Tenders are invited for Consultancy - MENA Fundraising Development.

1. Introduction and justification for the consultancy

Terre des hommes (Tdh) is Switzerland's largest children and youth's aid organization. For more than half a century, the Foundation has been working alongside children in distress. It struggles to enforce their rights, without political, ethnical or denominational concerns. In more than 30 countries, Tdh protects children against exploitation and violence, improves the health of children and their mothers, and provides psychological support and material assistance in times of humanitarian crisis.

The MENA zone supervises three regions[1]: North Africa (Egypt for now, potentially Morocco and Tunisia in the future), Middle East (Jordan, Lebanon, Palestine) and Central Asia (Afghanistan, Tajikistan, Pakistan and potentially Iran in 2019).

As per the vision 2030, the MENA zone aims to reinforce a regionalization related structure and a gradually a decentralized matrix structure ideally by the end of 2020, in link with the results of the evaluation of the pilot initiative in Europe. One objective is to stabilize and gradually reduce the number of delegations, through multi-country or regional management of activities in the field, where appropriate in light of the operational challenges in order to reduce and improve the off-setting of our overheads in the field (efficiency) and know how to respond to needs on a multiple country scale.[2]

By 2020, the MENA zone is also willing to be an agile zone with the objective of being rapidly able to respond to change by adapting its initial stable configuration; adapting structure, and processes according to the needs and situation-s evolution by moving fast.

Tdh is one of the key specialized Child Protection organization in the region, implementing activities addressing immediate and long-term needs, directly and through partners related to our key programs on migration, access to justice and children in emergency situations. The reinforcement of the collaboration with the national system actors is also a key objective for the zone.

The delegations are currently funded by the following donors: internal Tdh funding, ECHO, SDC, SwS, Unicef, Caritas Germany, WFP, OCHA. Knowing that the Middle East is a region with a growing philanthropic community, the zone would be interested to develop its network among the various donors and to have a better overview of the foundations across the Gulf States over the coming years.

The portfolio of delegations address 2 types of business cycles (growth, crisis recovery) and the following types of business situations: start-up, realignment, sustainable growth and accelerated growth[3].

The current volume of the zone is around 16 million CHF in 2018 and a sustainable growth is expected for the years to come, with an expected volume growth of 20% per year.

2. Main objective of the evaluation

Support the MENA zone with getting a deep analysis of its fundraising landscape, in order to be effective and apply the efforts in ways that make the most impact.

3. Expected outcomes of the evaluation

Ø Analyze the zone environment (focusing on Middle East and Central Asia) - with a focus on the key regional elements

Ø Analyze our level of attractiveness: potential new actors, current competitors, next best alternative, substitutes and recommendation for actions at Tdh level

Ø Develop fundraising strategies/road maps, that are relevant to the 2 regions mentioned above (in collaboration with the programs and their fundraising work) with a strong focus on regional projects

Ø Assess the internal fundraising capacity at the zone and delegation level and make recommendations for a good absorption of the volume growth and alignment with donors requirements and guidelines

Ø Provide gap-analysis to assess what steps Tdh MENA needs to take to be in full compliance with funding requirements particularly important for government funding.

4. Expected deliverables

Ø Regular skype coordination call with the zone

Ø A concise report for each outcome mentioned above with a visual

Ø A donors landscape for Central Asia and MENA with a focus on regional projects and with recommendations linked to the Tdh multi-country delegations structuration process

5. Methodology

The methodology will be provided by the consultant but might include some elements such as:

Ø Desk review

Ø Consultations with key informants and stakeholders

Ø 1 regional workshop within each region to brainstorm with the team - Kabul /Dushanbe- Amman

6. Period for the consultancy

September- December - the duration is estimated at 40 days spaced in 3 months with an end date by the middle of December at the latest

7. Profile of the consultant

Ø 5 to 10 years of experience on the field or at headquarters specialized on operational matters

Ø Knowledge of international development and of the various funding streams

Ø In depth knowledge of at least 5 major donors

Ø Willingness to travel to challenging and volatile countries

Ø Strategic thinker and capacity to analyze complex issues

Ø Experience in at least one of the regions of the zone (Middle East, Central Asia with preferably Middle East)

8. Budget

Tdh applies its own consultancy rate of CHF 420.- per day, to be added to perdiem (CHF 24.- per day) during the field visit. Tdh shall provide the consultant with on-site transportation (including airport transfer), accommodation, flight fare and translator if required.

[1] A region is a cluster of countries with a similar context in terms of cultures (or even language), political integration, and, to a certain extent, of problems and needs. This definition is mostly external to Tdh. A zone is the largest management entity within Geog Division. Often, a zone corresponds to a region, but it can manage different regions. A zone is run by a manager based at the headquarters or, in one case, in the intervention region (pilot decentralization Eastern Europe - evaluation 2019). This definition is purely internal to Tdh

[2] A MCD is intended to foster all the elements linked to regionalization (cfr supra) and additionally, thanks to a unique management structure: 1) Improve efficiency of local structure costs, 2) Reduce the impact of unforeseen institutional donors fluctuations on key staff (shock absorber), 3) Facilitate redeployment scenarios when security shocks, 4) Facilitate ad hoc collaborations with neighboring countries partners, 5) Create efficiency at HQ level via a reduced number of direct line management relations
