Background & Rationale

The right for every child to be registered at birth and to be recognized as a person before the law (legal identity) is prescribed in several human rights conventions including the Convention on the Rights of the Child which underpins UNICEF-s work around birth registration and legal identity. Increasing the rate of birth registration - and reaching even the most marginalized and excluded children - is a strategic priority for UNICEF and embedded as one of the three core child protection impact indicators of the 2018-2021 Strategic Plan.

UNICEF supports member states to uphold the rights of children, including to ensure that every child is registered at birth, acquires a nationality, and that all children, including migrant children, have access to justice, quality of care and are protected from violence, exploitation and abuse. Having a birth certificate to prove the age of a child is central to protecting them from child rights violations such as child labour, being detained or tried as adults in the justice system, forcible conscription in armed forces, child marriage, trafficking and sexual exploitation and the prevention of statelessness. A birth certificate is also proof of location of birth and family ties and can support reunification of unaccompanied and separated children and promote safe migration and facilitate repatriation. In effect, birth certificates are a ‘passport to protection- for every child.

Purpose:

To support the development of knowledge products and the management and updating of a digital platform to strengthen the availability of information and evidence base in support of achievement of child protection programme goals and objectives. The consultant will also be responsible for identifying relevant publications and country case studies to include on the platform. In addition, the consultant will be responsible for supporting the oversite and quality assurance of the series of working papers in development, ensuring they are in line with UNICEF-s SoP and branding requirements. The consultant will also coordinate with the communications team to ensure that the various knowledge management products are launched during relevant advocacy events to maximize visibility and interest from partners. This work will be in support of UNICEF's mission and objectives in the 2018-2021 Strategic Plan and will help inform evidence based policy interventions for increasing birth and civil registration in countries.

Expected results:

· A publicly accessible online platform is developed with a database of materials on identity and birth registration in accordance with UNICEF-s standard procedures.

· Provide oversite, quality assurance and monitoring and support for the production of a series of working papers, advocacy materials and country briefs. All knowledge management products have been finalized, edited, translated, published and disseminated during key advocacy events.

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED

· Bachelor degree in social sciences, computer science, brand, design, marketing, international relations/development, or other relevant disciplines. Master-s degree preferred.

· At least 2 years of relevant work experience in research, international development, child protection, knowledge management, brand, marketing design and editing is required.

· Attention to detail and strong organizational skills is required.

· Technical familiarity with birth/civil registration and legal identity is strongly preferred.

· Familiarity with UNICEF is strongly preferred.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
