A. Background and Rationale

Deepening Social Accountability project (SAcc) is designed to facilitate the constructive engagement between Civil Society Organizations (CSOs) and government. It-s a 4-year project funded by European Union. Social Accountability hinges on the principle that administrations are accountable to the people they govern; it implies that those govern have an obligation to inform the people they serve about what they are doing and deliver core public services accountability. Communities, equally, have a right to those services, to know what is going on to participate in the decisions affecting their lives. Central to this are the concepts of active communities and responsive duty bearers. The project is being implemented by 3 partner organisations; Oxfam, Spectrum and Scholar Institute. SAcc is implementing in Kachin, Kayin, Rakhine and Ayeyarwaddy. Oxfam is leading in Kachin and Ayeyarwaddy while Spectrum is implementing the project in Kayin and Scholar Institute is leading in Rakhine.

B. Purpose

Best practices on public hearings and budget monitoring documented and disseminated. Public hearings and budget monitoring. Best practices will be documented and disseminated, and useful case studies can be included in the revisions of the Training Manual and materials. Project documentation will concisely capture and share critical project concepts, plans and information; and process documentation, focusing on what makes possible or hampers meaningful participation of women and young people. All project documentation will be integrated into project progress reviews and on-going project planning.

C. Objectives

This consultancy will provide communications support to assist the SACC program to formulate and disseminate more and better information. Under the guidance of the program director and working with the Communications Officer (CO), the Communications consultant will provide support to help CO to develop SACC communications strategy, and communication products to promote SACC work.

D. Expected Output

The Communications Expert shall undertake and deliver the following:

Conceptualize, design and develop IEC materials on SACC with appropriate and relevant messages tailored for key stakeholders using various formats as appropriate such as text, graphics, imageries, infographics, video, printed materials, etc.
Specify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.
Design a standard publication layout for the Programme for use in future publications.
Develop Social Accountability tools
Perform any other tasks as asked by senior management/supervisor

F. Education and Experience:

Education:

Bachelor Degree in journalism, communications or another field.
Experience:

10 years of work experience in the field of media relations, journalism or/and communication;
Experience working at NGO/INGO and/or in the field of development
Outstanding communication, networking and negotiation skills;
Excellent computer skills and experience in preparing and maintaining communication materials;
Demonstrated ability to work with minimum supervision, be dynamic, proactive and creative;
Understanding of key human development issues;
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
Builds strong relationships with internal and external actors; Demonstrates openness to change and ability to manage complexities;
