Tender Details

Tenders Are Invited for Construction Works of Nine (09) Drilling Equipped with Pumps with Human Engineering in Some Localities of Ngomedzap Community, Nyong and So O Department, Central Region. in Three (03) Lots


the Main Tasks to Perform Are:

Geophysical and Drilling Studies;
the Implantation of Boreholes;
the Installation of The Site, Including the Bringing in And out Of All the Material Necessary for The Drilling;
Pmh's Drilling and Equipment Works;
Development, Pumping and Flow Testing;
the Works of Superstructure: Slab Slightly Inclined Reinforced Concrete, Peripheral Channels Around the Base of The Slab, Anti-Quagmire on The Periphery;
the Wall of 15 X 20 X 40 Agglos Fence and Plaster
3. Delivery Time
the Maximum Execution Period Provided by The Client for The Execution of The Works Is Four (04) Calendar Months . This Period, Outside the Rainy Season, Includes All the Bad Weather and Various Subjections and Runs from The Date of Notification of The Order of Service to Begin the Works.

4. Participation and Origin
Participation in This Invitation to Tender Is Open to Companies Located in Cameroon Territory and Specialized in The Field of Drilling.

5. Financing
the Works Subject of This Invitation to Tender Are Financed by The Public Investment Budget of The Republic of Cameroon, Financial Year 2019, Minddevel and Minader.

6. Consultation of The File
the Bidding Documents Can Be Consulted and Withdrawn from The Town Hall De Ngomedzap as Soon as This Notice Is Published, on Presentation of A Receipt Attesting the Payment of The Non-Refundable Sum of Seventy-Five Thousand (75, 000) Cfa Francs, Payable to The Municipal Recipe of Ngomedzap.
Presentation of Offers
the Documents Constituting the Offer Are Divided Into Three Volumes, Contained in A Sealed and Sealed Envelope, of Which:
-A Envelope a Containing the Administrative Documents (volume 1);
Envelope B Containing the Technical Offer (volume 2);
C Envelope Containing the Financial Offer (volume 3).
the Tenders Thus Presented Will Be Placed Under a Single Envelope, Closed and Sealed Bearing only The Mention of The Invitation to Tender in Question. the Different Pieces of Each Offer Will Be Numbered in The Order of The Cad and Separated by Dividers of The Same Color.

7. Submission of Bids
Each Offer, Written in French or English, in Seven (07) Copies, One (01) Original and Six (06) Copies Marked as Such, Must Be Sent in Sealed Envelope to The Public Procurement Office of The Prefecture of Mbalmayo, at The Latest the 12/03/2019 at 14 H 00 Min Accurate and Must Be Marked as Follows:

Offers Received After the Deadline for Submission of Tenders Will Not Be Received.

8. Admissibility of Tenders
Each Tenderer Must Attach to His Required Administrative Documents, a Bid Bond of An Amount of 2% of The Provisional Amount per Lot, Ie Four Hundred Fourseventy Thousand (480, 000) Cfa Francs per Lot, Issued by A Bank of 1 St Order Approved by The Ministry in Charge of Finance.
the Deposit Must Remain Valid Thirty (30) Days After the Date of Expiry of The Validity of The Offers.
Under Penalty of Rejection, the Required Administrative Documents, Including the Bid Bond, Must Be Produced in Original or Certified Copies by The Competent Authority of The Administrations Concerned. They Must Be Less than Three (03) Months Old.
Offers Received After the Closing Date and Time Will Not Be Eligible.
Any Offer that Does Not Comply with The Provisions of These Notices and Bidding Documents Will Be Declared Inadmissible.

9. Opening of The Folds
the Opening of The Offers Will Be Done in A Time at The Public Procurement Office of The Prefecture of Mbalmayo, on 12/03/2019 at 3 Pm Sharp, by The Departmental Procurement Commission, in The Presence of Tenderers or Their Duly Authorized Representatives Who Have a Perfect Knowledge of The Tender for Which They Are Responsible.

10. Evaluation Criteria
the Evaluation of The Offers Will Be Done in Three (03) Stages :
1st Step: Verification of The Conformity of The Administrative File of Each Tenderer.
Step 2: Technical Evaluation of Administratively Compliant Offers.
Step 3: Verification of The Financial Offers of Companies Whose Offers Have Been Recognized as Technically Qualified and Administratively Compliant.
the Bid Evaluation Criteria Are as Follows:
Eliminating Criteria
- Administrative Parts
(a) Absence of A Bid Bond or Non-Conforming Security Deposit;
(b) Falsified or Non-Genuine Document;
C) Parts Not Compliant or Absent Beyond 48 Hours.
11.1.2: Technical Offer
A) No Own or Lease of A Sounding Device (resistivity Meter);
(b) Misrepresentation, Falsified or Scanned Documents;
C) Not Owning or Leasing a Drill Workshop with A Capacity of At Least 120m;
D) Have Not Substantiated the Realization Over the Past Three Years, as The Lead Contractor, of A Drilling Construction Site;
E) Not Satisfied, at Least 90% of The Essential Criteria.
11.1.3: Financial Offer
A) Incomplete Financial Offer;
(c) Omission in The Financial Offer of A Quantified Unit Price;
