Tender Details

Tenders are invited for Construction of Water Treatment Plant "Kadirya - Selskaya.

1. The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Tashkent Province Water Supply Development Project. Part of this loan will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The ADB Project Coordination Unit (PCU) of Communal Services Agency “Kommunkhizmat” (CSA) on behalf of the SUE “Suvokova” of Tashkent province (“the Employer”) invites sealed bids from the eligible bidders for the Construction of Water Treatment Plant «Kadirya-Selskaya» (the «Works»). It is estimated that the construction works will be completed within 30 months.

3. International competitive bidding will be conducted in accordance with ADB-s SingleStage: One-Envelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only eligible bidders with the following key qualifications should participate in this bidding:

• Minimum average annual construction turnover of USD 6.8 Million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (starting from 1st January 2015).

• Participation as a contractor, JV partner, or subcontractor, in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder-s participation exceeds USD 7.4 Million. The similarity of the Bidder-s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6 (Employer-s Requirements).

• Experience in the following key activities:

a) Rehabilitation / Construction of Water Treatment Plant capacity of more than 50.0 thousand m³/day from surface sources

b) Rehabilitation / Construction of water intake facilities from surface sources with the capacity of more than 50.0 thousand m³ / day

c) Rehabilitation / Construction of capacitive reinforced concrete structures (clean
water tanks, settling tanks) with a capacity of at least 10.0 thousand m³;
d) Rehabilitation / Construction of sand filters for water with a capacity of more
than 50.0 thousand m³/ day.

6. To purchase the bidding documents in English, eligible bidders should:

• Pay a non-refundable fee of either (a) USD 250 or (b) an equivalent amount of Uzbek
Soum using the exchange rate published by the Central Bank of the Republic of

• For delivery outside of Uzbekistan, the Bidding Document will be sent by airmail or
surface mail after additional payment by the bidder of USD 150 or an equivalent at the
exchange rate published by the Central Bank of the Republic of Uzbekistan on the date
of payment to the Employer-s bank account indicated below. The Employer does not
bear the responsibility for loss of or late delivery of the Bidding Document.
7. Deliver your bid:
• to the address above;

• on or before the deadline: 12 October 2018, 16.00 Hours (Tashkent time);
• together with Bid Security in the amount as described in the Bidding Document.

Late Bids shall be rejected.

Bids will be opened immediately after the bid submission deadline in the presence of bidders- representatives who choose to attend.

8. The PCU of CSA will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
