I. The Purpose and Deliverables of the Consultancy

The German government has committed to allocate approximately EUR 5 million via the German Development Bank (KfW) to support the efforts undertaken by the international community to lay the foundation for long-term recovery, development, peace and stability in South Sudan. Earlier this year, in a restricted Call for Concept Notes, the KfW requested primary designs for a three-year intervention contributing the stabilization and reconciliation in the most affected regions in South Sudan with the specific focus on:

productive and / or social infrastructure,

economic revitalization and

strengthening social cohesion through participatory community planning of basic infrastructure and conflict mitigation.

World Vision Germany has submitted a successful Concept Note to the KfW and has now been requested to put forward a full project proposal. Striving to deliver highest quality technical design, the objective of the Consultancy is to carry out a pre-feasibility study to determine the effectiveness and viability of proposed interventions, and gather relevant data base for accurate planning and budgeting. Based on a desk review of relevant reports, studies, maps and other documentation provided by the project management staff and on discussion/interviews with key project stakeholders, the Consultancy shall:

Infrastructure-related assessment:**

Verification of proposed measures described in the Concept Note

Carry out technical assessments of the proposed water infrastructure components in at least 3 locations being able to carry out preliminary design, including but not limited to detailed mapping (GPS), capacity, water quality study of various water sources,

Assess national, regional and local regulations concerning water quantity (e.g. amount of drinkable water per person and day), water quality (different feasible options of water treatment, e.g. chlorine dosing, gravity-driven membrane (GDM) technology etc.), water supply network incl. number of persons per tap, usual water transport and storage options on household level (e.g. jerry cans etc.), communal washing and bathing facilities etc.

Provide detailed assessment of the target group (ethnic, cultural and gender considerations) for infrastructure-related components of the project, including final numbers of direct and indirect beneficiaries.

Carry out detailed assessment of proposed sustainability strategies (including operations and maintenance aspects) and form recommendations for the final design.

Based on the technical assessment of the infrastructure components, provide recommendations on their feasibility, including required manpower for its execution and preliminary Bill of Quantities.

Economic revitalization related assessment:**

Gather/ review data on high-volume, market-oriented agricultural production opportunities and approaches in South Sudan and/or project locations.

Gather information on availability of quality inputs and on value addition opportunities and make recommendations for the final design.

Provide detailed assessment of the target group for the economic revitalization component (ethnic, cultural and gender considerations) including final numbers of direct and indirect beneficiaries.

In addition to the above deliverables, the Consultancy shall:

Carry out preliminary environmental and social impact assessment (ESIA) of key project outputs.

Carry out risk assessment for the proposed project, with particular focus on risks concerning the sustainability and social cohesion of the proposed intervention as well as risk assessment during realization of measures

Provide final recommendations (budget, manpower, other considerations) for the final design.

III. Qualification of the Consultant/Team:

The consultancy shall be carried out by a team of at least two experts with the following academic background and professional experience.:

Civil Engineer, Hydrologist/Water Resources Development Planning Specialist:

At least a Bachelor’s degree (preferably Master’s degree) in Civil Engineering or equivalent

At least eight (8) years of professional experience in the field of water resources planning, costing, and evaluating multipurpose water/irrigation projects.

Experience in carrying out technical feasibility studies, experience in assessments, opinion surveys, interviews, case studies or any other related field.

Agricultural Economist:

Master’s Degree in Agricultural Economics or related field (Rural Development, Environmental and Resource Economics)

At least 10 years of professional experience, preferably in East Africa, in planning, designing, monitoring and/or evaluating of projects with focus on food security and/or optimizing the production and distribution of agricultural goods;

In addition to the technical expertise, the Team of Consultants should have:

Demonstrable experience in project management in a development cooperation context in Eastern Africa/ preferably in South Sudan

Experience in undertaking studies with remote and marginalized communities

Experience in design, monitoring and/or evaluation of KfW/World Bank funded project is preferred; Experience with KfW/World Bank ESIA requirements is desired

Strong analytical and conceptual skills to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner

Excellent oral and written communication skills in English (particularly report writing).

Demonstrated capacity to work both independently and as a team
