The Government of Sierra Leone has been implementing multiple strategies to alleviate poverty and improve the social protection aspect and wellbeing of the population despite significant challenges it has faced, such as the outbreak of Ebola Virus Disease (EVD) in May 2014 and twin disasters of mudslides and flash floods in August 2017 which affects hundreds of families including children.

The literature on child poverty has increased considerably, in recent years, since the publication of “Poverty Reduction Begins with Children” (UNICEF, 2000). Since then, many methodological advances have taken place (Gordon et al, 2003, Minujin and Nandy, 2012). The definition of child poverty determines how it is handled. Children suffer poverty differently from adults and therefore have different causes and effect which determines the development of a child as well as life chance course (UNICEF 2011). Analyzing income alone misses out other deprivations which affect children. Children with no access to basic facilities and services are not only poor now, but also, they are likely to be poor when they become adults. Childhood poverty is defined by deprivation experienced by children and adolescents in specific rights (such as education, health, nutrition, etc.). Child poverty is often also correlated with high mortality, lack of social protection and other forms of deprivation and rights violations.

Globally, evidence-based programming has been accepted as the best strategy to meet the needs of the targeted beneficiaries in this case children. Generating adequate data and evidence at the national level is important to ensure routine measurement of multidimensional child poverty in Sierra Leone. Using multidimensional child poverty to rethink policies is also very vital in ensuring equity. To do this, it is imperative that national stakeholders are better equipped to measure multi-dimensional child poverty as well as to accurately analyze child poverty trends to inform development policies.

It’s against this background that UNICEF is supporting the Ministry of Planning and Economic Development and Statistic Sierra to organize a training and a policy discussion on multidimensional child poverty within the SDGs context in Sierra Leone for targeted Government officials as well as academia, the media, and CSOs.

How can you make difference?

Under the direct supervision of the Chief SPPM&E the selected consultant will be responsible for the main objectives of this training as follows:

• Build national capacities to understand, estimate and use Child Poverty in Sierra Leone;

• Understand the data need and statistical tool needed to consistently estimate child poverty trends in Sierra Leone;

• Update the 2016 child poverty figures in Sierra Leone;

• Develop Multidimensional child poverty estimates with the recommended policies and programmes to reduce child poverty in Sierra Leone using MICS 6 data

To achieve these objectives, a conceptual and practical training will be organized on Child Poverty concepts and estimates. The technical training will lead to a measurement of multidimensional child poverty based on the methodology used in the 2016 estimates. An infographic with recommendations for the GoSL to invest to reduce child poverty in Sierra Leone. A policy discussion will be organized on the use of Multidimensional child poverty to inform policies and programmes to achieve the SDGs.

The consultant will assist UNICEF in partnership with the Statistics Sierra Leone and the ministry of Planning and Economic Development organize a 5-day workshop to expose participants to the theory of multi-dimensional child poverty, principles and approaches. The 2016 report will be presented to show the participants the current levels of child poverty in Sierra Leone. This workshop will lead to a definition of the dimensions, indicators, and thresholds to measure Multidimensional Child Poverty using the latest data available (MICS 6).

At the end of the training participants are expected to:

• understand the implications of measuring Child Poverty for a better understanding of children deprivations;

• differentiate between the concepts and approaches to poverty and their implications for policy decisions;

• choose the most suitable context-specific approach to measuring child poverty for SDGs monitoring, and to inform policies in Sierra Leone.

• estimate child poverty indicators using the 6th Multiple Indicators Cluster Survey data.

The course will combine formal presentations and participatory approaches, covering concepts and existing methodological frameworks, as well as practical sessions (using Stata and SPSS) where participants will use the MICS 6 data to calculate and analyze child poverty indicators for Sierra Leone. The course includes pre-training work that will allow participants to train on the use of Stata and be familiar with the MICS 6 data.

To qualify as an advocate for every child you will have…

Advanced university degree in social sciences, statistics, planning development, planning.

Five years of relevant professional work experience. Developing country work experience or field work experience

Professional work experience in programme development and implementation including monitoring and evaluation activities

At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Language Proficiency Fluency in English and another UN language. Fluency in the national language of the duty station is an asset.

Professional technical knowledge/expertise in demography, statistics, and data management.

Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.

Conditions of work

The duty station is Freetown and the consultant will not be expected to travel to the field. UNICEF will provide office space and internet facility. The consultant needs to provide their own laptop and other necessary equipment. UNICEF will also bear all the cost involved around transportation to and from meetings
