Serving Humanity for Empowerment and Development (SHED), formerly Finn Church Aid, signed a grant agreement with the European Union (EU) Delegation in Liberia following approval of the project titled: “Strengthening human rights of prisoners within correctional facilities and at grassroots level in Liberia” which will be implemented in Lofa, Bong, Nimba and Margibi counties for the period 2019 – 2021.

SHED and its partners - the Rural Human Rights Activists Program (RHRAP) and Finn Church Aid (FCA), developed the two-year project and it is based on the outcomes of a current EIDHR funded project that came to an end in January 15, 2019 after two years of implementation.

The strategic goals/objectives of the new project are:

The overall objective of this action is to contribute to enhance the respect of fundamental human rights and adherence to international standards for prisoners in Liberia.

The specific objective (Oc) is to enhance local capacities, awareness and resources to provide protection of prisoners’ rights according to international human rights instruments in Lofa, Bong, Nimba and Margibi counties.

SHED, formerly Finn Church Aid (FCA), is seeking a Monitoring and Evaluation Consultancy Firm for the purpose of developing the project’s monitoring & evaluation framework and tools to measure processes, progress and quality of activities, outputs and deliverables and to provide an independent mid-term and final evaluation of the project including recommendations for its possible replication/scaling up.

The primary focus of the M&E framework and related evaluations is on learning and understanding the changes resulted from the project, reflecting on progress and achievements and highlighting, at the end of the process, recommendations for scale-up and replication.

About SHED

SHED, formerly Finn Church Aid, is a Liberian organization established as a national office following FCA's ten (10) years of work in Liberia. We are a right based organization working on human rights, peace building, education, Watsan and livelihoods programs in Liberia. Our head office is located Johnson Compound, adjacent Musu Spot, Congo Town. SHED’s action is guided by international human rights standards and principles. As a right based actor, SHED facilitates dialogues and peace building between the right-holders and duty bearers to address root causes of conflict.

Specifically, the consultant/firm will be responsible for the following:

1. Design the project’s M&E framework/plan, based on current project logframe and adding Key Performance Indicators (KPIs) when and if necessary to track progress and achievements in line with the EU’s guidelines and also from a gender lens. The plan produced should consider, to the extent possible, stakeholder (especially beneficiary) engagement.

2. Developing methods and tools for the data collection including real time data collection using electronic devices where possible, and remotely support the roll out of the plan. The data analysis will be presented in a report at mid-term and final evaluation stages.

The following deliverables are expected during and at the end of the consultancy:

• An inception report which will detail the evaluation work plan, M&E Framework, and methodology for qualitative and quantitative data collection and analysis, including data collection processes and tools, etc.

• Provide in-house M&E training for staff and support the establishment of SHED internal M&E system as well as hold roll out meeting with SHED and partners’ staff to present, discuss and assign tasks for the implementation of the M&E plan and use of the tools.

• Remote periodic support to data collection to assess progress and achievements

• Mid term and final evaluation reports including: findings, lessons learnt, conclusions and recommendations in line with EU guidelines.

• A Prezi presentation of the key findings of the final evaluation including audio-visuals if and when possible.

• Perform other duties as may be agreed upon and required;

Qualification Required:

• The consultancy firm must have at least 5 years’ experience in carrying out external result based monitoring and evaluation in line with the EU’s guidelines

• Experience in developing and tracking result based monitoring and evaluation tools

• Good knowledge of international human rights law

• Thorough understanding of and sensitivity for human rights, democracy, gender and minority issues;

• Experience in capacity development, setting up M&E framework and systems for local or international organizations

• Knowledge of the Liberian context
