Expression of Interest are invited for Consultancy for the Hire of Zonal Level Non- Governmental Organizations (NGOS), Civil Society Organizations (CSOS) as Third-Party Monitor for the Community and Social Development Projects Implemented at Communities in 30 CSDP Participating States.

The Federal Government of Nigeria sought and obtained a credit from the International Development Association (IDA) of the World Bank Group to support the implementation of Community and Social Development Project Additional Financing (CSDP-AF). The Project is being implemented in close partnership between the Federal Government of Nigeria (FGN), and the following 30 States including FCT: Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Borno, Cross River, Ebonyi, Edo, Ekiti, Enugu, FCT, Gombe, Imo, Katsina, Kebbi, Kogi, Kwara, Nasarawa, Niger, Ogun, Ondo, Osun, Oyo, Plateau, Taraba, Yobe and Zamfara. The CSDP-AF is being implemented from 2015 to 2020.

One cardinal component of the project is the fourth component – the Gender and Vulnerable Group Investment (GVGI) component, became necessary after an impact evaluation of CSDP original in 2013.

The result of the evaluation showed that despite the giant strides recorded by the Project, the interests of vulnerable persons i.e. extremely poor persons and individuals living with physical disabilities. Internally Displaced Persons (IDPs), widows, caste, migrants and other vulnerable groups were not fully integrated, hence the introduction of the component.

The Community Driven Development (CDD) approach was also found to be very effective and could be a major mechanism for ensuring mass participation of poor communities in the poverty reduction and sustainable development agenda of the country. The Project seeks to empower the poor and vulnerable people in Nigeria to be on the driver’s seat in the effort of Government to improve access by the poor to social and natural resources infrastructural services. The strategic goals of CSDP Project are also in line with the World Bank’s commitment to end extreme poverty and promote shared prosperity in a sustainable way.

The CSDP-AF is expected to have a positive impact on human capital and physical infrastructure development outcomes through the financing of socio-economic and natural resource common goods, as well as upward and downward accountability between communities, LGAs and State Agencies. Building on previous successful experiences of CDD Projects in Nigeria, CSDP AF promotes the use of participatory planning, budgeting, implementation and monitoring processes.

The Federal Project Support Unit (FPSU) now invites eligible Governance, Social Accountability (SA) and Citizen Engagement (CE) focused NGOs/CSOs to express their interest in providing this service in the following cluster of States.

The participating states in each zone are as follows:
• North East: Borno, Yobe, Adamawa, Taraba, Bauchi and Gombe
• North West: Kebbi, Zamfara and Katsina
• North Central: Plateau, Nasarawa, Kogi, Kwara, Niger, Benue and FCT
• South West: Oyo, Ogun, Osun, Ondo and Ekiti
• South East: Ebonyi, Enugu, Abia, Anambra and Imo
• South South: Cross River, AkwaIbom, Edo and Bayelsa

Interested NGOs/CSOs should provide information demonstrating that they have the required qualifications and relevant experience, including technical and financial capability to perform the task. Shortlisted NGOs/CSOs will be issued Request for Proposals (RFP) for completion.

The activities of the Zonal Level CSO will be to monitor implementation of the CSDP Projects and ascertain whether delivery of benefits is done in a timely manner and transparently; credibility and accuracy of results; functionality of accountability mechanisms including management of grievances (complaints and appeals) from beneficiaries of the projects or the citizenry and performance of several other elements of the program at the State, Local Government and Community levels. States where NGOs/CSOs can bid for only one Zone, and the selection will be based on capacity, (Staffing, experience, skills, presence/coverage). Previous work in the zone of interest and demonstrate understanding of the local context (culture, people, sensitivities). NGOs/CSO will cover ALL LGAs of the CSDP participating State in the zone of their choice. The NGO/CSO is expected to be engaged for a period of 12 weeks.

(3) Technical and managerial organization of the firm
(4) General qualification and number of key staff
(5) Organizational profile/brochure
To be eligible, the NGO/CSO must meet the following minimum criteria:
(1) Evidence of Company registration (certificate of incorporation of the company)
(2) Evidence of work done and presence in any zone selected or joint venture with other local NGOs /CSOs from zone of interest.
