axis of their work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments to gender equality and transversality are translated into actions throughout the world. At the same time,

UN Women, in partnership with the International Labor Organization (ILO) and the European Union, implements the "Win-Win: Gender Equality is a good business" program to contribute to the economic empowerment of women, recognizing them as beneficiaries and promoters of growth and development, by increasing the commitment of private companies to gender equality and the empowerment of women and strengthening the capacities of companies to implement these commitments. The action will ultimately contribute to the achievement of gender equality by allowing women to participate in the workforce, entrepreneurship, economic empowerment and, therefore, their full and equal participation in society.

Aimed at companies led by women, networks and companies with an active commitment to the promotion of gender equality and the empowerment of women and girls, the Program will promote business links, joint ventures and innovation among women in the European Union and the Americas. Latina, while supporting dialogue and interregional exchange of good practices to increase the capacity of companies in the implementation of business with gender equality. In addition, the program will adopt the perspective of intersectionality to address the specific challenges faced by Afro-descendant and indigenous women. Special attention will be given to the identification of opportunities to increase the economic empowerment of migrant and refugee women.

The Program is implemented in 6 countries in Latin America and the Caribbean (Argentina, Brazil, Chile, Costa Rica, Jamaica and Uruguay) and has a regional component coordinated by UN Women Brazil.

In three years, the "Win-Win" program hopes to contribute to achieve the following results:

1. The increase in cooperation and opportunities among companies run by women in Europe and Latin America;

2. The greater participation of the private sector in the achievement of the SDGs in a sustained manner;

3. Increased support and financial investment in innovation and entrepreneurships led by women.



The guiding platform is the Women's Empowerment Principles (WEP), the UN Women's Principles Set and the United Nations Global Compact for companies that offer guidance on how to promote gender equality and empowerment of women in the workplace, the market and the community.

The National Women's Institute (INAMU), since 2002 and up to date, has been working on the development of a management model on gender equality to close gaps between women and men in employment. This model has been strengthened through the creation of mechanisms and tools for the inclusion of gender equality in public and private organizations.

As a result of the process developed, to date there are the following tools:

1. National Standard to certify gender equality management systems

2. Seal of Gender Equality

3. Guide for the diagnosis of gender gaps in public and private organizations.

4. Guide for the elaboration of gender equality policies in public organizations

2. Guide for the audit of the Management System for Gender Equality according to the

Standard INTE 38-01-01 Management System for Gender Equality in the Labor Environment-

Requirements.

1. Guide to implement good labor practices of social co-responsibility of the

care in organizations.

1. Guidance to private companies for the planning, detection and reference of cases of situations of violence in the context of the relationship.



In addition, and recognizing the composition and characteristics of the Costa Rican business sector, which has a high proportion of MYPES, a model of Recognition for Good Labor Practices for Gender Equality is created. As products of this process, to date, 24 good practices have been recognized.

During the period 2011 - 2013, the process of changing the Standard was developed, passing from the INAMU standard and becoming a National Standard, for which INAMU manages this change before the national standardization body INTECO. In order to have certification companies, INAMU also manages with the Costa Rican Accreditation Entity, ECA, the gender criteria that certifying bodies must comply with in order to apply the INTE-38-01-01: 2015 standard.

The INAMU and the United Nations Development Program (UNDP) have formalized a collaborative alliance to support the strengthening of INAMU's institutional capacities to improve efficiency and effectiveness in the management of Recognition Systems in Gender Equality in the employment aimed at public and private organizations. In this framework, they developed the guide "Orientations to private companies for the planning, detection and reference of cases of situations of violence in the context of the couple relationship".



The prevention and attention of cases of violence is an important area of ??work for companies that want to promote gender equality. It is essential to progress in the integral health axis of the norm and the Women's Empowerment Principle 3 - Ensure the health, safety and well-being of all workers.




Duties and Responsibilities

2. Objectives of the consultancy



Conduct a consultancy to provide training and support to companies for the implementation of the guide "Guidance to private companies for planning, detection and reference of cases of violence situations in the context of the relationship" and follow up and accompaniment technical assistance in the implementation of the guide, the realization of action protocols and the action plan for its implementation.



3. Responsibilities of the consulting person / Activities to be carried out to achieve the objective of the consultancy



Under the supervision of the National Private Sector Specialist of Costa Rica, and the INAMU team, the selected person must perform the following tasks and activities:

1. Participate in the training workshop for company representatives on the application of the guide that INAMU will develop. This workshop is two sessions of 8 hours each and will be taught by INAMU during the second semester of this year.

2. Have periodic coordination meetings with the INAMU, UNDP and UN Women team according to the needs detected during the development of the project.

3. Develop a methodological proposal to translate the guide into workshops to train inside companies and develop all the necessary materials for workshops and work sessions with companies (training modules, presentations, exercises, among others).

4. Develop at least one workshop and 3 work sessions per company with 10 selected companies to create skills in the implementation of the guide and jointly develop a protocol and action plan for the implementation of the guide with the company.

5. Prepare a final report that systematizes the experience and contains the revised methodological proposal according to the lessons learned from the work with the companies, as well as the protocols and action plans developed jointly with the companies.



4. Products to be delivered for the achievement of objectives

Output 4: Final report that systematizes the work experience with the 10 companies and contains the revised methodological proposal according to the lessons learned, as well as the protocols and action plans developed jointly with the companies. The report will also include the results of a survey of the perception of participating companies on how accompaniment has facilitated their learning and the results that the organization has obtained.
