Background & Rationale

The Health P5 talent pool finalized in 2017 has been used to improve timely recruitment at the country, regional and HQ. Among the 37 successful candidates included in the P5 talent pool, 18 individuals have been recruited. Since 2017, the HR reform has made the recruitment process more efficient through lateral transfers, direct appointment, rotation and other processes. The objective of this GVA is to build a pipeline of talent from wide range of geographical background from both male and female who also possess multilingual skills and who can bring to UNICEF skills that are critical to UNICEF-s Strategic Plan 2018-2020.



This position will be responsible for the HR administrative support work related to all applicants from the Generic Vacancy Announcement for UNICEF's Health Talent Group P5 level. All candidates will have to undergo a rigorous assessment, review and selection process and if successful, be placed in the Talent Group, an exclusive list of pre-vetted, highly qualified professionals.

Purpose

In line with the UNICEF strategic plan 2018-2020, Health Strategy and the general guidance of the Human Resources Business Partner, the Health GVA HR Consultant will provide administrative, operational support and assistance to the efficient implementation of the Health GVAs, ensuring accurate and timely delivery, whilst promoting a client-based, quality and results orientated approach to the GVA process in compliance with UNICEF HR rules and Health GVA established criteria.

The consultant will work closely with Health section and the Division of Human Resources (DHR) to undertake the following tasks:

§ Support outreach Team in DHR and HR Business Partner (HRBP) to widely advertise the GVA

§ Monitor the generic vacancy announcements (GVAs) and engage with potential candidates for completion of their applications.

§ In collaboration with HRBP and Recruitment Center of Expertise (RCoE) support information and communication of the GVA for potential candidates as well as support in setting up webinar that explains the launch of GVA and process

§ Liaise with DHR on the screening and longlisting process of candidates and conduct quality check considering minimum eligibility, qualifications, competencies, and GVAs requirements.

§ Analyze, research, verify, and compile data i.e. Gender, language and geographical balance of the GVAs.

§ Coordinate the scheduling of panel, monitor, follow-up and maintain a timetable for completion of GVA recruitment related key milestones and performance indicators.

§ Engage with candidates in the various stages of the GVA recruitment process.

§ Organize any video interviews by using automated support such as Sonru etc.

§ Organize and administer the technical assessment and/or any form of assessment candidates for the Health GVAs.

§ Prepare and compile interview documentation, questionnaires, invitations, booking of rooms, arrangement of telephones, and other logistics details as needed.

§ Support in obtaining reference checks and PERs of short listed candidates

§ Draft interview reports and other recruitment summaries, including the final GVA process report.

§ Prepare and support the approval process of the GVAs

§ Liaise with RCoE on issuance of GVA notifications, acknowledgement and regret letters.

§ Liaise with HRBP and HRBP support in DHR to Record (tag) and properly maintain GVA recruitment files in Talent Management System, ensuring all necessary documentation has been prepared and filed correctly.

§ Additional tasks related to Health projects as needed.

§ Facilitation of the pre-screening of all candidates through outsourced company (ABC).

§ Facilitation and coordination with HRB and Health Section the short-listing process

§ Technical assessment/Written test and/or solicitation of references (possibly for internal candidates only) for candidates is properly and timely administered for the P5 Health GVAs (if required);

§ All the technical assessment/written tests are compiled and processed for marking by the Assessors, and results recorded correctly;

§ All final shortlisted candidates are contacted, and interviews properly organized with prior notice to both candidates and panel members.

§ Interviews reports are properly written, GVA packages prepared and processed in line with the established guidelines.

§ TMS updates on each case is provided, including the notifications to candidates when needed.

§ Contribution to final Health GVA report provided to NYHQ PD Health and DHR.

Key competences, technical background, and experience required Deadline

§ University degree or equivalence in social science, human resources, administration or related field.

§ 3- 5 years- experience with a National and/or International Organization in HR related professional work.

§ Ability to conduct a programme recruitment process, including use of databases and internet-based recruiting systems.

§ Ability to express clearly and concisely ideas and concepts in written and oral form.

§ Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

§ Fluency in English. Another UN language (preferably French or Spanish) is an asset.

§ Previous experience, proven record of work ethics such as confidentiality, efficient and quality of work an asset.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
