Work Assignment Overview:

The purpose of this Consultancy is to develop the UNICEF Lebanon Communication in Emergencies plan; structure UNICEF Lebanon`s communication preparedness, response and recovery in emergencies; and implement several activities included in the plan.

UNICEF Lebanon will be the primary user of all the products and activities delivered through this consultancy. Partners and media might be involved in training activities.

Scope of Work:

The main objectives of the assignment:

(i) Develop the UNICEF Lebanon Communication in Emergencies plan and structure the communication preparedness and response in emergencies.

(ii) Strengthen the capacity of UNICEF staff, partners and media in child-focused communication in emergencies.

(iii) Produce a communication package (video, social media assets, web section, etc.) per risk scenario.

(iv) Provide support to the production of guidelines for effective outreach to vulnerable communities.

The consultant will consider these elements that will be provided by UNICEF Lebanon:

§ UNICEF global Communication in Emergencies policies, guidance and tools.

§ UNICEF humanitarian programme/sitreps in Lebanon.

§ UNICEF Core Commitments to Children (CCC) in Emergencies.

§ Samples of best practices of Communication in Emergencies.

§ Samples of Communication in Emergencies packages.

§ Emergency risk scenarios in Lebanon.

§ Analysis of communication preferences of communities.

The consultant will plan meetings with UNICEF staff as needed to progress towards the submission of the deliverables.

Review of related documents desk review: UNICEF global Communication in Emergencies policies, guidance and tools; UNICEF humanitarian programme/sitreps in Lebanon; UNICEF Core Commitments to Children (CCC) in Emergencies; samples of best practices of Communication in Emergencies; samples of Communication in Emergencies packages; and emergency risk scenarios.

Meeting with UNICEF team to plan the consultancy including the following deliverables: UNICEF Lebanon Communication in Emergencies plan including KPIs, preparedness and response activities according to UNICEF global guidelines and the CCC; communication package per risk scenario (1 minute video script, press release, fact sheets, key messages, Q & A, web section and other products according to UNICEF global guidance and the consultancy plan);Â capacity building activities to UNICEF staff, partners and media; recommendations to the production of guidelines for effective outreach to vulnerable communities; final report on the activities and results.

To qualify as an advocate for every child you will have:

University degree in relevant field related to the required task;

Proven Knowledge and 7 years of experience in communication in emergencies.

Proven experience in training activities

Proven knowledge of the UN system and way of working is an asset.

Excellent planning and writing skills,

Fluency in English and writing skills

Knowledge in human rights issues, the human rights-based approach to programming and child rights.
