Context

In February 2018, the Gender Cash Symposium was organized in Nairobi, bringing together researchers and operational actors to share evidence on the impact of cash transfers on gender.

As a result of this workshop, the Agenda for Collective Action was developed and a volume of resources was published by CaLP, which has since been regularly enriched with new research. These initiatives have identified good practices, highlighted ways to mainstream gender in cash transfer interventions, and promoted relevant tools. However, gender dynamics are intimately linked to the operational context, and understanding of the impact of TMs on gender-related vulnerabilities and development opportunities remains limited. The Malian Red Cross and the Cash Learning Partnership wished to join forces to contribute to developing the knowledge available on this theme, particularly in West Africa where there is little documentation of experience available.

Objective of the consultancy

As part of strengthening its operational capacity, the Malian Red Cross is working with the support of the British Red Cross and the Belgian Red Cross for the distribution of cash transfers to vulnerable populations in the Koulikoro and Gao areas of Mali. . A pilot intervention will be implemented between April and May 2019, covering 400 households in all zones.

In order to develop knowledge on the impact of TMs on gender dynamics, the Malian Red Cross and CaLP wished to collaborate to use this intervention as a source of learning for TM and gender. By supporting the Malian Red Cross teams in designing the intervention to make it sensitive to gender, and documenting its implementation and the final results, the consultant will be responsible for maximizing learning about TM and HIV. gender for intervention / interventions covered. The objective of the consultancy is therefore twofold:

Support teams of the Malian Red Cross in the development of the baseline for the intervention and the intervention methodology, in order to ensure that gender dynamics are taken into account in the design of the program;

Realize the documentation of the intervention with a specific focus on learning related to the impact of TM on gender dynamics, and contribute to the dissemination of the study.

Objective 1. Support program design for integrating gender dynamics (between 10 and 16 days)

This work will be carried out in support of the teams of the Malian Red Cross in Mali. It includes :

Review of relevant literature

Contextual analysis for baseline development

Workshops with Malian Red Cross teams (and partners if relevant) for the design of the intervention, to ensure the integration of the gender-sensitive dimension.

Contribution and support to the Malian Red Cross for the design of the intervention including monitoring and evaluation indicators

Objective 2: Realization of a case study on the intervention of the Malian Red Cross (between 18 and 20 days, including at least 10 days in Mali)

This work is sponsored by CaLP and will be carried out during and after the implementation of the project by the Malian Red Cross. This part of the work, contracted by Action Against Hunger on behalf of CaLP, will consist of:

Develop the study methodology - Conduct the necessary interviews with the teams involved, the beneficiaries and communities concerned, the donors and other relevant actors, during the implementation of TMs and one month later - Analysis of the data collected during the visits of followed

Writing of the case study and restitution

Case study methodology and data collection tools

Final report of the case study, including 1 or 2 more detailed case studies, reciting the impact of the intervention for 1 or 2 beneficiaries on their lives (dynamics within the household)

Pictures of good quality, dated, places mentioned, to illustrate the case study, respecting the right to image of the beneficiaries

Webinar for dissemination of the case study based on a PowerPoint presentation on key findings and observations


Required profile Skills / experience required:

Proven experience in developing case studies / humanitarian response materials
Expertise on gender issues in humanitarian interventions
Basic knowledge of cash transfers, ideally knowledge of TMs and gender.
Experience in capacity building / support to organizations is desired.
Excellent oral and written command of French.

Application process and contracting
Two separate contracts will be established with the consultant, the first for Objective 1 with the Belgian Red Cross, the second with ACF (on behalf of CaLP) for the development of the case study. It is essential that the same consultant works on all the steps and objectives. Both contracts will be based on these common terms of reference. Applications covering only one of the two aspects will not be considered.

Applicants are invited to submit a single bid in two parts: a technical and financial proposal for Objective 1, and a technical and financial proposal for Objective 2. The bid must include an updated CV and technical proposals must be submitted. understand :
