Background: UNICEF Montenegro Advocacy and communication strategy 2018 - 2021 reinforces UNICEF-s position as a relevant, dynamic partner and a leader in child rights advocacy. It promotes evidence-based policies and interventions to improve the lives of the country-s most vulnerable children, solutions to persistent bottlenecks in achieving child rights, and child-friendly social norms to combat stigma and discrimination.



The Advocacy and communication strategy 2018 - 2021 aims to help excluded families become more aware of their rights and entitlements and to promote a culture of demand and accountability. It adopts strategies to mobilize the support of decision-makers, opinion leaders, partners, stakeholders and the public around action for children. Appropriate communication tools to support advocacy and communication strategy include a range of print, mass and social media tools, partnership and capacity development, behavior change communication, web-based materials, interpersonal communication and participation of children and young people.



The success of evidence-based advocacy and communication initiatives depends on its strategic application as well as on the quality of communication message and materials. Production of various communication materials in order to effectively convey appropriate key messages to different audiences through different communication channels is essential. Therefore, a national individual consultancy in journalism is required in order to have human-interest stories and other kind of communication materials (videos, animations, photo essays, infographics, etc.) about child rights issues, UNICEF positions and UNICEF-s work in the country.





Purpose and Objective(s): The purpose of this assignment is to facilitate effective transmission of key messages to different audiences using different communication channels - website stories, videos for TVs, videos for social media, etc.



The objectives of the consultancy are:

· to provide technical assistance for writing stories for UNICEF Montenegro website;

· to provide technical assistance for preparing materials to be shared with all media from UNICEF Montenegro events (getting and selecting quotes from key spokespersons);

· to provide technical assistance for preparing materials to be shared on social media (short videos with quotes from different partners, interviews, quotes with photos, etc.);

· to provide technical assistance for preparing materials to be used at different presentations and events (short videos, human interest stories, vox populi, scenarios for animations with data and quotes from research, factsheets, text for infographics, etc.).

· Further details on the assignment are outlined in the sections below.



Methodology and Technical Approach: The Consultant will develop communication materials outlined above in consultation with the UNICEF Communication and programme teams and in line with UNICEF Style Book and guidelines for external communication.
A detailed work plan with time frame will be developed and agreed with the supervisor, including regular meetings and reporting.

Activities and Tasks: Under the direct supervision of UNICEF Communication Officer, the consultant will be responsible for accomplishing the following tasks:



· Writing stories for UNICEF Montenegro website - the stories need to be human-interest with quotes from children, parents, relevant professionals and representatives of relevant organizations and institutions, celebrities, etc. The stories need to convey messages about the impact of UNICEF-s programme in Montenegro and the changes that is leads to in children-s lives. They need to be in line with UNICEF style book and guidelines on external communication which will be provided to the consultant. Also, UNICEF Montenegro will provide inputs to the consultant to become acquainted with our key messages and data that needs to be communicated in the stories (surveys, publications, Q&A-s, etc.). The inputs and guidelines provided to the consultant will be both in English and Montenegrin language. The stories need to be delivered to UNICEF Montenegro in Montenegrin language without any grammar, spelling or punctuation mistakes, so that they can be published immediately. UNICEF will coordinate their translation to English.

· Preparing materials to be shared with all media from UNICEF Montenegro events - the consultant will work with the video production agency to ensure that video materials and media release which is shared with all media from the event contains the most effective quotes from key spokespersons. When needed, apart from including quotes from the event spokespersons, the consultant will interview other people at the event and include additional quotes from them in the materials to be sent to all media. Interviews with foreigners will be made in English, while interviews with local people will be conducted in Montenegrin. All materials shared with Montenegrin media need to be in Montenegrin, so quotes from foreigners need to translated correctly to Montenegrin language and the translation is shared with all media. Selection of quotes and messages needs to be in line with UNICEF-s instructions and key messages.

· Preparing materials to be shared on social media - the consultant with work with the social media consultant, video and photo agency to interview different people, select the best quotes and propose their inclusion in different materials for social media - short videos, posts with photos and quotes, video interviews, vox populi, etc. Social media messages are mostly in Montenegrin, but some of them are in English, so depending on the needs, this work will require the knowledge and use of both Montenegrin and English language.

· Preparing communication materials to be used at different presentations and events - the consultant will work with UNICEF programme and communication staff, photo and video agencies to make different communication materials for UNICEF events depending on the needs. For example, the consultant would need to:
- select the best quotes and data from research to be used in a short animation of key findings of the research at an event;
- to interview different people and make a short video on a specific topic for a particular event;
- to make a human interest video story to be shown at a particular event;
- make a vox populi on a specific issue to be shown at a particular event;
- draft a factsheet with a human interest story to illustrate a specific child rights issue and UNICEF work related to it, which will be - - shared with different audiences - media, donors, etc.
- draft text and select data to be used in an infographic to illustrate the situation of children and women in the country with regards to different issues, etc.

· Depending on the needs, this work will require the knowledge and use of both Montenegrin and English language. The inputs and guidelines provided to the consultant will be both in English and Montenegrin language. Written materials like human interest stories, factsheets, text and data for infographics need to be delivered to UNICEF Montenegro in Montenegrin language without any grammar, spelling or punctuation mistakes, so that they can be published immediately. UNICEF will coordinate their translation to English.


Key Deliverables and Timeframe: The Consultant will be engaged for a total of 190 days, over a period of 2 years: February 1, 2019 - February 1, 2021. The initial Individual Contract will be issued for the period of 11.5 months. Consultant-s performance evaluation, availability of funds and two weeks mandatory break in service will be considered for the further contract extension.



The Consultant is expected to produce the following key deliverables by February 1, 2021:

· up to 100 web-stories/human interest stories of max 500 words in Montenegrin - if they are related to an event, they need to be delivered within 3 hours after the event (in total 100 days);

· communication materials with quotes from different people for sharing with media from up to 80 events - to be shared with media during the first 3 hours of every event (- in total, 40 days);

· make interviews and select quotes from different people for up to 100 short videos - deadlines for each video will be defined in line with our needs during the year (in total, 50 days);

· any other communication material (factsheets, scenario for animations, infographics, videos, photo essays, etc.) as per the needs to be agreed as per the needs;

Specific deadlines for each product will be defined agreed with the supervisor.


Management and Organisation:
Managmnet: The Contractor will be supervised by the UNICEF Communication Officer.
Organization: National individual consultancy is required for this consultancy.
Schedule: This assignment will commence on 1 February 2019.


Qualifications/specialized knowledge/experience required to complete the task:



Education:

· University degree in journalism or a similar technical field;


Experience:

· At least 5 years of experience in journalism;

· Experience in making human-interest stories;

· Experience in journalism regarding human rights and child rights issues;

· Experience in working as a journalist-consultant for UN or other international organization, will be considered as an advantage;


Language:

· Excellent knowledge of Montenegrin language and grammar so that stories and other written materials delivered to UNICEF contain no grammar, spelling or punctuation mistakes;

· Fluency in English language;
