5 Responsibility for Logistics The consultant shall be responsible for their own logistics

6 Taxation Provisions
Consultant shall be responsible for all Taxes arising from
the consultancy in line with the Somaliland Tax regulations
applicable at the SCI contracting office named above
7 Travel requirements The consultant is not required to travel to any other
locations other than the activity location (Hargeisa)
8 Security requirements
Consultant will comply with standard Save the Children
Security procedures, including the completion of SCI
online security training prior to travel to Somaliland.

Qualification and
Experience
o Post-graduate degree in Social Sciences, Education,
Economics, Statistics or related field.
o Minimum of 5 years relevant professional experience in
research.
o Background knowledge and experience in vocational
skills programs is essential.
o Strong experience in conceptualizing and gender and
vocational trainings within the context of of Somaliland.
o Excellent communication and report writing skills.
10 Evaluation Criteria
o Number of years of experience of consultant
o Proven track record of experience in subject matter, as
displayed in history and technical proposal
o Experience conducting similar work in Somaliland
o Proven track record of advocating for a gender-based
approach to inclusive TVET provision and employment
promotion.

TERMS OF REFERENCE
ON-THE-JOB TRAINING TO DESIGN GENDER SENSITIVE
EMPLOYMENT PROMOTION STRATEGY FOR TVET CENTERS
1. Background
For over 90 years, Save the Children International (SCI) has been working to make
a difference in children’s lives in more than 120 countries. We are the world’s
largest independent child rights organisation, underpinned by the vision of a world
in which every child attains the right to survival, protection, development and
participation. Our mission is to inspire breakthroughs in the way the world treats
children, and to achieve immediate and lasting change in their lives. SCI
Somaliland has in the past 40 years focused on improving access to basic health
care and education for the poorest and most vulnerable children and families, and
securing their livelihoods with an overall aim of protecting and promoting their
right to survival, development, protection and participation.
Somaliland DANIDA LOT Civil Society (CIV) is an integrated project funded by
DANIDA in partnership with Save the Children and implementing partners of Somaliland National Youth Umbrella (SONYO) and Comprehensive Community
Based Rehabilitation in Somaliland (CCBRS). The program aims to contribute
development of vibrant strong CSOs that contribute, advocate and reduce the
physical, institutional and social violence against children and youth.
2. Purpose of the consultancy
Ensuring gender equality in access to technical vocational training and labor
markets has been a challenge over the years where not only the private sector that
constitute the largest employer in Somaliland is male dominated compared to
female employees in wage and self-employment but also the TVET centers that
provide employment promotion services don’t provide female-friendly service nor
training environment. This on-the-job training aims that TVET centers are
capacitated to design a tailor-made gender sensitive employment promotion
strategy for their respective centers in Hargeisa.
3. Objectives of consultancy
4. Provide an on-the-job training for two TVET centers in Hargeisa and
capacitate on the design of tailor-made gender-sensitive employment
promotion service strategy for these centers
5. Develop a separate gender sensitive employment promotion strategy and
plan of action, which is in line with the recently developed gender sensitive
employment promotion strategy, for TVET centers in Hargeisa.
4. Scope of the assignment
5. Provide two-days workshop/training for TVET center academic and
administrative staff on Gender sensitivity in access for skills training and
labor market entry for employment.
6. Capacitate the TVET center staff on the design of a tailor-made gender
sensitive employment promotion strategy for two centers in Hargeisa. These
center-based strategies should be in line the recently developed national
level gender sensitive employment promotion strategy.
7. The strategy should be context based that has can address issues affecting
girls access to labor market and draw strategic road map for center EPS
units to increase female participation in TVET and employment

6. The capacity building and the development of the strategy should be on-thejob practical work where the center staff are capacitated to lead the process.

7. The consultant will facilitate a two-days workshop for each center where the
gender sensitivity in terms of access to skills training and employment in the
labor market.
8. The consultant will lead the process of the developing a center-specific
gender sensitive employment promotion strategy and plan of action for each
center.

7. An inception report detailing the process of capacitating the center staff and
the development of center-specific strategy and its implementation action
plan.
8. A final assignment report in PDF Format and one in DOC format
9. Gender Sensitive Employment Promotion Strategy and implementation
action plan for the two TVET centers in Hargeisa
10.High quality photos and case studies.
7. Roles and responsibilities
The consultant has the overall responsibility of carrying out the assignment in
building the capacity of the center staff and developing center-specific strategy and
plan of action. SCI program staff will organize the workshops and link the
consultant with the TVET centers management.
8. Duration and timeframe
The duration of the assignment is expected to be nine (9) working days during the
month of June 2019. Below is a tentative itinerary that the selected consultant will
work.

10.Code of conduct
Save the Children’s work is based on deeply held values and principles of child
safeguarding, and it is essential that our commitment to children’s rights and
humanitarian principles is supported and demonstrated by all members of staff and
other people working for and with Save the Children. Save the Children’s Code of
Conduct sets out the standards which all staff members must adhere to and the
consultant is bound to sign and abide to the Save the Children’s Code of Conduct.
A contract will be signed by the consultant before commencement of the action.
The contract will detail terms and conditions of service, aspects on inputs and
deliverables. The Consultant will be expected to treat as private and confidential
any information disclosed to her/him or with which she/he may come into contact
during her/his service. The Consultant will not therefore disclose the same or any
particulars thereof to any third party or publish it in any paper without the prior
written consent of Save the Children. Any sensitive information (particularly
concerning individual children) should be treated as confidential.
An agreement with a consultant will be rendered void if Save the Children
discovers
