How can you make a difference?

Under the supervision and guidance of the C4D Specialist, the C4D Emergency consultant at National level will work closely with the C4D Unit and CSD Section to review and enhance behaviour and social change communication, social mobilization and advocacy activities during emergency preparedness and response.

Background

Uganda remains vulnerable to natural and man-made disasters, which pose serious public health threats to the population. Over the years, the country has experienced several disease outbreaks.

On 1 August 2018, the Ministry of Health of the Democratic Republic of the Congo declared a new outbreak of Ebola Virus Disease in North Kivu Province. Uganda is also experiencing a large refugee influx from the Democratic Republic of Congo. This has put thousands of children and their families at risk from hunger, water shortages, diseases, insecurity and death. The number of daily arrivals from Democratic Republic of Congo is between 568 people at each border point on the western block of the Republic of Uganda in August 2018. Due to the proximity of the area to Uganda, the Uganda Ministry of Health, WHO, UNICEF and other development partners are working to implement preparedness plans. The Ministry of Health has put on alert, 26 District Health Offices under the coordination of the District Task Forces.

Communication for Development (C4D) cross sectoral support to the Child Survival and Development (CSD) programme is often at the forefront of UNICEF emergency response. This is where knowledge, attitudes, practices and social norms play key role in adoption of life-saving and protective behaviours. The current emergency warrants developing robust capacity from UNICEF, governments, development partners and communities to prepare and respond to emergencies and potential/probable disease outbreaks.

Given this emergency situation and the expected response from the UNICEF Uganda Country Office (CO) to ensure the Core Commitments for Children [1] are met to the fullest extent possible, the Communication for Development Emergencies Specialist at National level is to work closely with the Health Promotion and Education (HPE) Unit, the National Task Force (NTF), the C4D Unit within the Communication Section and the Child Survival and Development Section of UNICEF Uganda Country Office. The purpose is to support effective coordination and reporting of the C4D interventions.

In addition, this consultancy will strengthen capacities of the HP&E/ NTF/ functions to coordinate the National Ebola Virus Disease (EVD) Preparedness and Response Plans for the high-risk districts. The National level C4D - Emergencies Specialist shall play a vital role in coordinating the District level C4D Emergency work in in the 26 districts that includes six refugee hosting districts and seven very high risk districts (Ebola). The consultancy will include supporting the coordination, designing, monitoring and reporting of behaviour and social change communication, community engagement and advocacy activities that aim at promoting lifesaving behaviour change that includes the following priorities during the implementation of the National Ebola Virus Disease (EVD) Preparedness and Outbreak Plan:

· Partnerships and strategic engagements with government at all levels, the WHO, CDC, USAID and other development partners in preventing and responding to Ebola and other outbreaks/ epidemics

· Advocacy at national and district level focusing on high risk affected areas susceptible to an imminent Ebola outbreak from the Democratic Republic of Congo

Key Tasks:

A) Technical assistance, quality standards and support to HP&E/ NTF/ Ministry of Health and the UNICEF Uganda Country Office.

1. In close collaboration and coordination with C4D Unit of the Uganda CO, provide technical C4D support to government and UNICEF partners in the development and appropriate use of guidelines and tools on communication for behaviour and social change.

2. In coordination with HP&E/ NTF/ Ministry of Health, guide the risk communication, behaviour change communication, social mobilization and community engagement interventions of national and sub-national partners during the Ebola Preparedness, Response and Outbreak scenarios.

3. Provide technical support to HP&E/ NTF/ Ministry of Health and UNICEF Uganda Country Office to establish monitoring mechanism to collect, analyze and report on C4D indicators to measure changes in behaviours during this Ebola response to preparedness and outbreak.

4. Contribute to HP&E, UNICEF Uganda CO, C4D Unit and DTF planning, work-plan implementation, monitoring to achieve the deliverables related to Ebola emergency activities.

B) Partnership, collaboration and coordination;

Develops and maintains partnerships between HP&E and other C4D implementing partners among the UN agencies, INGOs, and other relevant organizations and coordinates their involvement in the Ebola emergency C4D preparedness and response work.

Participate in key internal coordination mechanisms, including the coordination groups, National Task Force and District Task Force and the Humanitarian Action Working Group during the preparedness and outbreak of Ebola and other epidemics

C) Capacity strengthening;

1. Reinforce HP&E/ NTF/ Ministry of Health and UNICEF Uganda CO’s C4D capacity to prepare for and respond to Ebola emergency and other disease outbreaks (Anthrax, Cholera, Crimean-Congo Hemorrhagic Fever (CCHF)

2. In coordination with HP&E/ NTF/ Ministry of Health and UNICEF Uganda CO’s C4D Unit, facilitate capacity building to realize behavioural communication results in the Ebola emergency preparedness, outbreak, response and recovery

To qualify asan advocate for every child you will have…

· Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.

· A minimum of 8 years of professional experience in the planning, implementation and evaluation of emergency communication for development involving advocacy, social mobilization and community participation, training in interpersonal communication (IPC) and social mobilization and C4D campaigns. Experience in the development and management of formative research, monitoring and evaluation for communication programmes is an advantage

· Previous experience in humanitarian contexts is required. Background/familiarity with the application of C4D strategies in emergency situations, including disease outbreaks is essential.

· Fluency in English is required.
