Background & Rationale

UNICEF, Save the Children (SC), the International Rescue Committee (IRC), Tdh Lausanne (Tdh) and UNHCR as members of the global CPIMS+ Steering Committee (CPIMS+ SC), promote the use of a standard inter-agency child protection information management system (CPIMS+) as a support to case management programming. It is comprised of software and accompanying tools, including template paper forms, generic information sharing and data protection protocols, and training materials.

The CPIMS+ module of Primero built upon and extended the IA CPIMS (legacy system), enhancing some of its existing features and incorporating improvements. The CPIMS+, which is one of several modules within the protection-related information management platform called Primero, is the result of collaboration between the CPIMS and GBVIMS Steering Committees and the MRM IMS Technical Reference Group to develop a platform that facilitates information sharing between different information management systems. It is a web-based system with improved security and access mechanisms, and an Android mobile application.

The objective of this consultancy is to support those countries with the ongoing roll-outs of the CPIMS+ as well as those countries where the CPIMS+ is already live and to support interested countries assess their case management and information for case management practices with a view of a possible CPIMS+ roll out. Countries to support include Bangladesh, Iraq, Jordan, Kenya (Dadaab and Kakuma), Lebanon, Mali, Myanmar, Niger, Nigeria, South Sudan, Somalia, Tanzania and Syria.

In 2018, the CPIMS+ Steering Committee proposed to bring aspects of its work closer to the Case Management Task Force (CMTF) of the Alliance for Child Protection in Humanitarian Action in order to promote a more comprehensive approach to case management strengthening. In particular, the norm setting work for information management, such as data protection and information sharing protocols, will be housed within the CM TF under the information management for case management group (IM4CM). The CPIMS+ Steering Committee maintains distinct governance from the CM TF, however the two entities maintains very close links: the CPIMS+ SC reports against activities in the CM TF workplan, contributes to the activities under the IM4CM group part of the workplan, and, in close collaboration with the CP AoR, works hand-in-hand to identify in-country needs and resources for IM4CM, case management in those countries where the CPIMS+ will be or is being rolled out.

Purpose

The purpose of this consultancy is to support the implementation and maintenance of the CPIMS+ as a tool for case management, to inform the ongoing development of the new CPIMS+ standard instance and Version 2 of the application (Primero v2) in line with the IM4CM tool development and a phased approach to case management (under the CM TF). The consultant will be crucial for implementing the recommendations of the review commissioned by the CPIMS+ Steering Committee in the spring of 2018, for which a Joint Management Response has been developed.

The consultant will support the dissemination of principles and protocols for data handling in child protection information management systems, including remote and hands-on technical support for the roll-out of the CPIMS+/Primero to support quality case management.

Finally, the consultant will act as the Coordinator of the CPIMS+ Steering Committee, manage links with the GBVIMS technical team, the MRMIMS working group, and the CP AoR and represent the CPIMS+ on the Primero Coordination Committee (PCC) and the global CM TF, and will provide support to work on the IM4CM group deliverables under the CM TF workplan for 2019.

Expected results: (measurable results)

§ The consultant will act as the Coordinator for the CPIMS+ Steering Committee convene and document monthly meetings and coordinate with the CP AoR, GBVIMS Steering Committee/Technical Team, the CM TF as well as other key stakeholders.

§ The consultant will represent the CPIMS+ SC on the PCC and the CM TF, provide the group with updates on CPIMS+ activities, contribute to the IM4CM deliverables under the CM TF workplan and support efforts to build the capacity of key human resources in case management, information management for case management and CPIMS+.

§ The consultant will support the ongoing roll-outs of the CPIMS+ as well as other countries in emergency contexts and make sure the (possible) roll out is in line with the case management and information management for case management needs and capacity on the ground.

§ The consultant will have regular check ins with countries that are already using the CPIMS+ in order to support with any technical issues, the upgrade to the CPIMS+ V1.7 in preparation for V2, collect lessons learned, and ensure the CPIMS+ is being used to its full potential as a support for quality case management.

§ The consultant will build the CPIMS+ community and support technical skills transfer to partner organizations through hands-on training, training-of-trainers, the development of user-friendly support materials, and webinars.

§ The consultant will dedicate 50% of their time to the interagency CPIMS User Group, and 50% of their time to UNICEF functions (e.g. UNICEF Country Office programme support).

Duty Station : Home Based. The consultant must be available for calls and meetings between the hours of 9am-5pm EST. Duty travel is required to NYHQ and Country Offices. Country Offices and implementing partners will pay for the consultant-s travel and DSA.

Key competences, technical background, and experience required Deadline

Requirements - Essential:

§ Minimum of Master-s Degree in Social Science, Information Technology, Social Work or other related field

§ 5 years of experience in child protection in emergencies programme management and case management

§ Good technical understanding and familiarity with information management systems for case management

§ Advanced skills and experience with information technology

§ Proven training and capacity building skills for a range of stakeholders

§ Strong communication skills, organizational, inter-personal and leadership skills

§ Ability to be flexible and work well under pressure in a fast-paced environment, with complex projects and deadlines from different stakeholders

§ Demonstrable ability to take initiative, and identify new opportunities / innovative approaches

§ Experience in budgeting and financial reporting

§ French language skills essential

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
