According to the latest data from EMMUS VI, immunization coverage of children under 1 year of age at Penta 3 is about 41%, a performance that is well below the regional average. Apart from all the causes attributable to this state of affairs, communication should play a leading role in increasing immunization coverage.

Also, as part of its Comprehensive Pluri Annual Plan of the Expanded Program on Immunization (PAC-EPI 2016-20), the EPI in its main strategic orientations focuses on the strengthening of communication and social mobilization activities, in a way that to optimize the demand for immunization, and to improve the delivery of services, especially in areas of difficult access.

How to make a difference?

Under the supervision of the Chief of the Health and Nutrition Section and in close collaboration with the Vaccination Program, the consultant (C4D specialist) will be responsible for supporting the Expanded Program on Immunization ( EPI) of the Ministry of Public Health and Population in the promotion of routine immunization, in coordination with the Department of Health Promotion and Portection of the Environment and Communication and Public Relations Unit of said Ministry.

The consultant will work with counterparts (UNICEF and MSPP) to:

· Strengthen communication skills for health / C4D including planning based on evidence of behavior change and social change.

· Ensure the management of social mobilization including budget planning and monitoring, time management and DCT reports.

· Contribute to the monitoring of relevant social and behavioral data.

· Support emergency preparedness and response for immunization communication.

NECESSARY QUALIFICATIONS (INCLUDING SPECIALIZED KNOWLEDGE)

Master's degree in behavioral sciences and / or social sciences (anthropology, sociology, psychology, social development, etc ...), communication for development, public health and communication for health.

PROFESSIONAL EXPERIENCES

· 5 years of minimum professional experience in the field of health communication

· Experience in interdisciplinary approaches to strategic communication and the application of strategies, tools and resources to address social behavior and change, especially in times of crisis.

· Experience in communication for development (C4D)

· Proven experience in coordination and monitoring of communication activities

· Relevant experiences in the field of community participation, social mobilization and communication for behavioral change

· Excellent ability to work as a team

· Excellent drafting and reporting skills

· Good knowledge of new information technologies

· Mastery of French and good knowledge of English (spoken and written)

Duration: SIX (6) months.

TERMS AND CONDITIONS OF WORK

· Modalities of payment: the submission of deliverables up to date.

· Note that the final payment to a consultant depends on the completion of the deliverables and a satisfactory performance appraisal as described in the assignment of work section.
