Background and Justification



UNICEF is committed to preventing and responding to sexual exploitation and abuse (SEA). UNICEF is actively engaged in policy and operational efforts to improve the reporting of SEA, offering support to survivors of SEA, and promoting accountability. UNICEF also promotes internal and external change to end tolerance for all forms of exploitation and abuse. Child safeguarding, including protection from sexual exploitation and abuse (PSEA), is at the core of UNICEF’s mandate. As a humanitarian agency dedicated to child rights, we take all steps necessary to safeguard children within our operations.

The objective of this consultancy is to support UNICEF’s work in Eswatini on protection from sexual exploitation and abuse. The consultant will support the

This process requires a dedicated and specialized consultant with relevant experience in order to complete the assignment. As such, UNICEF Eswatini requires to recruit an individual consultant with to effectively conduct the assignment within the stipulated timelines.



Scope of Work



Goal and Objective:


Under the direct supervision of the Child Protection Specialist, the Consultant will provide technical assistance to roll out and customize PSEA global tools, support implementation and conduct strategic advocacy to prevent SEA in Eswatini.



Activities and Tasks:

Main responsibilities and tasks will include:

1) Contribute to the Roll-Out of the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partner; and to training of UNICEF staff and partners in that respect. Develop and facilitate PSEA training modules for UNICEF staff, including UN, NGOs (national and international), implementing partners, CBOs and, as appropriate, community members on appropriate conduct for aid workers, international standards on PSEA, roles and responsibilities, and how to submit and receive complaints.
2) Work closely with the Protection Cluster and implementing partners to ensure coordinated referral mechanisms for victim services.
3) Ensure implementing partners Code of Conduct clearly prohibits SEA and obligates them to report such acts. Where SEA is not in partners Codes of Conduct, the Consultant should (i) support the inclusion of PSEA into their Codes of Conduct (develop a standard code of conduct); or (ii) advocate with other agencies/donors to include PSEA clauses in their partnership agreements, and enforce these clauses when breached.
4) Lead development of a creative communication strategy together with IPs to facilitate awareness-raising in communities on their rights, the fact that humanitarian assistance is never conditioned on sexual favours, and how to submit complaints.
5) Support the Principal Secretaries Forum for Children to enhancing communication and information sharing on PSEA, roles and responsibilities, and how to submit and receive complaints, for roll out in the public sector.
6) Support documentation of best PSEA practices and lessons learnt in Eswatini, for onwards dissemination across the Region.



Work relationships: The consultant will be under the direct supervision of Child Protection Specialist and will work closely with the Deputy Representative and Chief of Sections (YCSD and APLD) and Operations Manager to implement the assignment.

Payment Schedule


Payment, upon completion of each deliverable according to the following schedule:

- Submission by the consultant, and quality review by UNICEF, of (i) inception report; (ii) training package and tools; (iii) training reports (UNICEF and IPs); (20%)
- Submission of (i) PPT and Training report/package for the Child Protection cluster; (ii) Mapping report/assessment; (iii) Communications Strategy; (40%)
- Submission of (i) PPT and briefs for PS Forum; (ii) Code of Conduct (generic); (iii) SOPs; (iv) 2 documents/briefs; (v) final report. (40%)

The payments will be made upon satisfactory completion of the deliverables mentioned above. The final remuneration will be negotiated by HR.



Desired competencies, technical background and experience


a) Education:
Advanced university degree (a Master’s Degree) or equivalent in gender studies, social anthropology, law and women’s rights, sociology, public health, or other field related to PSEA.

b) Relevant experience, knowledge and skills:
• At least 5 years of humanitarian or development experience, including in emergency settings on children’s and women’s rights and violence prevention and response, in particular sexual violence and other forms of gender-based violence; and on child protection.
• Experience in and knowledge of UN and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Centrality of Protection.
• Knowledge of current PSEA developments and activities at UNCT and HCT level and its partners.
• Proven success in developing and facilitating training and capacity-building activities on PSEA.
• Proven success in developing and facilitating training and capacity-building activities on PSEA. Ability to work with government, NGOs, and international organizations. Demonstrated experience in collaborating with multiple actors with diverse equities.
• Experience developing complaint mechanisms as well as reporting and investigation procedures.
• Experience in building knowledge and commitment among technical and management staff. Experience developing and facilitating trainings and workshops within the international development sector preferred.
• Deep understanding of child protection and/or GBV guiding principles. Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related protection issues.
• Excellent communication, facilitation and interpersonal skills.
• Flexible work attitude: the ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise.



Administrative issues


The Child Protection Specialist, working closely with the Deputy Representative, will serve as the primary contact for the consultant.

The work of the Consultant will be supported by the key UNICEF Specialists. During the periods in which the Consultant will be in country, regular meetings will be held as required with UNICEF.



Conditions


• The Consultant is expected to work in his/her own office space.
• The consultant should include costs of travel, administration, logistics (including communication) within the consultancy proposal.
• The Consultant will provide his/her computer for the assignment.

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
