Background

Right To Play is a global organization committed to improving the lives of children and youth affected by conflict, disease and poverty. Established in 2000, Right To Play has pioneered a unique play-based approach to learning and development which focuses on quality education, life skills, health, gender equality, child protection and building peaceful communities. With programming in over 20 countries, Right To Play transforms the lives of more than one million children each week using play and sports, both inside and outside of the classroom. In addition to our work with children, Right To Play advocates with parents, local communities, and governments to advance the fundamental rights of all children. In 2018, Right To Play finalized a new global strategic plan which built on Right To Play-s extensive experience in integrating child protection as a cross-cutting theme across its programming areas to highlight child protection as a strategic outcome in its own right.

Right To Play works in eight countries in Africa: Mali, Ghana, Ethiopia, Uganda, Rwanda, Burundi, Tanzania and Mozambique. As part of the global strategic planning process, each country has identified two to three strategic outcomes on which to focus for the coming three years. Child protection has figured strongly in these country level strategic plans. Ghana, Tanzania and Mali have explicitly included child protection as a strategic outcome area while several other country programs have included sub-themes linked to important protection issues, particularly for girls.

On behalf of the eight country programs in Africa, the Africa regional office based in Kampala, Uganda, would like to contract expert support to develop new programming models that use Right To Play-s unique play-based learning approach to advance its child protection objectives. More specifically, specialist expertise is being sought to design a new program model to support the reintegration of former child soldiers into their communities.

Reintegration of former child soldiers

Context:

In Africa, Right To Play works in countries and regions in which children have been implicated in armed conflict. Right To Play would like to explore the potential for using play-based learning to develop the life skills of these children so that they may re-enter the civilian world of school, work and play. Additionally, Right To Play would like to explore the potential of the proven value of play in addressing sensitive issues such as sexual and reproductive health and rights to work with communities, schools and local leaders to support community acceptance of former child solders.

Scope of Work:

The consultancy will review Right To Play-s current methodologies, particularly as related to positive child and youth development and community mobilization and behavior change, and develop a new model with applicability to former child soldiers. The model should be applicable in the context of northern Uganda and the Great Lakes region but with the potential to be extended to other countries/regions in Africa if/where relevant.

More specifically, the Consultant shall:

· Conduct a desk review of existing materials/approaches related to the use of play and sports for the prevention, detection, referral and psycho-social support of child soldiers.

· Assess Right To Play manuals as identified by the Regional Office programs team for their relevance to the reintegration of child soldiers and make recommendations concerning any necessary adaptations

· Assess the potential for Right To Play to engage on the reintegration of child soldiers in northern Uganda, the Great Lakes region and other current program areas

· Develop a theory of change for the use of play-based learning in the reintegration of child soldiers, in consultation with the Regional Office, relevant country offices and other stakeholders that will be identified by the Right To Play regional office

· Undertake a preliminary risk analysis for the context(s) in which Right To Play intends to work, particularly the Democratic Republic of Congo and northern Uganda

· Develop preliminary recommendations concerning potential technical partners and funders

· Develop one general concept note describing the overall programmatic approach and two context-specific concept notes, one for Uganda and one for the Democratic Republic of Congo. Concept notes should include: Background (on Right To Play), Context (for context-specific concept notes), rationale for immediate action, Right To Play approach and relevant experience, Program Description, Theory of Change and high level budget.

Deliverables

· Draft Theory of Change

· Three concept notes including final theory of change (following consultation with Regional and Country offices)

· A final report including recommendations arising from the review of Right To Play manuals, risk analysis and identification of potential partners and funders. All work products including the desk research, individual risk analyses, theory of change, etc. shall be appended to the final report.

Right To Play anticipates that the majority of the consultancy shall be carried out through desk review and research, as well as discussions with Right To Play field staff and stakeholders that may be identified by the Right To Play regional office. Modest travel may be required.

Profile of the Consultant

· Master-s degree in development studies or related discipline with a specialization in child protection, child rights and/or rights-based approaches.

· At least five years- experience working in Africa, East Africa and Great Lakes regions preferred

· Significant demonstrated experience working on the reintegration of child soldiers

· Demonstrated experience in program design including the development of theories of change

· Fully fluent in English and French (written and spoken)

· Ability to travel to northern Uganda and Goma, DRC, if required for the assignment

· Knowledge of play-based learning would be an asset.
