Terms of Reference for Designing and Leading Child Protection Collaboration Workshop and Facilitating Development of Coordination Plan - Jamaica

Country Level Engagement and Assistance to Reduce Child Labor project (CLEAR II)

Winrock International (WI) is a non-profit organization that works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock strengthens the capacity of women, children, youth, and civil society organizations to actively participate in local and national development and to transform their societies.

It is currently implementing the United States Department of Labor (USDOL)-funded global project Country Level Engagement and Assistance to Reduce Child Labor (CLEAR II) aimed at working cooperatively with host governments, providing technical assistance to support a global reduction in child labor. CLEAR II has four intermediate objectives:

1- Legislation, regulations and directives/guidelines related to child labor (CL) compliant with International Labor Standards (ILS)

2- Monitoring and enforcement of policies, legislation and regulations related to CL improved

3- Increased implementation of National Action Plans (NAP) on Child Labor, including the Worst Forms of Child Labor (WFCL)

4- Social programs, policies and/or services improved to address CL, including WFCL

Assignment Objective: Winrock International is seeking an individual or consultancy firm to design and lead a Child Protection Collaboration Workshop in Jamaica and to facilitate the development of a resultant enforcement and/or private sector coordination plan. The selected individual or firm will consult with the Ministry of Labour and Social Security-s (MLSS) Child Labor Unit and Winrock in carrying out this assignment. Consultation with Winrock will primarily be with the aforementioned child labor-focused CLEAR II project. There will be secondary consultation on integration of child trafficking information into Workshop materials with Winrock-s, U.S. Department of State-funded Jamaica - U.S. Child Protection Compact (CPC) Project.

Child Protection Collaboration Workshop. The selected individual or firm will work with Winrock and MLSS to design the Child Protection Collaboration Workshop, which will include training for child protection and enforcement agencies on child labor identification, reporting, referrals, and child labor-focused joint investigations. The workshop will also include training on child labor and child trafficking concept clarity and the intersection between child labor and child trafficking.

Winrock will facilitate the logistical arrangements for the Child Protection Collaboration Workshop and pay for workshop costs, such as venue, refreshments, participant transportation, printing of training materials etc.

Coordination Plan. The result of the Child Protection Collaboration Workshop will be an enforcement and/or private sector coordination plan that details the specific areas for cooperation, responsibilities of each party and steps to be taken to ensure follow-up. The plan may include information on how officials share information about child labor and child trafficking; regulatory mechanisms for child labor, monitoring for child labor and child trafficking, and integrating systems for addressing child labor and child trafficking. The coordination plan shall include roles and responsibilities, monitoring for child labor and child trafficking and referrals/remediation for cases of child labor and child trafficking and will be led by the MLSS. The selected individual or firm will work with Winrock and MLSS to facilitate development of the plan.

Methodology: The selected individual or firm will use mixed methods to design and lead the Child Protection Collaboration Workshop and to facilitate the development of a resultant enforcement and/or private sector coordination plan. The anticipated tasks for the selected individual or firm will include, but are not restricted to, the below.

· Developing and refining, in consultation with the Winrock CLEAR II and CPC projects, MLSS, and other relevant stakeholders, and building off existing Winrock and MLSS materials, a curriculum, training materials/presentations, participant list, and agenda for the Child Protection Collaboration Workshop. Consultations with Winrock and MLSS may involve meetings/interviews/communications beginning in March 2019. Other stakeholder consultations with Government of Jamaica officials and other stakeholders should also begin in March 2019, but may also include interviews/meetings/focus group discussions during four regional workshops that will be carried out as part of a separate process to develop a National Action Plan to combat child labor. The regional workshops are tentatively scheduled to take place in March and/or April 2019 in Montego Bay, Ocho Rios, Mandeville, and Kingston.

· Support CLEAR II and CPC teams in the development of monitoring and evaluation tools to measure the effectiveness of the Child Protection Collaboration Workshop;

· Serving as the lead facilitator for the Child Protection Collaboration Workshop;

· During the Child Protection Collaboration Workshop, work with workshop participants to develop a draft coordination plan;

· Finalizing the coordination plan after the Workshop in coordination with Winrock, MLSS, and other relevant stakeholders.

Expected Deliverables and Time Schedule: The selected individual or firm is expected to complete the below deliverables according to the below schedule. The below deliverables will be performed once a contract has been signed with the selected individual or firm and work has begun.

· Workplan and methodology for assignment;

· Report (5-10 pages) on consultations with Winrock, MLSS, and other relevant stakeholders that will inform Child Protection Collaboration Workshop participant list, agenda, curriculum, and training materials/presentations;

· Participant list, agenda, curriculum, and training materials/presentations for Child Protection Collaboration Workshop;

· Report (5-10 pages) to be completed after the Child Protection Collaboration Workshop summarizing the workshop and next steps;

· Enforcement and/or private sector coordination plan that details the specific areas for cooperation, responsibilities of each party and steps to be taken to ensure follow-up;

· End-of-assignment report (3-5 pages) summarizing tasks carried out during the assignment and any next steps for Winrock and/or the Government of Jamaica

Consultant/Firm Profile: Winrock is seeking a qualified individual or firm who meets the qualifications stated below.

Master-s Degree in economics, law, education, statistics, social sciences, child labor, development studies or related field;
Extensive knowledge and work experience on child labor and child trafficking, governance, government of Jamaica policy and legislative processes and/or legislative reform within the context of Jamaica;
Ability to organize and manage stakeholders as a working group;
Experience working with government, workers- and employers- organizations;
Familiarity with Jamaican labor laws and ILO conventions highly relevant;
Experience in consolidating and analyzing data, writing reports and in making recommendations;
Experience working with donor agency or international NGOs desirable;
Experience facilitating multi-disciplinary trainings and/or workshops;
Excellent communication and facilitation skills; fluent spoken and written English required, as well as understanding of Jamaican Patois;
Ability to manage the available time and resources and to work on tight deadlines
