Background

The Foundation 'Kinder- en Jongerentelefoon' (KJT), furthermore referred to as the Child Helpline of Suriname is a government foundation, in existence from 2007, which provides children and adolescents (persons from 6-25 years) with a child-friendly means of reporting and seeking help in regard to all forms of a child-violence The services provided by the KJT range from listening and providing mental support and /or advise, to case intake (in regard to violence), referral and monitoring of referred cases, and interventions geared towards prevention e.g. outreach sessions in schools with pupils and / or training teachers in terms of e.g. sensitization towards, identification of and taking action in instances of bullying in their school. While the KJT has continuously strived to improve, and expand its services, networks and professionalized its internal work processes, it needs to plan and adapt to changes in: society, demands/expectations and challenges, by utilizing its strengths and opportunities. In this process building the capacity of the KJT in resource mobilization is of great importance.

Major Tasks to be accomplished:

Under de direct supervision of the of the Child Protection Officer and in close cooperation with the Head of the Child helpline of the Ministry of Social Affairs the consultant will developed a comprehensive strategic plan for the Child Helpline extending over a period of three years.

More specifically, he/she will:

· Literature review

· Facilitate strategic planning process through conducting interviews and focus group

· sessions with stakeholders

· Draft strategic plan for KJT

· Finalize Strategic Plan KJT (Dutch and English)

Qualification or Specialized Knowledge/Experience Required:

The Consultant should have:

· Master's Degree in Law, Social Sciences, or related fields obtained at the University.

· At least five years of experience in developing policy, plan, documents and executing programme/projects on child rights issues.

· At least three years of experience in writing reports or other written documents on child Rights issues for or to either the GOS or International Bodies.

· Proven insight in the social welfare sector of Suriname, especially about children.

· Proven facilitating/moderating skills
