Background and Justification



In 2015 the Ministry of Health Environmental Health Department (EHD) conducted a WASH Bottleneck Analysis focusing on their Sanitation and Hygiene Program. The Analysis considered the enabling factors and bottlenecks at national, subnational, service provider and community levels. The analysis at national level showed that there was no clear strategic direction for the sanitation and hygiene program. The analysis report recommended that the Ministry of Health, EHD lead the formulation of a Sanitation and Hygiene Strategy to guide the Sanitation and Hygiene program. At community level the report recommended that the community needs to take an active role in increasing sanitation through community led initiatives.

As part of the country enabling environment the WASH sector in 2017 developed a National Sanitation and Hygiene Policy and regulatory Frame Work which is currently awaiting cabinet approval. The WASH Sector also has in place a Sector Development Plan 2018-2022. The national sanitation coverage is on the decline estimated at 54%. With all current sector efforts, the population practicing open defecation is at 11%, with 47% of the country’s population using unimproved sanitation facilities and 67% of household with soap or other cleansing agent anywhere in the dwelling. The WASH sector trends within the 2015 JMP estimates indicate that Swaziland will not meet the SDG 6 targets for Water, Sanitation and Hygiene.

The WASH sector developed a draft sanitation and hygiene strategy however, the process was halted having realized the need to have the policy in place prior the strategy development. Now that the policy has been finalized, the strategy finalization process is being triggered. UNICEF in collaboration with the Ministry of Health – EDH and WASH sector is therefore seeking services of an individual consultant to finalize the National Sanitation and Hygiene Strategy and Action Plan and harmonize it with the new policy.

The consultant will be expected to also support the sector to develop a national ODF Protocol. The protocol will guide the sector on how communities are declared open defecation free.


Scope of Work


The consultant with support from the Ministry of Health –EHD and multi stakeholder technical working group will be tasked to lead the process of finalising the National sanitation and hygiene strategy and develop national open defecation free protocol. Both documents will be conducted simultaneously with stakeholder consultation under the guidance of the Technical Working group (TWG).

This assignment is for 29 working days of which the consultant will be home-based for 7 days at the inception of this assignment ahead of one official in-country missions. The mission will last for 22 days and will be for consultation purposes with the multi stakeholder technical working group. The consultant will be expected to then work on finalizing both documents and submit drafts for review by the TWG. The TWG will issue the consultant with key comments that will need to be addressed.

The consultant will facilitate validation and finalization of the Sanitation and Hygiene strategy and action plan as well as validation of ODF Protocol and Training on ODF certification. Any review of the time frame would be discussed after the site reconnaissance has been carried out, with the Chief YCSD, UNICEF Eswatini.



The consultant tasks will include but not limited to:

Strategy - the restructuring of the draft document to align to standard document protocols for strategies and global commitments including SDGs. The consultant will facilitate a Webinar discussions with the TWG on the draft strategy to reach consensus on strategy revision needs; Identification of data and Information gaps to be provided by the TWG and incorporation of the evidence to strengthen strategy scope. The technical expert will then finalize the Sanitation and Hygiene strategy that incorporates all technical and policy related issues to Sanitation and Hygiene and resend the document for validation at a WASH TWG. Finally, the expert will facilitate the incorporation of the stakeholder’s comments, finalize and submit camera ready electronic and hard copy Sanitation and hygiene strategy document.

Protocol – Undertake document review and facilitate an inception meeting. The Drafting of the Protocol through consultation with key informants, regional consultations with stakeholders and communities. Facilitate validation of the protocol and lead the field test and training on certification process. Prepare Final Protocol and facilitate national dissemination workshop.
