Tenders are invited for Consultancy - Training Action on Disability Policies and Tutoring in the Enterprise as Part of the Project "For Access to Training and Employment for People with Disabilities in Tunisia".

The association's actions in the country are aimed at the structural improvement of living conditions, the integration and the full social participation of vulnerable people including people with disabilities . Currently, the projects supported by Handicap International in collaboration with its institutional and associative partners work to:

o Access to the physical environment and the inclusion of people with disabilities in local development dynamics to facilitate their access to mainstream services;

o Strengthening the quality of specialized services for people with disabilities and linking them to mainstream services, particularly in the areas of health, education, employment and vocational training;

o Strengthening the movement to promote the rights of people with disabilities and support their political participation in the context of the democratization of public space.

In a transversal way, the association works on issues related to advocacy for increased participation of people with disabilities in economic and social development, coordination of actors and the integration of disability in local and national public policies .

· In 2018, 5 projects are implemented in Tunisia:

o Inclusive Education & Inclusive Local Development in Siliana, Bizerte and Kebili, local and regional project (Tunisia, Algeria, Tunisia), 2015-2018)

o Employment and disability: support for the professional integration of people with disabilities in Gabès, Ben Arous, Gafsa and Bizerte (2015-2019)

o Green employment: promoting a sustainable and socially responsible economy for the benefit of vulnerable people in Gabès (2016/2018)

o Socio-professional integration of vulnerable groups in North Kébili (2017/2020)

o Gender equality in local governance since November 2017.

These projects are implemented in partnership with public bodies and civil society.

Handicap International collaborates with the Ministry of Employment, Social Affairs, Education and Women, including the trusteeship structures of these ministries.

Organizations of people with disabilities, associations working in the field of disability, education, employment and human rights, women are HI's other partners.

The projects undertaken by HI are supported by a wide range of donors and partners: European Commission, Expertise France, French Development Agency, DROSOS Foundation, Monegasque Cooperation, ...

1. THE PROJECT TO BE SUPPORTED

"For access to training and employment of people with disabilities in Tunisia"

The project is implemented by Handicap International in partnership with the National Agency for Employment and Independent Work (ANETI) and the Federation of Tunisian Associations working in the field of Handicap (FATH) and co-financed by the European Union. It aims to promote the access of persons with disabilities, in particular young people and women, to a sufficient livelihood and income from the deployment of a pilot scheme for professional integration in Ben Arous governorates., Gabes, Gafsa and Bizerte

More concretely, it aims to contribute to the reinforcement of social and territorial cohesion, at the heart of the stakes of the post-revolutionary period. At the same time, the action should strengthen the capacities of the social partners - trade unions, employers' organizations, civil society organizations - to take collective action at national and local level to promote the professional integration of people with disabilities, enabling them to play. a more active role and to be a driving force on employment issues. 3

At the local level, the project aims to consolidate coordination mechanisms between the different actors of professional integration: public authorities, service providers, associations and companies in order to streamline the efforts and investments of the various stakeholders, while contributing the emergence of more efficient and democratic local governance.

Overall objective : The access of people with disabilities to a livelihood and income sufficient to live in dignity contributes to improving their living conditions and reducing inequalities in Tunisia.

Specific objective : People with disabilities (PSH), especially young people and women, have access to decent employment opportunities in the governorates of Ben Arous, Gabes, Gafsa and Bizerte in Tunisia.

Result 1 : Employment actors coordinate at the local level to identify and refer people with disabilities to employment opportunities in line with their abilities and with the needs of the labor market;

Result 2 : People with disabilities improve their employability and are supported in their job search or in the development of economic activity;

Result 3 : Public, private and specialized enterprises are mobilized and supported to recruit and integrate disabled people;

Result 4 : DPOs influence social partners at national and local level to develop and promote, in a concerted manner, instruments and entrepreneurial practices that are socially responsible for disability.

Target groups

500 jobseekers with disabilities; 100 professional integration services professionals (60 ANETI employment counselors, 27 professional disability association professionals and 13 ATFP trainers); 100 public, private and specialized companies; Social partners (employee unions, employers' organizations); Local and national public authorities (executives of the Ministries of Social Affairs and Vocational Training and Employment).

Final beneficiaries

35, 000 PSW of working age in Ben Arous, Gabès, Gafsa and Bizerte governorates will benefit from vocational integration schemes and job offers adapted to their needs and capacities

Progress of the project from September 1, 2016 to February 28, 2018:

Result 1: Employment actors coordinate at the local level to identify and refer people with disabilities to vocational training and employment opportunities in line with their abilities and with the needs of the labor market

· Better knowledge of local actors of the needs, opportunities and promising sectors for employment of people: Realization and dissemination of labor market studies and practices of service providers in the three governorates of Gafsa, Gabes and Ben Arous

· Awareness mobilization and support of professional integration services to develop approaches, practices and an inclusive environment. 60 insertion services

· coordination systems among actors in employment and employability service providers have set up a coordination group around each office job involves the structures of employment, social affairs and associations disabled people coordinates the support of disabled people looking for work. The Technical Group Employment and Disability (GTEH) was established and has 22 representatives of organizations involved in each governorate includes representatives of umbrella groups and working on improving the tool and support to persons with disabilities to employment system. The Coordination Space Employment and Disability (EHEC) groups with representatives of local authorities, civil society and service providers in each governorate.

· Improvement of tools and methodologies to support PWDs towards employment: A reference manual of support for PW towards employment in Tunisia has been developed in a participatory way with the employment actors. Inter-service liaison sheets are being rolled out and a practical guide on supporting people with disabilities towards employment has been developed by professionals. A mapping of the actors realized at the beginning of the project was published in the form of a directory of the services of the actors in 300 copies, and diffused to the professionals of the governorates of Gafsa, Gabes and Ben Arous.

Result 2: People with disabilities improve their employability and are supported in their job search or in the development of economic activity

· People with disabilities have support services tailored to their needs. 66 employment professionals have been trained on the personalized social support process as part of HI's actions to date. And 21 people with disabilities benefited from training courses adapted to the development of the entrepreneurial spirit between December 2017 and March 2018

· People with disabilities are included in professional life (internship, employment, self-employment, specialized workshops) 368PSH have benefited from internships in private companies from September 1, 2016 to February 28, 2018 and 113 of them have been inserted with CDD contracts. according to the indicators of the ANETI.

· People with disabilities have enhanced professional skills and / or improved employability

· People with disabilities receive financial support to help them find employment

Result 3: Public, private and specialized companies are mobilized and supported to recruit and integrate disabled people.

· Public and private enterprises are identified, sensitized and supported to promote the hiring of disabled workers: 149 companies identified by the employment offices expressed their interest in the project

· Managers and HR managers of companies are trained and supported for the development of "disability policies": Training of 41 company executives

· Public and private enterprises have recruited, integrated and maintained in employment disabled workers: At least 30 companies have rec
