Tenders are invited for Consultancy for Programme, Policy and Procedure Manual (PPPM) - DOC, NYHQ - Requisition# 525591.
Background and Rationale
The UNICEF Programme, Policy and Procedure Manual (PPPM) is a key document guiding the preparation, implementation, monitoring and evaluation of UNICEF Programmes in Country Office settings worldwide. Currently PPPM is being reviewed under leadership of Field Results Group (FRG) in UNICEF HQ. Several frontrunner divisions, including Division of Communication (DOC), are contributing to the revised PPP manual by drafting topic pages (using standardized template, each page of maximum 1, 000 words) related to their areas of expertise, and by reviewing topic pages prepared by other divisions for consistency and alignment. This is a unique opportunity to position communication and advocacy at the heart of UNICEF programming cycle and to provide guidance to communication, advocacy and all other UNICEF staff on how best to use communication and advocacy for achieving programmatic results.
DOC has formed a small task force for working on the revised PPP Manual. The task force will provide strategic direction and steer to the consultant, who will be hired to draft DOC-led topic pages, conduct consultations and review topic pages produced by other divisions.
Purpose
To ensure high quality contributions to revised PPP manual related to communication and advocacy.
Expected results: (measurable results)
Under the supervision of the Deputy Director, Advocacy, and in collaboration with a dedicated task force, the Consultant for PPP manual will: review the existing guidance and the current status of PPP-X manual; develop a 2-pager describing proposed approach and timeline for DOC topic pages and review of topic pages prepared by other divisions; draft and finalize 4-6 DOC topic pages; organize consultations with relevant groups of colleagues in HQ, ROs and COs; review 30-40 most relevant topic pages written by other divisions; produce a brief report (max. 5 pages) summarizing the process and outcomes of DOC-led work on revised PPP manual with recommendations for the next phase including socializing the results of that work.
Description of the assignment
Review of the current status of PPP-X manual and development of 2-pager describing proposed approach and timeline for DOC topic pages and review of topic pages prepared by other divisions
Outline of the DOC topic pages developed in consultation with DOC task force

Consultations with stakeholders on DOC topic pages (HQ, ROs, field)

Review of topic pages prepared by other divisions, relevant for communication and advocacy.
Negotiations for amendments and adjustments with divisions leading on those topic pages
Preparation of brief report (max 5 pages) summarizing the process and outcomes of DOC led work on revised PPP manual with recommendations for the next phase including socializing the results of that work
Consultant for PPP manual is responsible for the on-time delivery and good quality of the work. Also, he/she will:
Ensure the text of DOC-led topic pages is clearly written and phrased in ways that engage its intended audience.
Incorporate comments/feedback from a number of sources while maintaining a consistent writing style, tone of voice and balance.
Uphold high standards of quality and professionalism.
Regularly inform the supervisor of progress towards the deliverables, including any time delays and issues that may affect

Consultant will be working remotely, with possible trip to New York
Travel (If Applicable)
1 trip to New York, including for purposes of: (1) consultations with DOC working group for PPP-X manual; (2) presenting the draft outline to different stakeholders and getting feedback; (3) troubleshooting issues in relation to the draft DOC topic pages. Approximate cost of travel: $2, 500

Key competences, technical background, and experience required Deadline
First University degree (Bachelor`s) in journalism, international development, social sciences or a related technical field
At least 8 years of experience working on advocacy and/or communication with a UNICEF Country Office
Excellence in English writing skills
Ability to work under pressure and meet often tight deadlines
Excellent interpersonal skills and experience in negotiating content

Health Insurance
Consultants and individual contractors are required to certify that they are covered by medical/health insurance. Consultants and individual contractors who are required to travel beyond commuting distance to duty station(s) with hardship ratings other than H and A shall also certify that their medical/health insurance covers medical evacuations. (DHR/PROCEDURE/2018/005, para 36)
UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations and reflect it as part of their bid for the assignment. ONLY, in case of unforeseen official business travel, actual cost, including the visa fee, vaccination will be reimbursed in accordance with UNICEF Policy/procedure on official travel.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage and the consultant must provide proof of health insurance.
Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. (DHR/PROCEDURE/2018/005, para 67)
VISA REQUIREMENTS
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant`s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
