For years, there were discussions on introduction of mandatory health insurance system in Azerbaijan. Development of legislative basis for that started from 1997 by endorsement of Law on medical insurance. In 2007 the State Agency on Mandatory Health Insurance (SAMHI) was established under the Cabinet of Ministers, but it was not operating untill the end of 2015. In 2008, Concept on reforms of health financing system and implementation of mandatory health insurance in Azerbaijan was approved by the President. The next step was approval of the Plan of Actions on preparation for introduction of mandatory health insurance (MHI) for 2008-2012, but by the end of that period there were no significant outcomes to report and all discussions on insurance gradually subsided. Revitalization of country-s activities on introduction of mandatory health insurance started in October 2015. From that moment SAMHI has been actively working on development of insurance benefit package, legislative framework, information systems to support management of MHI, etc. In 2017, the first pilot started from two locations - one big city (Mingechevir) and one big rural district (Yevlakh) surrounding Mingechevir. In 2018, one more district was added to the pilot. According to Presidential Decree scale-up of mandatory health insurance will start from 2020, for this purpose the revision of piloted benefit package and costing of all services included in package is necessary. Moreover, this work needs to be finalized by April 2019 and submitted to the Cabinet of Ministers.

According to the Memorandum of Understanding between UNICEF Azerbaijan and SAMHI, UNICEF CO will support the latter on revision of the benefit package and provision of recommendations related to maternal and child health services and in providing international expertise on costing of these services.

This ToR outlines the purpose of assignment, major tasks to be accomplished and required qualifications of candidates.

How can you make a difference?

Under the supervision of the UNICEF Azerbaijan Office and in consultation with relevant government entities, the consultant is expected to provide professional technical expertise on revision of the benefit package through maternal and child health lens and provision of recommendations on package, costing of maternal and child health services included in the benefit package and building internal capacity of SAMHI on costing tools that can be further applied for costing of other services.

Major tasks to be accomplished:

· Revision of the insurance benefit package and provision of recommendations related to maternal and child health services at all levels of care (out-patient and in-patient)

In consultation with UNICEF CO consultant is required to conduct a desk-review of the benefit package and provide recommendations on maternal and child health services that need to be included, based on best practices and evidence-based global recommendations

· Costing of maternal and child health services included in benefit package

Costing of all specific maternal and child health interventions should be done using appropriate tools and techniques. All necessary information for costing will be provided by SAMHI.

· Strengthening SAMHI internal capacity on costing process and tools

SAMHI relevant staff will be involved in the costing process so that they can learn from practice. Also, 1-2-day workshop will be organized for wider audience in SAMHI to provide knowledge and skills on principles and tools for costing of health services.

To qualify as an advocate for every child you will have…

Education:

· A university degree in one of the following fields is required: public health, economics, finance, health economics, health financing or another relevant technical field.

Experience:

§ Professional/technical knowledge and minimum 5 years of experience in costing of health services in different contexts (countries and systems). Background or previous experience in health insurance systems, development of benefit packages, maternal and child health services with UN and international organizations would be an asset;

§ Professional/technical knowledge/expertise in team management, coaching & training

§ Proven experience in writing donor reports or other relevant reports with similar scope either for the governments or international organizations;

§ Ability to work in a team with tight deadlines;

§ Ability to work and communicate with government officials, familiarity with government work processes, mandates and agenda;

§ Familiarity with UNICEF-s mission and mandate;

§ Excellent written and oral communications skills in English; Knowledge of Russian language is an asset

Supervision and working environment:

The consultant/institution will be directly supervised by the Health and Nutrition Officer. The consultant will work in close collaboration with other UNICEF programme staff and SAMHI.

Administrative and travel arrangements:

§ The consultant is expected to bring his/her own computer and will be provided with work space in UNICEF CO and SAMHI (when needed)

§ The consultant will be provided with interpreter (consecutive) throughout the in-country visit; simultaneous translation can be provided for workshop

§ The consultant is expected to travel to the country. For that he/she is expected to arrange his/her own visa; note verbal for the visa will be provided by UNICEF CO. International tickets will be arranged by UNICEF CO

§ DSA will be provided for all the days of in-country visit, terminals for travel cost to and from the airport will be also covered.

Mandatory training:

All consultants regardless of contract duration must complete the applicable mandatory training. The link to these online training will be provided during the selection process for the successful candidates.
