Background & Rationale

Every year, over 1 billion children experience violence.

Violence in childhood undermines all other investments in children; in their health, education and development, often with negative lifelong consequences and intergenerational impact.

Recognizing the devastating impacts of violence against children, in 2015 world leaders committed to end all forms of violence, abuse and neglect by 2030, as part of the Sustainable Development Goals. In July 2016, the UN Secretary-General launched the Global Partnership to End Violence Against Children and an associated Fund.

The Partnership includes governments, UN agencies, international organizations, civil society, faith groups, the private sector, philanthropic foundations, research practitioners, academics and children themselves - uniting their voices, actions and resources in a unique public-private collaboration focused solely on ending violence against all children.

In its first three years, the Partnership has enrolled 26 governments as `Pathfinder` countries; grown its membership to over 320 organizations; helped develop and promote the INSPIRE solutions to end violence; awarded $37 million in grants to tackle violence against children online and in humanitarian situations; and galvanized those working to end violence through an inaugural End Violence Solutions Summit.

Building on this initial progress, the Partnership Secretariat is evolving its strategy, operational approach and business model, to better support the collective impact of the Partnership and lay the foundations for systemic change at scale.

Heading into the scale-up phase, the Secretariat will: raise awareness and grow demand for change; make a compelling investment case and mobilize new resources for everyone working to end violence against children; and get the solutions, expertise and resources to all those working to end violence.


Purpose

The End Violence Fund is seeking a consultant with technical expertise in the area of online child exploitation and abuse (CSEA) with a particular focus on building national capacity to prevent and respond to online CSEA, including in relation to law enforcement, reporting mechanisms and multi-stakeholder cooperation. The consultant will serve as a technical specialist to the Fund, Fund grantees and the Partnership. She/he will provide technical advice needed for the development and delivery of the Fund`s investment strategy in relation to online CSEA and alignment of this area of work with the broader programmatic work of the Partnership. She/he will do this by engaging internally and externally with a specialised network and by gathering and disseminating evidence and learning from the field and Fund grantees at individual and portfolio level.


Key tasks and responsibilities:

The consultant will perform the following key tasks in close collaboration with other members of the End Violence Secretariat, notably the Strategy and Innovation Lead and the Fund Technical Specialist Consultant (Grantee partnerships and support), and under the supervision of the Fund Partnerships Specialist, for a period of 11.5 months. The consultant is expected to provide technical expertise on online CSEA for the Fund`s various work deliverables and processes, including, but not limited to:

Technical advice on the investment strategy: Provide technical advice and inputs during all phases of the investment process i.e. conceptualization, design and implementation of public and invitation-only calls, and the assessment of expressions of interest and proposals for funding.
Results, evidence and learning: Lead the review and analysis of work implemented by online CSEA grantees, in order to share outcomes with Partnership colleagues, senior management, governance bodies and relevant external audiences and to support the refinement of the monitoring, evaluation and reporting process.
External engagement: Support and grow the network of key partners for the Fund and Partnership in the field of online CSEA, including practitioners, researchers, businesses, start-ups, mentors and others who will support the work of the Fund and the Fund’s grantees in various regions and help accelerate action and results. Support the coordination of projects from the Fund with other funds/initiatives working on online CSEA, such as the WeProtect Global Alliance (WPGA), to ensure complementarity and optimize the use of available resources.
Technical support for grantees and applicants to the Fund: Under the request of the Fund Partnerships Specialist, provide technical guidance and direct support on online CSEA to grantees in developing quality resources for their programme implementation and reporting, such as providing inputs to their program tools, training materials, consultations, engagement of key stakeholders, etc. ÂSupport provided via emails, Zoom, phone calls, and visits may be considered on a case-by-case basis to leverage specific opportunities.
Internal capacity building and engagement: Develop the knowledge base of colleagues at the Fund and Global Partnership on online CSEA, and provide input as required to the External Relations, Communications and Advocacy, and Country Engagement teams in relation to online CSEA and the work of the grantees. This may include the drafting of briefs and commentaries for internal distribution. Perform other tasks to support the deliverables of the Fund and the Global Partnership, as applicable and requested by the supervisor.

Expected results: (measurable results)

The consultant is expected to deliver the following key results by 14 August 2020:

Effective technical support is provided for implementation of online CSEA funding rounds i.e.investments are well targeted, conceptualized, evidence-based and in line with the latest research and evidence on online CSEA;
All grantee reports are reviewed and analysed to ensure high quality, and feedback is provided systematically and timely;
Fund`s network of key actors on online CSEA grows and there is good coordination with other funds/initiatives working on this issue;
Online grantees` program implementation, monitoring & evaluation, and reporting receive continued and high quality technical inputs and support from the Fund as requested by the supervisor. Travel to provide technical support may be expected if needed;
The Fund and Global Partnership`s deliverables are supported with high quality technical expertise on online CSEA, such as future engagements with the WPGA, Broadband Commission Working Group, and other online CSEA-related organizations/groups. Other colleagues of the Fund and the Secretariat have increased knowledge and awareness on key issues on online CSEA.
MANAGEMENT AND COORDINATION OF ASSIGNMENT

The consultant will be supervised by the Fund Partnerships Specialist and will work closely with other members of the End Violence Secretariat as needed, particularly the Strategy and Innovation Lead and the Fund Technical Specialist consultant (Grantee partnerships and support). The consultant may be home or office-based. Significant travel may be required, in consultation with the supervising unit.


PAYMENT PLAN


Monthly payment, based on monthly tasks and progress reports, approved upon monthly review with supervising unit.

Consultant is responsible for their own health insurance.

Consultant is eligible for standard DSA for all work-related travel.

Consultant is responsible for assuming costs for obtaining visas and travel insurance.


VISA REQUIREMENTS

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant`s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G-4.


REQUIRED QUALIFICATIONS:


Advanced university degree (Master`s degree or equivalent) in social sciences, child rights, or other related disciplines.
A minimum of 5-7 years of progressively responsible experience in programme development, implementation, and research in diverse country context, including developing countries, on issues related to the protection of children from online violence and sexual abuse and exploitation required. Experience working in violence prevention a plus.
Direct working experience with key actors involved in preventing and responding to online exploitation and abuse against children (e.g. law enforcement, ICT Industry, education, civil society, etc.).
A good understanding of the field of online exploitation and abuse and violence prevention, including the work of the Global Partnership, WePROTECT Global Alliance, technology industry, and others, and of the latest research and evidence-base behind effective strategies to end violence against children, particularly online.
Strong written and verbal communication skills, excellent technical communication with peers and non-technical stakeholders.
Comfortable working and negotiating with others to produce the best outcomes.
Ability to work in a diverse, multicultural, and highly-collaborative environment.

PREFERRED QUALIFICATIONS:

Experience working with law enforcement, hotline, helpline, private sector and ICT industry to better protect children online, and a good understanding of the critical role the private sector plays in preventing and eliminating online CSEA.

In-depth knowledge of the WPGA Model National Response; direct experience in implementing the WPGA model in developing countries is highly desirable.
Experience working in international development context, particularly at the field level, highly preferred

LANGUAGES

Fluency in English (both oral and written) is required.

Knowledge of French and/or Spanish is highly desirable and preferred.
