Tenders are invited for Consultancy for the Development of the GoA/UN Partnership Framework (UNPAF).

1. Background

Angola is undergoing a political transition that initiated in 2017 after the announcement of former President dos Santos to leave power. The elections of August 2017 elected Joao Lourenço as the new president of the country. Since taking power, the President has committed and initiated various reforms in the areas decentralization and establishment of local elected councils, adoption of additional rules in fiscal policy and exchange rate policy; promotion of agricultural development; improvement of business environment by fighting corruption and bureaucracy; and enhancement of health and education sectors. The country is also experiencing an opening of the democratic and political space.

The country is set to graduate from LDC to MIC in 2021. During the current transition period, Angola´s development efforts will focus on human and economic development, as outlined in its recently approved National Development Plan 2018-2022 (NDP).

The UNCT Angola is currently implementing its UNPAF 2015-2019 (UN Partnership Framework). As mandated by the UNDAF Guidelines, the next UNPAF should be prepared in 2018. The UNPAF articulates the common and collective responsibilities of the UN system in supporting an integrated approach to sustainable development. A MAPS mission was conducted in March 2018 with the aim at assisting the Government to facilitate on-going reflections about how best to anchor the mainstreaming of the Sustainable Development Goals (SDG) in the National Development Plan 2018-2022 (NDP), in the context of Angola’s graduation from LDC status and to identify the accelerator’s.

It is in this context, that the GoA and the UNCT are in the process of development the next Partnership Framework, which should be signed by the end of 2018. This UNPAF will benefit from the analyses and national and sectoral planning tools in place and reflect more strategically the UN system’s positioning and added value in rapidly changing political, economic and social context. The UNPAF will outline the UN contribution to the country’s development effort over the period 2020-2022. The development of the UNPAF will be informed by the Common Country Assessment (CCA), an analytical document that takes stock of the development context in which the UNPAF will have to operate. The new UNPAF will also be aligned with the on-going UN Reform and adoption of DaO approach to the UNCT in Angola, which was requested by the GoA in the beginning of 2018.

A Roadmap of the development process for the UNPAF was elaborated. This roadmap guides the government and the UNCT on the process of drafting the new UNPAF and outlines the milestones of the exercise. A consultant will be recruited to assist the UN and the GoA to draft the UNPAF document.

2. Purpose and Objectives of the consultancy

The purpose of the assignment is to support the development and drafting of the UNPAF document through assisting the Strategic Prioritization Workshop, drafting of elements of the document, harmonizing inputs to the document, and producing the UNPAF document.

The development and drafting of the UNPAF will be guided by the latest standards, good practices and approaches defined in the UNDG guidance (United Nations Development Assistance Framework Guidance: https://undg.org/document/2017-undaf-guidance/). It will also take into consideration the current UN reform and Delivering as One (DaO) approach.




Duties and Responsibilities

Within the above framework, the consultant is expected to carry out the following specific tasks:

1. Desk-Review

The consultant will review all relevant documents including but not limited to the current UNPAF 2015-19, the CPAPs, the CCA, the UNPAF Evaluation, the UNDAF guidelines, the UNPAF Bi-Annual Report 2015-16, the government strategic documents, such as the PND 2018-22 and any other relevant plans or documents, including sectoral ones. Through the desk review the consultant will identify the local / national / regional priorities/ possible geographic focus and gaps in policies and legal frameworks and capacities of state and non-state institutions to be included into the UNPAF document. In close consultation and liaison with the RCO, PMG and UN working groups, the consultant will support the identification of the comparative advantages, key development priorities and opportunities for UN agencies’ normative and programmatic intervention in the country and consequently produce a preliminary a) UNPAF structure and results matrix; and b) a theory of change that explains how the expected results will be achieved. This activity and product should include the finance, coordination and management, and M&E UNPAF components.

2. Facilitating of Strategic Prioritization Retreat

In close coordination with the R-UNDG Team, the consultant will facilitate this workshop. The workshop will be the opportunity for the UNCT to jointly discuss, analyze and agree on the first draft outline structure of the UNPAF, the proposed UNPAF, theory of change, results matrix, finance scheme, coordination and management arrangements and M&E provisions. The workshop will include governmental and non-governmental partners.

3. Draft the UNPAF 2020-2022

The consultant will draft the UNPAF document before and following the Strategic Prioritization Retreat (SPR) based on the received comments and suggestions. This activity should include the identification of UNPAF financing and cost efficiencies. The elaboration of the UNPAF 2020-2022 will take into consideration the Quality Criteria for UNDAFs. (Annex 1 of the mentioned guidance, pages 33 - 36).

Management arrangements

Under the direct guidance of RC and the Chair of the Programme Management Group (PMG), with the support of the UN RC Office and in close coordination with the members of the PMG, the consultant will be responsible to write the UNPAF.

Occasionally, the consultant will be requested to attend meetings organized by the RCO or the UNCT pertaining to the focus of the assignment. In whatever circumstance, the RCO will arrange and facilitate the appointments of the Consultant.

Dates of mission will be determined after contract signing.

All travel expenses should be included in total contract amount.

Deliverables

The consultant is expected to produce the following deliverables, according to the following plan:

1. First draft UNPAF Document, as per the UNDAF Guidance documents and its respective templates. The UNDAF document will include: Narrative section; Coordination and management; Integrated Results Matrix; M&E Framework; Joint Programs Plans, Financing Strategy/Common Budgetary Framework; Business Operating Strategy (BOS) milestones and a Communication Plan. 2. Facilitation of the Strategic Retreat. PROPOSED DAYS: 5

3. Second draft UNPAF document, based on inputs received from the UN & the government. PROPOSED DAYS: 7

4. Final draft of the UNPAF document. PROPOSED DAYS: 7

5. Presentation materials for the validation of the UNPAF. PROPOSED DAYS 1

The deliverables will be drafted in Portuguese.




Competencies

Required Skills and Experience

Education:

· Advanced degree in economics, social sciences, development economics, development studies, public administration or related field.

Experience:

· A least 10 years relevant experience with international organizations in development, of which 5 years with the UN.

· Previous engagement in facilitating and drafting UNDAF documents and Strategic documents for the UN.

· Previous experience at regional or country level, on issues related to UNDAF design, country programme documents, implementation and follow up.

· Experience in elaboration of reports and technical documentation relative to SDGs and UNDAF themes.

· Knowledge about the UN system, including the UN reform and DaO processes, on rights-based approach, gender, environmental sustainability and capacity assessment an advantage.

· Relevant working experience in Sub-Saharan countries, with emphasis in PALOP counties is considered an added value.

· Experience in coordination of processes and training is an added value.

Languages:

· Fluency in oral and written Portuguese. Working knowledge of English.

Criteria for selection process:

Duration of the Work
