How can you make a difference?

Under the supervision and guidance of the C4D Specialist, the C4D Emergency consultant at National level will work closely with the C4D Unit and CSD Section to review and enhance behaviour and social change communication, social mobilization and advocacy activities during emergency preparedness and response.

Background

Uganda remains vulnerable to natural and man-made disasters, which pose serious public health threats to the population. Over the years, the country has experienced several disease outbreaks.

On 1 August 2018, the Ministry of Health of the Democratic Republic of the Congo declared a new outbreak of Ebola Virus Disease in North Kivu Province. Uganda is also experiencing a large refugee influx from the Democratic Republic of Congo. The number of daily arrivals from Democratic Republic of Congo is between 568 people at each border point on the western block of the Republic of Uganda as of August 2018. Due to the proximity of the area to Uganda, the Uganda Ministry of Health, WHO, UNICEF and other development partners are working to implement preparedness plans. The Ministry of Health has put on alert, 26 District Health Offices under the coordination of the District Task Forces.

Communication for Development (C4D) cross sectoral support to the Child Survival and Development (CSD) programme is often at the forefront of UNICEF emergency response. This is where knowledge, attitudes, practices and social norms play key role in adoption of life-saving and protective behaviours. The current emergency warrants developing robust capacity from UNICEF, governments, development partners and communities to prepare and respond to emergencies and potential/probable disease outbreaks.

Given this emergency situation, the C4D Emergencies Consultant at District level will work closely with the District Health Office & District Health Educator/DTF/ the C4D Unit and Communication Section, CSD and UNICEF Zonal Offices in Gulu and Mbarara. The purpose is to support the effective implementation of C4D interventions at the district level.

The other requirement in this consultancy is to ensure there is the strengthening of capacities of the DTF through the District Health Office and District Health Educators functions to implement the District Ebola Virus Disease (EVD) Preparedness and Response Plans for the current high risk districts. The District level C4D -Emergency Specialist shall play a vital role in coordinating the implementation of the District Plan with other District Local Governments such as the District Water Officers, District Probation and Social Welfare Officers, District Community Development Officers, para-social workers, health providers and community level cadres in 26 districts.

The consultancy will include supporting the coordination, designing, monitoring and reporting of behaviour and social change communication, community engagement and advocacy activities that aim at promoting lifesaving behaviour change that includes the following priorities during the implementation of the District-Level Ebola Virus Disease (EVD) Preparedness and Outbreak Plan:

· Community mobilization and behavioural change communications focusing on high risk areas

· Demand generation for Infection, Prevention and Control and WASH services in hard-to-reach areas in the high-risk areas

· Develop and implement community-based operational plans and monitoring frameworks for C4D interventions and activities

Key Tasks:

· Technical assistance, quality standards and support to District Health Office & District Health Educator/ DTF/ and UNICEF Zonal Offices in Gulu and Mbarara to;

· Utilize guidelines and tools on communication for behaviour and social change

· Guide the risk communication, behaviour change communication, social mobilization and community engagement interventions of sub-national partners during the Ebola Preparedness, Response and Outbreak scenarios

· Establish the monitoring mechanism to collect, analyse and report on C4D indicators to measure changes in behaviours during the implementation of District Ebola Virus Disease (EVD) Preparedness Plan.

· Contribute to District Health Office & District Health Educator/ DTF planning, work-plan implementation, monitoring to achieve the deliverables related to Ebola and other disease outbreak emergency activities.

· Partnership, collaboration and coordination;

· Develops and maintains partnerships between the DHO/ DHE and other C4D implementing partners at the District Level that includes UN agencies, INGOs and other relevant organizations implementing Risk Communication and Social Mobilization interventions of the District Ebola Virus Disease (EVD) Preparedness Plan.

· Participate in key internal coordination mechanisms, including the coordination groups, such as the DTF and the Humanitarian Action Working Group

C) Capacity strengthening of the District Health Office & District Health Educator/ DTF/ and UNICEF Zonal Offices in Gulu and Mbarara to;

· Prepare for and respond to Ebola emergency and other disease outbreaks (Anthrax, Cholera, Crimean-Congo Hemorrhagic Fever (CCHF)

· Coordinate with HP&E/ NTF/ Ministry of Health and UNICEF Uganda CO’s C4D Unit to facilitate capacity building and implementation of the District Preparedness Plans to realize behavioural communication results

To qualify asan advocate for every child you will have…

· Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.

· A minimum of 8 years of professional experience in the planning, implementation and evaluation of emergency communication for development involving advocacy, social mobilization and community participation, training in interpersonal communication (IPC) and social mobilization and C4D campaigns.

· Experience in the development and management of formative research, monitoring and evaluation for emergency communication programmes is an advantage

· Previous experience in humanitarian (particularly disease outbreak) contexts is required. Background/familiarity with the application of C4D strategies in emergency situations, including disease outbreaks is essential.

· Fluency in English is required.
