In line with the United Nations Development Assistance Framework (UNDAF) timeframe, the UNICEF and Government of Sierra Leone programme of cooperation (2015-2018) was extended by one year (December 2019). The extension of the country programme has allowed the Government, UNICEF and other partners adequate time to engage, identify and discuss development strategies and priorities for the new Country Programme (2020-2023).

Sierra Leone is at the most critical development stage as the Government continues to roll out its ‘New Direction Agenda’, and United Nations Country Team (UNCT) develops the new UNDAF. The new UNICEF and Government of Sierra Leone country programme (2020-2023) has been aligned with the country’s development agenda. It has also been aligned with other national, international and global standards and agendas including the UNICEF Strategic Plan (2018-2021) and Sustainable Development Goals (SDGs).

How can you make a difference?

Planning and knowledge management are central to the development of a new Country Programme. The Planning and Knowledge Management Consultant will ensure articulation of critical and emerging development approaches and strategies to enhance provision of equity focused programmes for the wellbeing and fulfillment of the rights of children and their communities in Sierra Leone.

Main activities of the post include the following:

· CPD Support

Work closely with the sections on the CPD process, follow up on all the deliverables from the consultants, including incorporating the changes as proposed by the sections on the Programme Strategy Notes (PSN) and Country Programme Document until final submission to the Executive Board.

· Reporting

Work and coordinate with the Planning Specialist, Sections and Operations on drafting and quality assurance of end year reporting including annual report and Results Reporting.

· Field Office Engagement

Develop, implement and monitor the improved engagement and communications processes that emerged from the Field Office Assessment between Freetown Country Office and the two field offices and make recommendation for strengthened collaboration.

· Evidence-based Planning

Support sections in evidence-based planning processes in advance of new Country Programme. Support section chief’s planning in 2020.



To qualify as an advocate for every child you will have…

§ An advanced university degree (Master’s or higher) in the social sciences (sociology, anthropology, development studies), Economics/Statistics or related fields relevant for the assignment

§ A minimum of eight years of relevant professional experience of research and other relevant professional experience and demonstrated excellent experience in conducting participatory approaches

§ Knowledge of statistics, macroeconomic development and financing in social sector is an asset

§ Demonstrated ability to deliver quality reports/analysis and results in line with established deadlines

§ Excellent facilitation and coordination skills and process, planning and change management skills

§ Experience in presenting/communicating complex trends and concepts in clear, engaging language

§ Knowledge of children’s rights, including CRC, CEDAW and other international legal instruments, MDGs and SDGs

§ Institutional knowledge of the UN and UNICEF is an added advantage and preferable of Sierra Leone

§ Knowledge of strategic planning and experience of use of Theory of Change is an asset including experience in Results Based Management

§ Strong analytical skills and proficiency in writing in English

§ Developing country work experience and/or familiarity with emergency is considered an asset.

§ Fluency in English is required. Knowledge of a local language is an asset.
