Background

The Communication for Development (C4D) section at the UNICEF West and Central Africa Regional Office (WCARO) provides technical support to 24 country offices in the fields of communication for social and behaviour change for child survival, development, education and protection. The region is extremely complex, diverse and bears a disproportionate share of the global burden of key child rights deprivations. Though home to 11 per cent of the world under 5 (U5) children, it registers 31 per cent of U5 death, 42 per cent of global maternal death, 30 per cent of severe acute malnutrition cases and 36 per cent of the out of school children globally. It also has the lowest rate of girls’ access to education and highest rate of child marriage and teenage pregnancy.

In the last decades, countries have implemented a range of cost-effective and high impact interventions to prevent child and maternal deaths. While these interventions save lives, they are often not enough for long-term sustained impact. No matter how well commodities are distributed or how efficiently services are provided, children continue to die from preventable diseases if their families and communities are not considered as essential partners and fully engaged to increase preventive care at home, demand and effectively use health and other social services, find local solutions to achieve child health, development and protection.

Communication for social and behaviour change (SBC) and application of the principles of effective communication are central to further development objectives in WCAR countries. In recent years, C4D network across the region has facilitated the engagement and participation of parents, caregivers, local organizations and a range of local influencers in support of positive social change in favour of children, provided technical assistance and capacity building to partners, aimed at shifting from a message-oriented to a dialogue approach, strengthened the use of social data for quality communication planning and undertaken other important efforts to prompt positive social change for children.

The existing good experiences require being documented, linked and cross-indexed with other knowledge sharing initiatives within and outside of WCAR, shared with the public and donors, and within the C4D network, to enrich knowledge and practices, to demonstrate the results, to facilitate C4D communities of practices, and to promote partnerships.

In this context, UNICEF WCARO is looking for a qualified professional to support the C4D section in documenting a series of innovative and successful experiences and practices in the field of communication for child survival and development, education and protection, including the community engagement initiatives for child and maternal survival and the community engagement initiatives in humanitarian settings.

How can you make a difference?

Objectives

Support the regional C4D team in documenting a pre-selected series of good practices, experiences and innovations in the field of C4D for child survival and development, education and protection in the WCA region, with a particular focus (but not limited) to projects:

· Community engagement for maternal, neonatal and child health (funded by Muskoka).

· Community engagement and Accountability to Affected Populations (AAP) mechanisms in humanitarian situations.

· Innovative initiatives for positive social change.

Scope of work

Purpose of the Assignment

Under the general guidance of the C4D Regional Adviser and in close cooperation with C4D specialists in country offices and in the regional C4D team, the consultant will contribute to C4D Knowledge Management in WCARO by producing multimedia quality documentation of a pre-selected series of successful and/or innovative examples of communication in support to child survival, development and protection.

The selected consultant will work closely with the programmes and communication teams to produce the following types of materials for each experience:

· 16 High-end quality videos in English and French.

· 16 written stories presenting the good C4D experiences and their contribution to achieving programme results, in English and French.

· 16 series of photos (5-6 for each story).

The consultant will supply all filming and editing equipment and will agree to provide, if requested, rough edit selections before final packaging.

· Video format, transmission, captioning must be closely coordinated with the C4D team.

· On assignment completion, the entire video taken and photos will be provided, with complete shot list.

· UNICEF has first selection rights to all originals taken on this assignment with non-exclusive concomitant world rights in all media in perpetuity.

· The consultant will use consent forms provided by UNICEF to respect identity of beneficiaries and will go by the Ethical reporting for Children principles.

· The video and photo products should respect the UNICEF communication and visibility guidelines.

The consultant will coordinate with the UNICEF teams to ensure coverage and interactions with beneficiary populations and local partners.

UNICEF C4D teams will identify in advance the local beneficiaries and actors to be featured in the videos.

Tasks:

In agreement with the WCARO C4D Team and with concerned country teams, 16 case studies had been chosen to be documented in 8 countries.

The consultancy will be conducted in 2 stages and the tasks to be conducted for each stage of the consultancy are as follows:

1st stage: Documentation of C4D experiences in Muskoka-funded countries: Togo, Benin, Niger, Mali.

Brief and coordinate with WCARO between missions and during the missions (online, by phone, regular mail exchange);

Produce the 8 selected case study materials (videos, texts and pictures);

Share the drafts with C4D WCARO and C4D of concerned COs for feedback.

20 days, home based

Revise and insert feedback and finalize the multimedia materials.

4 days, home based

2nd stage: Documentation of C4D experiences in CAR, Ghana, Liberia, Burkina Faso
