To conduct a final external independent evaluation within the German government-funded project “Improving food security by strengthening agricultural and marketing capacities of vulnerable communities in Bussere/Bagari Payam, Wau County, Western Bahr el Ghazal”, Malteser International is looking for an

External Evaluation Consultant

1. Background
In December 2013, violent conflict again began to shake South Sudan with more than 4 million South Sudanese having been forced to flee and a general worsening humanitarian situation.
Malteser International opened an office in Wau and began implementing a project funded by the German Ministry of Economic Cooperation and Development (BMZ) in December 2014 with the goal of improving food security by strengthening agricultural and marketing capacities of vulnerable communities in Bussere/Bagari Payam, Wau County, Western Bahr el Ghazal through:
1. Improvement of the agricultural infrastructure.
2. Improved nutritional status by increasing the cultivation income, diversification of product range and introduction of alternative food processing methods.
3. Creating a livelihood through improved marketing strategies for agricultural products including the most disadvantaged groups.
4. Increased sensitivity and adapted solution strategies for seasonal land conflicts.
In January 2016, the countrywide crisis started spreading to the project area, affecting activities. One major attack in March 2016 resulted in populations, including project beneficiaries escaping to Wau town mostly settling with host families foremost located in the South and South Western part of Wau. The project adapted by providing much needed food items to project beneficiaries as well as installation of new hand-pumps in areas of displacement. Another major attack in Wau town in June 2017 resulted in new displacements from suburbs to IDP camps. Suburbs in the South and South west of Wau, where project beneficiaries had settled, were the most affected, resulting in secondary displacements.

MI adapted the project in July 2016 and in August 2017 respectively to meet the evolving needs of beneficiaries with urban kitchen gardens, grey water towers in IDP camps, crop production support on the periphery of Wau as well as supporting sustainable use of the newly established hand pumps.

Meanwhile, the work on increasing sensitivity and adapted solution strategies for seasonal land conflicts continued and expanded to cover three concerned states – Gogrial, Tonj and Wau.

2. Objective, Key Questions and Aims of Final Evaluation Study
The focus of the exercise is to evaluate the measures of the 2014 – 2017 MI self-implemented Water, Sanitation and Hygiene and Food Security Project in South Sudan financed by the BMZ in accordance with specified DAC criteria.

The general aims of this study are:
- To provide a comprehensive review of all activities and key results in line with indicators
- Summarize lessons learned for future projects in the region
- Provide specific recommendations for continuation and strategic development of activities

3. Study Approach and Methodology
The evaluation team should adopt a consultative and participatory approach. Including:

· Kick-off meeting for inception report writing with Malteser International at offices Wau or via skype, 0, 5 days

· Background research and preparation of inception report, 1 day (home office)

· Submission of inception report

· Document research (proposals and reports), 1, 5 days (home office)

· Field visit and interviews with stakeholders (beneficiaries, partners, local authorities and Malteser International staff), 5 working days (field) latest between 23.4 – 27.4

· Evaluation and data processing and production of a final report, 5 working days (home office)

· Submission of draft final report

· Debriefing workshop at Malteser International Wau or via skype led by the evaluation team to present and discuss the findings of evaluation report, 0, 5 days

· Submission of final Report

4. Deliverables and Deadlines

· Proposal, including: planned methodology and work plan, (max. 3 pages) deadline: 17.4.18

· Inception report, including: aims and objectives, planned methodology (data collection tools and analysis tools), detailed work plan (max. 4 pages), deadline: 20.4.18

· Draft evaluation report (see final evaluation report)

· Final evaluation report, including: executive summary, aims, objectives and scope, methodology, findings, conclusions, recommendations, lessons learned, annexes (max. 20 pages, excluding annexes), deadline: 18.5.18
All documents should be written in English. All reporting will be done directly to the Head of Mission and Malteser International headquarter. The evaluation team will be bound to confidentiality and all material collected during the study handed over to Malteser International with the termination of the contract. The evaluation report and all background documentation will become property of Malteser International. The evaluation team will not be allowed to use or publish any analytical results as its own work.

Please note that the offer should include visa fees as well as transfer to airport and flight to Wau. Transfer from and to Airport in Wau, accommodation and transportation in Wau will be provided.
