Project Title: Consultancy Firm to Conduct ISO 9001:2015 trainings





I. Objective: Engagement of consultancy firm to provide the following ISO 9001:2015 training programs:



Training Program

ISO 9001:2015 Awareness Seminar: 10 batches

Training on Internal Quality Audit Seminar ( 3 days): 1 batch

Training on Documentation Seminar (2 days): 1 batch



II. Scope of Work:

a. Provide assistance in the review and revision of the BOI Quality Manual and Procedures Manual complying to ISO 9001:2015 which includes mandatory procedures, documentation of processes and work instructions prior to its submission;

b. Guide the internal auditors in the evaluation of the implementation of ISO 9001;2015 and oversee the conduct of the internal quality audit;

c. Guide the internal auditors in answering Non-Conformities (NC);

d. Prepare BOI for the external audit through the conduct of the mock audit (including regional offices);

e. Design a module based on the existing structure, process, culture and organization make-up of the Board of Investments;

f. Conduct workshop for existing internal auditors that are tailor fitted to BOI-s requirements; and

g. Provide learning materials with practical applications.



III. Learning Service Provider-s Minimum Qualifications and Eligibility

-c More than 10 years- extensive experience as consultant on quality and productivity, ISO, work improvement.

-c Has experience in assisting government agencies in acquiring ISO Certification. Previous experience as consultant under the DTI, ISO Alignment Project is an advantage.

-c Knowledge and affiliation with other quality and productivity efforts such as the Philippine Quality Award, Malcolm Baldrige, and other similar national quality award programs is an advantage.



III. Approved Budget:



The approved budget for the following ISO 9001:2015 seminars are inclusive of all applicable taxes which will cover payment for program design, diagnostics, program execution for facilitators, participants- manuals, and training materials, evaluation reports and excludes payment for venue and food during the program:



The total budget for the project is Php530, 000.00 with the following breakdown:



Training on ISO 9001:2015 Awareness Seminar

(P40, 000/batch x 10 batches) P 400, 000.00

Training on Internal Quality Audit Seminar ( 3 days, 1 batch) 75, 000.00

Training on Documentation Seminar (2days, 1 batch) 55, 000.00

TOTAL BUDGET P 530, 000.00



IV. Schedule of Payment



Payment of services shall be made on the basis of the engagement rendered.



V. Training Duration



The session must be conducted within October 2018.



VI. Submission of Documents.



The winning bidder should be able to present required eligibility documents, including the following:

1. Applicable Business Registration Certificates (SEC, DTI, CDA) with Articles of Incorporation or Partnership (in case of corporation or partnership)

2. Mayor-s Permit for the Current Year

3. Taxpayer-s Identification Number (TIN)

4. Company Profile

5. Philippine Government Electronic Procurement System (PhilGEPS) Certification

6. Income/Business Tax Return

7. Omnibus Sworn Statement



Interested bidders are also requested to submit the following documents:



1. List of completed projects, with description and contract rate

2. List of past and existing clients

3. Resume indicating qualifications of individual consultants / resource persons to be deployed, including educational background, years of experience, projects undertaken, client base and certifications/accreditations, if any

4. Program design
