Consultancy to assess employment opportunities for persons with disabilities in Kenya and Bangladesh, taking into account national data collection methods and social protection schemes

Purpose:
Leonard Cheshire (LC) seeks a consultant to review the situation of employment opportunities of persons with disabilities in Kenya and Bangladesh, including assessing data collection and analysis methods and processes as well as social protections schemes in both countries.
The consultancy is commissioned to support an LC led consortium develop an evidence-based programme model to ensure persons with disabilities are increasingly included in formal sector employment. Supported by a local consultant in each of the two countries, the consultant will work closely with a range of LC employees and consortium partners, including the International Labour Organization (ILO) to ensure the study and the findings are linked with other research being conducted to develop the overall programme design.

Context:
Innovating pathways for employment inclusion (IPEI) is a new programme funded by the Department for International Department (DFID) to ensure people with disabilities are engaged in waged employment, particularly in the private sector. IPEI is a 44-month programme (including an 8-month co-creation period) focused on Kenya and Bangladesh. The deliverables from this consultancy will inform the co-creation outputs and design of the implementation phase.
The LC led consortium brings together a diverse and complimentary group of northern and southern actors: CBM, Plan International UK (Plan), Action Network for the Disabled Kenya (ANDY), International Labour Organisation (ILO) and Bangladesh Business and Disability Network (BBDN), London School of Hygiene and Tropical Medicine (LSHTM). The implementing partners will be advised by international experts from Accenture, World Bank, The Nippon Foundation and Benetech.
Deliverables:

1. Assessment of capacities and needs of relevant ministries and other national actors such as national statistics offices around disability-inclusive employment, and labour force statistics;

2. Assess the capacity and needs of the Bangladesh Business and Disability Network and recommend strategies to strengthen their capacities to promote the employment of persons with disabilities in the private sector;

3. Explore the capacities and needs of private sector actors in Kenya with regard to launching and sustaining a national business and disability network;

4. Assessment of existing data and the mechanisms for its collection and analysis in Kenya and Bangladesh in the area of disability and employment, including social protection schemes, with a view to strengthen national disaggregated data across countries;

5. Assessment of Disabled Persons- Organisations capacity and real engagement in labour rights as well as national data collection and analysis mechanisms; review of their current and future advocacy strategies around employment as well as data and accountability mechanisms in the two countries.

6. Analysis and presentation of both countries- future plans within the coming 3 year in relation to promoting the employment of persons with disabilities, including through national data collection processes relevant to disability census, labour force surveys, Demographic and Health Surveys etc.

7. Input to the national programme development workshops in Kenya and Bangladesh;

8. Presentation of work at workshop to be held in UK in the first trimester of 2019.

Your skills and experience:
Leonard Cheshire is looking for a consultant with proven experience in working on the employment of persons with disabilities in developing countries, ideally in Kenya and/or Bangladesh. The successful candidate will have prior experience of working with employers- initiatives on disability issues, particularly national business and disability networks, as well as policy analysis and engaging with Disabled Persons Organisations. Furthermore, the consultant will have a good understanding of international labour standards and of mainstreaming of disability rights in employment policies and programmes as well as of national frameworks for demographic data collection mechanisms.

Timeline:
We would like to appoint a consultant with programme of work starting by 1st November 2018, with completion around 31st January 2019. LC estimates this programme of work will take around 35 days to complete including international travel.

Contract:
Contractual obligations will be defined through a standard consultancy agreement, outlining deliverables, timelines, payments, and stating that the intellectual property will belong to Leonard Cheshire.
