Background and Justification Following the first World Summit for Children in 1990, countries globally were encouraged to develop National Action Plans for Children, to direct governments’ focus towards the realization of children’s rights, including children’s health, education and protection. Further, the outcome document of the UN General Assembly Special Session on Children 2002 entitles “A World Fit for Children” called upon Member States to commit to developing or strengthening specific, time-bound and measurable National Action Plans for Children by the end of 2003 to act as a roadmap towards the achievement of child specific global development goals. Governments were also called upon to ensure that the objectives of their country’s national plan of action for children are fully mainstreamed and integrated into other national policies and legislation. In 2007 the Government of Swaziland established a unit for coordinating issues of children within the Deputy Prime Ministers Office - the National Children Coordination Unit (NCCU) which developed the National Plan of Action (NPA) for Orphans and Vulnerable Children-OVC (2006-2010) and a subsequent National Plan of Action for Children, 2011-2015. The relevant legal and policy instruments that guided the development of these national action plans included the Constitution of the Kingdom of Swaziland of 2005, the United Nations Convention on the Rights of the Child (UNCRC), the Optional Protocols on Sale, Trafficking and the Sexual Exploitation of Children 2010. the National Children Policy of 2009 and other relevant sector-specific policies of the Swaziland Government. In 2013, when the project lifespan of the NCCU came to an end, the Deputy Prime Ministers Office initiated processes of converting the unit into a fully-fledged department. after the evaluation of the NCCU. During the evaluation, consultation and reconstitution process that led to the now fully established and functional National Child Services Department (NCSD), the National Plan of Action for Children 2011-2015 and associated Monitoring and Evaluation Plan came to an end. During the same period the global, regional and national agenda for children has evolved, including the adoption of the Global Sustainable Development Goals, regional frameworks and a number of national sectoral policies and frameworks that have a bearing on children and adolescent growth and development. It is against this backdrop that the Deputy Prime Minister's Office through the National Children Services Department (NCSD) and with support from UNICEF, seeks to engage an international consultant to review the National Plan of Action (NPA) for Children 2011 – 2015 and Monitoring & Evaluation plan guide the development of a new National Plan of Action for Children 2018 - 2022, with associated Monitoring & Evaluation plan, which will take into consideration global, regional and local policy developments. This consultancycontributes to theOutcome 2 of the Government of Swaziland/UNICEF Country Programme 2016-2020; Output 2.1: Government institutional capacity to legislate, plan and coordinate for the prevention and response to violence against children strengthened; AWP Activity 2.1.6: Support development of national legislation and plans for prevention and response of VAC (Disability Act, National Plan of Action, Regulations for Children's Protection and Welfare Act).

Scope of Work

1)Goal and Objective: Under the supervision of the Chief, Youth and Adolescent Development, the consultant will review the National Plan of Action for Children and Monitoring & Evaluation Framework (2011-2015), and conduct a stakeholder analysis of all national child rights actors, undertake consultations on the implementation of the NPA 2011-2015, and associated Monitoring & Evaluation tools and define focus areas for the new action and provide technical support for the development of the new NPA, and M& E Plan for 2018-2022.2)Provide details/reference to AWP areas covered: The consultancy fits in Outcome 2 of the Government of Swaziland/UNICEF Country Programme 2016-2020; Output 2.1: Government institutional capacity to legislate, plan and coordinate for the prevention and response to violence against children strengthened; AWP Activity 2.1.6: Support development of national legislation and plans for prevention and response of VAC (Disability Act, National Plan of Action, Regulations for Children's Protection and Welfare Act).

3)Activities and Tasks: The key specific tasks to be taken in carrying out and completing the assignment will include: •The review the National Plan of Action and Monitoring & Evaluation plan (2011-2015) for Children; •A stakeholder analysis of all national child rights actors; •Consultations on the implementation of the NPA 2011-2015;•Defining focus areas for the new National Plan of Action; •Development/ drafting of the new NPA and M& E Plan for 2018-2022.

4)Work relationships: The stakeholder consultations will involve a number of stakeholders working in the advancement of child rights within government and in the non-governmental sphere. Stakeholders to be consulted will include, but not be limited to the following - The Ministry of Justice and Constitutional Affairs; The Judiciary; Royal Swaziland Police; Correctional Services; Deputy Prime Minister’s Office; Ministry of Health; Ministry of Home Affairs; Ministry of Education and Training; Ministry of Tinkhundla; Public-Owned Enterprises (POEs); NERCHA; Ministry of Labour and Social Security; Regional administration; Traditional authorities; Commission on Human Rights and Public Administration Integrity; Relevant development partners and Civil Society Organizations; Development partners; Private Sector; Municipalities; Civil Society Organizations; Children; Communities.

Desired competencies, technical background and experience

a)A minimum qualification of a Master’s Degree in either Development Planning; Management/Project Management; Leadership; Administration; Business Management; and Monitoring & Evaluation. b)At least 10 years’ experience working on children issues, with specific focus on multi-sectoral planning.c)10 years proven experience in the development and implementation of strategic Monitoring and Evaluation frameworks and Plans, with National Governments or corporates. d)Proven knowledge and experience in drafting national plans and strategies as well as capacity to lead processes in large corporate or National Government levelse)Strong research, analytical and report writing skills. f)Capacity to ensure deliverables are within specified timeframes.g)Demonstrated ability
