Background & Rationale

Sanitation and Water for All (SWA) is a global partnership with over 200 members including national governments, donors, civil society organizations, private sector organisations and other development partners, working together to increase political commitment to water supply, sanitation and hygiene (WASH), and to strengthen mutual accountability and effectiveness within the sector. The goal of SWA, as defined in its current strategy (2015-2020), is sanitation, water and hygiene for all, always and everywhere - consistent with SDG 6 WASH targets.

SWA is steadily increasing its support to member countries, focusing, in particular on collaboration, mutual accountability, systems strengthening and finance. This reflects that ultimate accountability for achieving SDG targets lies with national governments, supported by a range of development partners. There is growing recognition that to accelerate access in line with the ambition of the SDGs, the sector needs to do much more to attract an increasing volume of domestic funding from commercial as well as public sources, moving from a focus on projects and programmes to longer-term strategic investments in system strengthening.

In this context, SWA needs to review its global and regional relationships, positioning and messaging both to reinforce its relevance and to maximize its impact. Specifically, SWA needs an innovative, dynamic and forward-looking policy narrative to shape its interactions with global and regional WASH architecture from August 2019 to July 2023. WASH architecture is defined as the principal actors (UN and otherwise) who have a major role/mandate in the WASH domain, or in the broader domain related to WASH and Water Management. WASH architecture also includes the global and regional platforms and meetings which play a role in the global and regional decision making and accountability on WASH.

The WASH sector-s relationships with health, education and nutrition also need strengthening, as the current ‘siloed- status quo constrains the quality, sustainability and impact of related investments, and hinders progress towards the SDGs as a whole. SWA needs to consider how it should align with and support partnerships in related sectors. This includes SWA-s engagement with broader water architecture and with similar partnerships such as the Scaling Up Nutrition (SUN) movement, the Global Partnership for Education and the Global Finance Facility for Health.

In addition, SWA-s current structure and membership does not reflect the important role played by municipalities, utilities and regulators in the provision of WASH services, especially in urban areas. Given that the WASH sector needs to increase its focus on systems strengthening to accelerate covering and improve sustainability, SWA needs to review whether its current set up is fit for purpose in this context, and if not, establish what changes could be introduced, when and how.

Whilst it is recognized that developing a new multi-year strategy for SWA is not within the scope of this ToR, the opportunity should be taken to help prepare for this by reviewing the effectiveness of its current strategy and identifying broad options to inform its future strategy.

To meet these requirements, SWA requires the services of twoindividual consultants with complementary skill sets:

a. One will have specific knowledge of global and regional WASH architecture, emerging challenges and opportunities. Knowledge of SWA-s mandate is welcome but not required.

b. The other will have relevant experience of system strengthening from within or beyond the WASH sector. Ideally this would include experience of the roles played by municipalities, utilities and regulators in the provision of a basic services, and the mobilization of domestic finance to support service delivery.

Both consultants are expected to work together to challenge the existing status quo with innovative, out-of-box thinking.

Purpose

The purpose of this consultancy is to provide SWA with a set of clear, forward-looking recommendations for its global and regional engagement with the WASH sector. These recommendations will inform a strategic narrative, also developed by the consultants.

The consultants will also assess SWA-s membership, evaluate the effectiveness of its current strategy and establish options to inform (at a later stage) the development of SWA-s new multi-year strategy.

Expected results: (measurable results)

§ Advice on SWA-s engagement with the WASH and water architecture, and with similar partnership organisations in associated sectors, at both global and regional levels.

§ A strategic narrative for SWA to inform its interaction with the WASH sector at global and regional level, extending from July 2020 to July 2023.

§ Recommendations on SWA-s current set-up and membership, including (but not limited to) the possible inclusion of municipalities, utilities and regulators.

§ Recommendations on the effectiveness of SWA-s current strategy.

§ Options to inform the development of SWA-s next strategy, relating to global and regional opportunities that support SWA-s growing in-country focus.

Outputs will take the form of three deliverables: an initial report (presented to the CEO SWA and a sub-group (5-7 members of the HLPD and CP Working Groups); a draft report (to be presented to SWA-s Steering Committee, with a face to face discussion) and a final report (presented to the afore mentioned sub-group.

This consultancy may be extended (by both time and cost) to support the development of SWA-s future strategy, subject to performance and mutual agreement.

Required Qualifications:

§ Advanced university degree (Master's degree or equivalent) in international development, public administration, business administration or relevant social sciences;

§ At least 10 years of progressively responsible for coordinating governance bodies/structures of high-level multilateral and multi-stakeholder platforms and partnerships, including reporting;

§ Experience in coordinating work of multiple actors at the global and regional level, including government representatives, UN agencies, CSOs, etc;

§ Demonstrated ability to work in a multicultural, multi-ethnic environment and commitment

§ Excellent communication skills

Languages

§ Fluency in English (both oral and written) is required.

§ Knowledge of other UN languages is highly desirable.

Key competences, technical background, and experience required

SWA requires the services of two international consultants each with at least 10 years of relevant experience with complementary skills sets as set out below:

§ One consultant will have relevant experience of system strengthening from within or beyond the WASH sector. Ideally this would include experience of the roles played by municipalities, utilities and regulators in the provision of a basic services, and the mobilization of domestic finance to support service delivery.

§ One consultant with specific knowledge of global and regional WASH architecture, emerging challenges and opportunities. Knowledge of SWA-s mandate is welcome but not required.

Both consultants are expected to work together to challenge the existing status quo with innovative, out-of-box thinking.

Both consultants should demonstrate very strong interpersonal, negotiating and communication skills, as well as flexibility and ability to work with a decentralised secretariat and partners located in five continents. first language should be English. a second UN language is desirable.

A gender balance, and a North - South balance will be highly desirable

Individuals interested to undertake this work are expected to form a team with complementary skill sets and experience as outlined in this TOR. Each team is expected to submit to a summary proposal (max 5 pages, excluding CVs) describing how they would undertake this work and indicating the division of labour and resources. Both consultants must declare any potential conflict of interest that could potentially arise from undertaking this work.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
