BACKGROUND

The Government of the Dominican Republic (GdRD) has established early childhood investment as one of its main priorities. As part of these efforts, INAIPI was created in 2014 through the provisions of Decrees 102-13 and 461-14, supplemented by Decree 498-14, which declared 2015 as the "Year of Comprehensive Early Childhood Care" ", being established as a functionally and territorially decentralized organ, attached to the Ministry of Education of the Dominican Republic. (See Annex No.1 Current organizational structure).

INAIPI is the result of the effective implementation of the National Plan of Protection and Comprehensive Care for Early Childhood "Quisqueya Empieza Contigo", which is managed by the General Directorate of Special Programs of the Presidency (DIGEPEP), an entity attached to the Ministry of the Presidency. Within the framework of this Plan, the Presidency of the Republic established a set of targets for coverage of early childhood care, both for the implementation of service units, as well as the strengthening of parental skills of families and training of human resources: INAIPI was given the mission of managing the activities corresponding to the achievement of these goals.

At present, INAIPI is consolidating its Service Model and the expansion of services. The Model is a series of transversal contents that define what Integral Attention is, these contents are grouped into 6 components; Initial Education, Health and Nutrition, Birth Registration, Family and Community Participation, Protection against abuse and violence and Early Detection and Attention to SEN and Disability, these are implemented in Comprehensive Care Centers for the First Infancy (CAIPI) and the Family and Community Based Program (PBFC).

Within the PBFC has continued with the installation and opening of new centers, which has involved the enabling of spaces, training of human resources, inter-institutional relationship and participation / empowerment of families and communities.

Based on the foregoing, products (Posters, brochures, games) of communication have been designed for the education / orientation of families and community members in early stimulation, hygiene and positive and favorable upbringing for child development, in order that the services offered by the INAIPI service model are of quality and sustainable.

JUSTIFICATION

Communication for Development (C4D) as a model seeks to promote behavioral changes in the target population towards practices that are to be achieved. In the Family and Community Based Program of the INAIPI, it is sought to promote in the families patterns of crianzas favorable to the survival and early childhood development of children under 5 years of age.

Faced with the national reality, it is necessary to implement methods and tools that strengthen and mobilize changes in the practices of parenting in homes. With this purpose, INAIPI, with the support of UNICEF, has developed a series of communication materials for development on:

· Parenting guidelines

· Hygiene

· Early stimulation

The series of materials contains posters, game cards and brochures.

In this sense, in order to develop the capacity of the INAIPI staff that offers the services, it is necessary to hire an expert with experience in communication for development.

OBJECTIVES AND REACH

Design the training methodology for the implementation of workshops using communication materials for the development of guidelines for parenting, hygiene and early stimulation, for the promotion in homes, practices favorable to early childhood development in home visits of INAIPI.

The scope of the work of this contract will include, but is not limited to, the following activities:

· Review the materials designed to produce a design appropriate to the needs and training requirements required by INAIPI for efficient and effective use of the materials designed by the agents working with the families receiving the services of INAIPI .

· Design and implement the training methodology for the implementation of communication materials for the development of workshops and for the home visits of INAIPI.

· Design and implement pre (prior knowledge) and post (acquired knowledge) tests in a sample of beneficiary families of the materials implementation, which allows to identify effects of the application of the materials in the 3 prioritized INAIPI service networks.

· Facilitate 3 workshops of 2 days in the prioritized networks.

Week 1 of the consultancy

Output 2 : Document with the methodology for training communication materials for development, an explanatory document of the training process that includes content, methodology, training tools, and a two-day training agenda agreed upon with the INAIPI technical team .

· Meetings with INAIPI staff to discuss the contents, methodology and tools for training in the use of communication materials and data collection.

Week 1 of the consultancy

Output 3 : Instruments for the collection of pre and post data of families.

· Review key messages of communication materials.

· Identify items for the data collection instruments. These items must be agreed with the UNICEF Dominican Republic education team.

· Review meeting with the INAIPI technical team.

Week 2 of the consultancy. Report of

Pre-sample test in the 3 prioritized networks.

Output 4 : Facilitation of 3 2-day workshops for 150 employees, 16 hours of training in Boca Chica, Jimaní) and in San Juan.

· Selection of the sample to apply the data collection instruments.

· Coordination of the application of the instruments to the sample selected before the implementation of the materials.

· Systematization of the data collected by the agents.

· Facilitation of training. Groups of 2 days each. Each group 40 people.

Week 4 of the consultancy

Output 5 : Final report, consultancy and delivery of the final document with adjustments after the training of the communication materials for development training methodology.

· Meeting of review and discussion of the Post test report.

Week 5 of the consultancy

DURATION

5 weeks from the signing of the contract.

OFFICIAL TRAVEL INVOLVED

Travel and accommodation costs must be included in the financial proposal submitted at the time of application. Outside of the contract, UNICEF will not cover any other expenses.

WAY TO PAY

The cost of this consultancy will be paid against the presentation of the products according to the following scheme:

· A first payment, of 30% of the total, against products 1 and 2

· A second payment, of 30% of the total, against the product 3

· A third and final payment, equivalent to 40% of the total amount, products 4 and 5.

INDICATORS OF PERFORMANCE

The performance of the work will be evaluated based on the following indicators:

· Compliance with the times stipulated by UNICEF.

· Quality of work (accuracy, understanding and demonstration of high standards of work with UNICEF and the partners involved).

UNICEF reserves the right to cancel the contract and / or retain all or a portion of the payment if the policies and regulations on confidentiality, ethics and processes of UNICEF and its partners are not obeyed, performance is unsatisfactory or work / deliverables are incomplete., are not delivered or delivered past the established deadlines.

SUPERVISION OF THE CONTRACT

- Supervisor of the contract, the UNICEF Education Officer.

-Responsible technician will be the Head of the Multidisciplinary Department of INAIPI.

- UNICEF C4D Expert will be available to advise the use of the developed materials.

OTHER CONDITIONS

The document derived from the results of this consultancy will be the intellectual property of the National Institute of Integral Early Childhood Care (INAIPI) of the Dominican Republic. All information regarding the work will be subject to the judgment of the parties involved and will only be subject to disclosure when necessary.

Academic training:

Knowledge

SELECTION PROCESS
