In the UNICEF Country Programme 2012-2016 the main thrust of the education programme was the implementation of the Programme for Improved Quality Standards in Schools (PIQSS). The PIQSS Programme approach is comprehensive and includes features that were intended to influence the well-being and rights of children to quality basic education. Its central focus is the cognitive, physical, linguistic and socioemotional development of the child through the provision of a package of services designed to enhance quality in education at the lower basic (primary) level. It covers four areas of work which were implemented in 150 schools in the Central River Region and the Upper River Region of The Gambia:

· School environment and management

· Teaching and learning

· Children wellbeing

· ECD

The purpose of this end of programme evaluation is to provide UNICEF and the Ministry of Basic and Secondary Education (MoBSE) information/data about the effectiveness of the Programme for Improved Quality Standards in Schools (PIQSS) and its potential impact on quality education outcomes in Gambia. The data will be useful to learn lessons from the previous programme and also guide the development of national actions for the improvement of learning outcomes. For UNICEF, it will inform how and where UNICEF support to government should focus on to enhance the relevance and quality of learning and the effectiveness of interventions. Â

It is expected that the results of this evaluation will enable the Ministry of Basic and Secondary Education (MoBSE) and UNICEF The Gambia to gain knowledge, learn lessons and use the evidence to address the gaps and improve on the planning and implementation of existing programmes. The data will also support UNICEF advocacy work for the adoption of good policy and programme actions.

The evaluation intends to fulfil the following objectives:

· Performance assessment focusing on the key criteria of relevance, effectiveness, efficiency, sustainability and coherence;

· Provide suggestions for adjustments to existing and relevant future education programmes and interventions;

· Identify unmet educational priorities of the regions;

· Collect and collate data for knowledge, learning and evidence-based intervention planning;

To qualify as an advocate for every child you will have…

· Advanced University Degree in Education, Social Sciences, statistics or related fields;

· Experience in undertaking cost benefit analysis or similar analytical works and report writing skills of an international standard in the field of education or other social sectors;

· At least 10 years of professional work experience in education sector analysis, social science research or policy analysis;

· Excellent writing skills in English;

· Provision of not more than 3 references from clients for whom the bidder has carried out similar work

· Knowledge of local language will be an advantage
