§ ABOUT CLAC.

The Latin American and Caribbean Coordinator of Small Producers and Fair Trade Workers (CLAC), is an Association constituted with legal personality in El Salvador, which groups the Small Producers' Organizations ( as) (OPP's) and Worker Organizations (as) within Fair Trade. CLAC is organized in "National Coordinators" and "Networks"; the former group the CLAC member organizations by country, while the Product Networks, group the organizations by product regardless of the country in which they are located and the Workers 'Network, groups the workers' organizations of the different countries.

§ CONTEXT OF THE CONSULTANCY.

Fair trade is an alternative approach to conventional trade and is based on an alliance between producers and consumers. When farmers can sell in terms of fair trade, they are provided with better treatment and better terms of trade; The international fair trade system has three long-term objectives: doing fair trade, empowering small producers and workers and establishing sustainable livelihoods.

In 2013, CLAC carried out a productivity assessment for the banana producing organizations in Latin America and the Caribbean; 35 organizations were visited in the 8 countries, reaching a total of 110 producers. As a result of this diagnosis, four specific areas that affect productivity were detected:

a) Problems and irrigation due to water deficit in some countries and irrigation system not adequate in others.

b) Deficit fertility programs.

c) Deficiencies in the management of population or the number of plants per hectare and their distribution.

d) Deficiencies in pre-harvest work.

As a result of this diagnosis, the PIP (Productivity Increase Program) was started in 20 organizations and 52 producers in Costa Rica, Panama, Colombia, Ecuador, Peru, the Dominican Republic and the Windward Islands. This was based on improving fertility programs through the incorporation of beneficial microorganisms for soil restoration. In 2017 an evaluation of the progress of the project was carried out, specifically in relation to productivity and the results showed that, in general, the phenological parameters were exceeded, increasing productivity by 29% 2 years after the start of the PIP.

The reduction of the carbon footprint is an expected result of the implementation of this project since it encourages the use of biofertilizers, therefore, it reduces the use of agrochemicals. On the other hand, by improving the population of beneficial microorganisms in the soil, the incorporation of organic matter and plant cover, as well as more foliar area, a better moisture retention of the treated soils was achieved, therefore, the PIP propitiated a reduction of water footprint. Some cases were documented during the 2017 assessment where producer declarations were captured affirming a reduction in irrigation.

In order to develop evidence to promote the benefits of the PIP to other producers and organizations, it is necessary to make measurements of water footprint and present objective results.

§ OBJECTIVE OF THE CONSULTANCY.

General: Evaluate the environmental effects of the productivity increase program (PIP) that has been implemented by small banana producers in Colombia.

Specific : Test the hypothesis "The PIP has contributed to reducing the carbon footprint and the water footprint of small producers of Fairtrade bananas".

§ REACH

The study should be supported by a robust and widely accepted methodology for the estimation of carbon footprint and water footprint. The estimations will be carried out in at least 2 organizations of small producers of Fairtrade bananas in Magdalena, Colombia, that has implemented the PIP project in recent years. The study should cover all seasons and phases in the production cycle, therefore, a duration of 1 calendar year is recommended.

The study must respond mainly, but not limited, to the following research questions:

a) To what extent has the PIP project contributed to the reduction of the carbon footprint in the production of Fairtrade bananas? How does the carbon footprint of Fairtrade banana production compare under the PIP scheme with Fairtrade bananas without a PIP scheme? How does the current carbon footprint compare with the carbon footprint before starting the PIP scheme?

b) To what extent has the PIP project contributed to the reduction of the water footprint in the production of Fairtrade banana? How does the water footprint of Fairtrade banana production under the PIP scheme compare with Fairtrade bananas without a PIP scheme? How does the current water footprint compare with the water footprint before starting the PIP scheme?

c) How do the environmental impacts of Fairtrade bananas under the PIP scheme compare with traditional bananas?

d) What have been the main determinants, within the framework of the PIP project, in the changes observed in the carbon footprint and water footprint?

e) What have been the additional effects that have been derived as a result of changes in the water footprint and carbon footprint as a result of the PIP intervention?
