Tenders are invited for Consultancy to Develop a Cost Recovery Strategy on Antimalarials for the Republic of Congo.

Scope of Work for the Recruitment of an international consultant to set up a monitoring system for the cost recovery strategy for antimalarials (Budget line 63)

Background

The Republic of Congo received an extension of funding from the Global Fund to Fight AIDS, Tuberculosis and Malaria for the fight against malaria with a support component, covering the period 2021 to 2023 (NFM3).

In the Congo, anti-malaria drugs are free for children under 15 and pregnant women, but payable for adults. However, Global Fund policy states that drugs financed by this donor must be free, otherwise the country will have to define a cost recovery strategy.

As part of the implementation of the activities of this grant, it is planned to recruit an international consultant who will put in place a cost recovery strategy for antimalarials. This consultancy will be for a total duration of 30 days and will focus in particular on the analysis of the situation, the development of a system for monitoring the products and revenues generated from their sales, as well as the establishment of a pricing policy.

It is in this context that this Scope of Work has been developed to start the Consultant hiring process.

Primary Objective

Establish a cost recovery strategy for antimalarials in the Republic of Congo.

Specific Objectives

A reporting system is set up to report on malaria control products sold to adult patients who do not benefit from the free antimalarial care policy in the Republic of Congo.

A cost recovery strategy with a method defined, developed, disseminated and approved by stakeholders is in place. This should allow to monitor how income generated by malaria control products purchased with the Global Fund grant funds is reinvested in the host country's health system in order to improve malaria care.

Develop a country specific pricing policy for antimalarial products purchased with subsidy funds, which may include a maximum and minimum official price for the retail sale of antimalarial products in health facilities.

Methodology

The methodology will be defined in detail by the consultant, but CRS expects the consultant to proceed in particular through interactive and operational research and approaches to achieve the objectives, including:

• Analysis of the situation through exchanges with stakeholders and decision-makers, as well as data (DHIS2, Health Facilities) and documentary reviews.

• Working sessions for Coordination with CRS, NMEP and other relevant stakeholders.

• Development of operational documents to guide implementation on the ground

• Working sessions for Assistance to the Ministry of Health, in the Development and drafting of administrative documents in order to formalize the directives and decisions at the level of the health system.

• Remote work to start up the consultancy is encouraged.

Deliverables

• 15 days after the start of the contract: A PowerPoint presentation of the analysis of the situation with the general recommendations on the system to be set up and the pricing policy

• 23 days after the start of the contract: PowerPoint presentation of the main consensuses defined with the Ministry of Health, NMEP and CRS on the system and the pricing policy to be put in place. • 30 days after the start of the contract: Operational documents developed on o The reporting system making it possible to report anti-malaria products sold to patients who do not benefit from the free antimalarial care policy in Congo o The strategy of cost recovery in health structures: Develop a method to monitor how the income generated by malaria control products purchased with The Global Fund grant funds are reinvested in the health system of the host country with a view to improve the management of malaria. o Country pricing policy for antimalarial products purchased with subsidy funds, which may include a maximum and minimum official retail price for antimalarial products in health facilities. • 30 days after the start of the contract: Administrative documents proposed to the Ministry of Health, to formalize the decisions and directives to be given at the level of the health system. This will be in a format that will be recommended by the Ministry of Health (examples: Service Notes, or Decrees, or Memos, etc.)

Place of Performance

Brazzaville, Republic of Congo with travels to other main cities about 30 %

Qualifications

Master-s degree in health economics or equivalent

Solid experience in the management of supply chain in health systems

Expertise in the development and management of cost recovery policies in sub-Saharan African contexts

Experience in donors and international requirements in health products management

Experience in the management of malaria products desirable

Experience with the Global Fund Health Programs
