Background & Rationale

UNICEF is currently implementing the Gender Action Plan (GAP) 2018-2021. Developed concurrently with the UNICEF Strategic Plan (SP), the GAP elaborates the gender programmatic and institutional results across the SP. The GAP includes an indicator matrix, drawn from the Strategic Plan (SP) Results Framework, for tracking and measuring success on gender priorities and results. The Gender Section at HQ leads the GAP implementation and reporting in close partnership with colleagues from across the organization. The GAP as well as the SP include a dedicated result on gender norms and socialization, a key priority for the gender section to advance in the SP cycle.

In 2018-2019, UNICEF Gender section, in collaboration with regional offices, undertook a detailed mapping of existing UNICEF efforts on gender norms and socialization of girls and boys across several countries, and to produced action plans to advance the gender socialization result under the new SP and GAP. In the second phase of programming on gender socialization, gender thematic funds have been allocated to eight country office and three regional offices to strengthen the gender socialization dimension of existing or new programmes. These newly funded programmes will contribute to UNICEF-s broader vision of developing a strong programming theory of change and evidence base on gender socialization related to the core areas of ECD, C4D, Child Protection, Education and marketing, through interventions such as the development of content on gender-responsive child care that addresses gender socialization in early childhood and adolescence, including positive parenting, increased involvement of fathers, and training of care givers (Nepal, Kosovo1, Vietnam, Sri Lanka, Ghana) and addressing harmful gender stereotypes in marketing and advertising by engaging with private sector companies and industry associations (Tanzania). Plans are currently underway to hire an institution to conduct operational research and support M&E and documentation of the ongoing country level interventions.

Further, producing field-oriented gender analysis and implementation tools and guidance related to the Gender Action Plan (GAP) and reporting annually on gender results are a critical part of the roadmap to improve institutional effectiveness and support UNICEF Country Offices to achieve results on gender equality, women and girls- empowerment, and the wellbeing of all children. The Gender Section, which serves as the Secretariat for implementing the GAP, has prioritized the continued development, updating and sharing of strategic guidance gender as essential to the effective implementation of GAP 2018-2021. The tools and guidance support gender staff to identify gender challenges in their context, develop appropriate programmatic solutions, and engage strategically with identified audiences around gender equality programming, policy and advocacy.

Purpose

UNICEF-s Gender section is seeking a suitably qualified consultant to support the rollout of programmatic work on Gender Socialization, and the development, execution and monitoring of its strategic field-oriented guidance and tools and in support of implementation of the GAP 2018-2021. Using excellent research, analytical, management, and communication skills, the Consultant will be responsible for working with the Gender Section and its extended network to undertake the following:

1. Support the implementation and monitoring of the Positive Gender Socialization portfolio

a. Contribute to and coordinate the development and dissemination of products and materials related to UNICEF-s work in Gender Socialization, including reports, research, concept notes, action plans, presentations, etc.

b. Liaise with consultants, UNICEF personnel at HQ, RO and CO level, and external partners to convene in-person and virtual work meetings, webinars, and events

c. Contribute to knowledge management on gender socialization, working with Gender Section KM personnel to ensure timely updates to the team site, yammer, website and other channels

2. Develop, update and disseminate gender analysis tools and guidance

a. Ongoing coordination and contribution to the development and rollout of GAP implementation tools and guidance, including developing and implementing scheduling and feedback collection process from field colleagues in support of annual revision and update of tools (PPP-X, RBM, etc.)

b. Provide support to COs/Regional Gender Advisers as requested in conducting Gender Programmatic Reviews (remote/in-person), applying other gender tools and guidance, understanding best practices in gender analysis and gender-responsive programming

c. Knowledge management related to gender tools and guidance: update teamsite; review, organize and share lessons from GPR reports and other outputs; contribute to webinars

d. Support Gender Annual Results Report writing and production process - guiding work of Gender Section ARR team and coordinating with internal and external partners on production

Expected Results: (Measurable Results)

As part of the Gender section, the Consultant will be responsible for: (Please see the deliverables section below for specific tasks and responsibilities).

a. Gender socialization reports, action plans, concept notes, investment cases, presentations developed and disseminated.

b. Successful implementation of the gender thematic fund on gender socialization, including an M&E system in place to monitor progress

c. GAP implementation tools developed, updated, disseminated - including PPP-X, RBM, etc.

d. Gender analysis at the CO level supported in at least 5 countries (remote and in-person)

e. Knowledge management

Deliverables

Gender Socialization products developed and disseminated, in line with Result A above.
M&E and documentation system for gender socialization established and regularly monitored, in line with result B above.

GAP implementation products updated and disseminated, including support to country and regional offices as requested, in line with Expected Results C above.
Key competences, technical background, and experience required Deadline

§ Advanced degree in social sciences, international development, or other related field;

§ A minimum of 5 years of progressively more responsible and relevant professional work experience with gender, research, field programming and evaluation in international development;

§ Proven record of developing field tools and guidance for gender analysis and sector programming;

§ Sound understanding of gender equality and gender issues in international development;

§ Experience implementing field programming and research in low- and middle-income settings

§ Excellent communication skills, including the ability to work across different units and encourage collaboration; ability to explain complex concepts to different audiences; ability to communicate with all levels of management and staff, sensitivity for cultural differences;

§ Excellent writing and analytical skills, especially in synthesizing complex information for multiple audiences;

§ Excellent organizational skills and ability to handle multiple assignments with competing deadlines;

§ Previous experience developing and managing an evidence-based communications portfolio;

§ Fluency in English required; Knowledge of another UN language an asset;

§ Experience developing case studies, blogs, documenting lessons learned, etc. desired;

§ Demonstrated Drive for results in previous work experiences.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
