UNICEF Mexico requires a consultant in emergency who can plan and coordinate the response to attend to the needs of the subsequent migrant caravans and to help establish field offices in Tapachula and Tijuana to provide more focused attention to the protection issues of migration in the country.

Mexico is a country of origin, transit and destination for migrant children. Due to the lack of regular and safe channels for children and families to migrate to Mexico and United States, children are taking and confronting great risks while migrating, including detention, family separation, physical and psychological harm, marginalization, discrimination and sexual and economic exploitation. Children from the "Northern Triangle" (El Salvador, Guatemala and Honduras) try to stay in Mexico or reach the US border since their rights have been violated at home: they are fleeing for survival as they are confronted with harsh and life-threatening experiences, they are victims of gang-related and gender-based violence; they cannot fulfill their right to education and health, they want to be reunited with their families; and/or they have been repeatedly exposed to threats, intimidation and insecurity in a lawless environment.

Over the past five years the number of children traveling unaccompanied and apprehended crossing the US - Mexico border has dramatically increased, while Mexico is simultaneously becoming a destination country for migrant children from the Northern Triangle. Furthermore, Mexico is a country of origin and of return for Mexican migrant children, particularly in the northern border.

Since October 2018, an estimated 8, 000 migrants have passed in caravans through the Guatemalan and Mexican borders seeking to reach the United States. Most people in the diverse groups of the caravans are from Honduras, with increasing numbers of migrants from Guatemala, El Salvador and, to a lesser extent, Nicaragua. A sizeable number of the migrants are families with children. The new caravans that started arriving at Mexico's southern border in January 2019 has an average daily flow of 1, 000 migrants, approximately 20% of whom are children. As of 28 January 2019, more than 12, 000 migrants have arrived in Tapachula in the last 9 days, and 10, 000 additional migrants are expected to come in the next few days.

How can you make a difference?

· To mobilize UNICEF's preparation and response to the ongoing migrant caravan crisis

· To ensure the establishment of field offices in Tapachula and Tijuana by the end of May 2019

Main activities

The consultant for field coordination and emergency is expected to perform the following tasks:

· Update and draft the country office response for the migrant caravans and coordinate its implementation between CO and field staff, until field offices are established.

· Establish and start operations of UNICEF field offices in Tapachula (Chiapas) and Tijuana (Baja California), in close coordination with Country Office Programme and Operations

· Ensure coherence, support and coordination between field offices and the Country Office

· Complementing the material already available, develop a situation analysis related to the migrant caravans in Chiapas and Baja California, including critical programme intervention points, opportunities available, and challenges of the context, in a form of a brief report (about 10 pages for each state).

· Assessment and mapping of current implementing partners and agreements (PCAs) in coherence with the Children on the Move initiative and overall migrant caravans response

· Manage the recruitment of field staff, in coordination with the Deputy Representative, Operations Manager and Chief of Child Protection.

· Ensure that appropriate operational procedures are in place, including supply and procurement procedures for field offices, in collaboration with the Operations Sections

· Provide input to Situation Reports as required.

· In collaboration with the M&E Officer, establish a monitoring system for the field offices, including a mechanism to submit timely updates and information to the country office.

· Prepare a final report on the status of the field offices by the end of the mission.

To qualify as an advocate for every child you will have…

· An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.

· A minimum of eight years of professional work experience in programme management, planning, monitoring and evaluation, project administration or another relevant area is required

· Experience in emergency preparedness and response is required

· Experience in the establishment of field offices is a required

· Relevant experience in a UN system agency or organization is considered as an asset

· Fluency in Spanish is required. Knowledge of English is considered as an asset
