Tender Details

Tenders are invited for Consultancy: "Development of an Inter-Institutional Protocol for the Approach, Psychosocial Care, Referral, Counter-Referral and Monitoring of Girls, Boys and Adolescents Victims of Sexual Violence and Gender-Based Violence.".

Background

The child population in El Salvador is made up of 2.1 million people under the age of 18 and represents 32.5% of the total population, according to data from the Directorate General of Statistics and Census (DIGESTYC) [1].

The country is also recognized for its high rates of violence. Recent figures show that the incidence of violence against girls, boys, adolescents and young people has increased substantially in the last decade. In 2016, according to statistics from the Institute of Legal Medicine, 91% of homicides committed against children and adolescents is concentrated in the group of people between 15 and 19 years of age, and of these, 92% of cases are of the male sex In the case of girls, violence manifests itself to a large extent through sexual assault; between 2016 and 2017. There were 6, 313 complaints of sexual crimes against girls, boys and adolescents, according to data from the Attorney General's Office, a figure that corresponds to 67.

The violence experienced by children and adolescents is accentuated in the closest spaces and that should be more protective, such as the family, the school and the community. According to the 2014 Multiple Clusters Indicator Survey (MICS), 52% of girls, boys and adolescents were subjected to psychological aggression or physical punishment during the month prior to the survey.

In recent years there have also been increased cases of school dropouts, one of the main causes being violence in schools and the existence of gangs in schools. According to information from the Ministry of Education, for 2016 school dropout associated with delinquency (reported cause: delinquency, victim of forced displacement, and victim of gangs) amounted to 9, 393 cases. Dropping out of school increases the risk that children and adolescents out of school and adolescents who do not study or work are recruited as collaborators of criminal groups in activities such as lookouts, informants, extortion product collectors, or distribution of drugs, among others.

In addition to the above, the number of children and adolescents who migrate unaccompanied has increased, a situation that exposes them to more and more risks and to the violation of their rights. In 2016, according to information from the General Directorate of Migration and Immigration and the International Organization of Migration (DGME and OIM), a total of 8, 951 girls and boys returned from Mexico and the United States, representing an increase of 23% cases compared to the figure of 2015.

In order to face this situation, UNICEF develops actions to strengthen the institutions of the National System for the Integral Protection of Children and Adolescents, such as the National Institute for Children and Adolescents (ISNA), which is the institution in charge of coordinating, develop and implement protection programs for children. In this regard, it has been identified the need for ISNA staff to have instruments, especially oriented towards social work and psychology professionals, that allow them to specialize the attention they provide to children and adolescents in vulnerable situations, with emphasis in those who have been victims of sexual violence and for reasons of gender.

Justification

The Cooperation Program between the Government of the Republic of El Salvador and UNICEF 2016-2020 establishes as one of its results that national authorities have the capacity to implement specialized and strengthened programs for the care and restitution of child victims. of violence. For this, it is essential to have institutions and people with a high level of specialization to care for and protect the rights of children and adolescents.

In order to obtain the expected results, it is necessary to hire a consultancy for the elaboration of an inter-institutional psychosocial care protocol that guides the approach to the professionals of the institutions that make up the National System for the Protection of Children and Adolescents, both social workers, as psychologists and other specialties that contribute to improve the attention, referral, counter-referral and monitoring of children and adolescents in vulnerable situations with emphasis on victims of sexual violence and gender-based violence. This elaboration will be defined based on a review of institutional documents, national and international regulations for children and adolescents.
