Background & Rationale

The Health P5 talent pool finalized in 2017 has been used to improve timely recruitment at the country, regional and HQ. Among the 37 successful candidates included in the P5 talent pool, 18 individuals have been recruited. Since 2017, the HR reform has made the recruitment process more efficient through lateral transfers, direct appointment, rotation and other processes. The objective of this GVA is to build a pipeline of talent for senior roles (P5) from wide range of geographical background from both male and female who also possess multilingual skills and who can bring to UNICEF skills that are critical to UNICEF-s Strategic Plan 2018-2020.

Purpose

This assignment is in line with the Health Strategy and the HR reform on Recruitment and Talent Management for Health professionals and support countries with rapid recruitments through Talent Groups that reduce the time fill vacancies and deploy staff to country offices, regional offices or headquarters.

The consultant will work closely with Health section and the Human Resources Business Partner for Programmes. The consultant will undertake the following tasks:

§ Review the screened long list of candidates to ascertain their technical expertise in line with the Health Strategy and the Generic Vacancy Announcement.

§ Work closely with Technical Focal Points, and develop a blended assessment framework and criteria to evaluate technical capacities and competencies of the candidates, this includes but not limited to develop a scoring guide for written assessments, assign point values for questions and sub-questions, define expected range of responses for scoring consistency, grade the technical assessment/written tests of all candidates.

§ Review written test results of candidates and determine their suitability to continue in the screening process;

§ Provide oral feedback to internal candidates who fail the technical assessment/written test.

§ Sit on Interview Panels as active Technical Expert questioning and evaluating the candidates for final selection into Health talent groups.

§ For internal candidates who are unsuccessful at interview, provide verbal feedback and guidance, where applicable.

§ Create a lessons learnt report on the entire process and provide guidance for future processes.

Expected results: (measurable results)

§ All DHR shortlisted candidates are reviewed in line with the Health Strategic priorities and a final list developed;

§ Technical assessment/Written test to all the candidate is developed for P5;

§ All the technical assessment/written tests are graded;

§ All the technical assessment grading are reviewed for quality assurance;

§ A comprehensive subject matter expertise is provided on all candidates throughout the process;

§ Feedback is provided to all candidates;

§ Skills identified, assessed and recorded accordingly in the UNICEF HR systems;

§ Final report provided to NYHQ PD Health and Division of Human Resources through PD HR Business Partner

DELIVERABLES

§ Preparation for the review of longlists and plans for assessments.

§ Develop final shortlist of candidates to be assessed

§ Create assessment methodologies (blended interview that combines technical and CBI)

§ Score a portion of written assessments where applicable

§ Review final test scores and ensure consistency in marks

§ Carry out, lead/co-lead interviews for shortlisted candidates.

§ Assess candidate capacity to work in Health emergencies and develop assessment method

§ Provide technical feedback for candidates for written test and interview stage.

§ Generate final report on process and lessons learned

Key competences, technical background, and experience required Deadline

§ Advanced university degree in a Health related field

§ Over ten years of relevant work experience in Health programming with the UN or International development organizations;

§ Excellent knowledge of the UNICEF strategic direction/programmes, including the humanitarian aspects.

§ Ability to conduct technical assessments on candidates for UNICEF-s assignments;

§ Ability to express clearly and concisely ideas and concepts in written and oral form.

§ Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

§ Fluency in English. Another UN language (preferably French) is a great asset.

§ Previous experience, familiarity with UNICEF programme priorities and field needs, proven record of work ethics such as confidentiality, efficient and quality of work an asset.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
