Procurement Plan for Construction of Temporary Resettlement Buildings and Social Housing in Selbe.

A. Advance Contracting

75. Advance contracting for ADB-financed consulting services will be undertaken for (i) project implementation and management support, and (ii) core subproject detailed design in conformity with ADB`s Guidelines on the Use of Consultants (2013, as amended from time to time). The advance action will be subject to ADB approval and will include (i) advertisement, (ii) shortlisting of consultants, (iii) issuance of the request for proposal, and (iv) technical and financial proposal evaluation. However, MUB and DBM may not sign the contract with the consultants before the financing agreements have taken effect. The borrower, MUB, and AMC-DBM have been advised that ADB`s support for advance contracting does not commit ADB to approve the project or to finance the recruitment costs.

B. Procurement of Goods, Works, and Consulting Services

76. All procurement of goods and works will be undertaken in accordance with ADB`s Procurement Guidelines (2015, as amended from time to time). International competitive bidding (ICB) method will be used for civil works contracts (including loans to financial intermediaries/commercial practice) estimated to cost $5 million or more and goods contracts valued at $1.5 million or higher. National competitive bidding (NCB) method will be used for civil works contracts estimated to cost less than $5 million and goods contracts valued at less than $1.5 million. Shopping method will be used for procurement of works and goods contracts valued at $100, 000 and below. Community participation in procurement for works will be used for contracts valued up to $200, 000.

C. 78. All consultants will be recruited according to ADB`s Guidelines on the Use of Consultants (2013, as amended from time to time).

59 The outline terms of reference for all consulting services are in Section D.

79. An estimated 1, 392 person-months (400 international, 992 national) of consulting services are required for (i) project implementation and management support, (ii) eco-district feasibility development and policy reforms support, (iii) sustainable green finance support, (iv) detailed design and supervision, and (v) resettlement external monitoring. Consulting firms will be engaged using quality- and cost-based selection method with a quality-cost ratio of 90:10, and quality based selection.

C. Procurement for Output 2

80. Real estate developer selection and eligibility criteria under the financial intermediation loan component. Commercial practices in accordance with para. 3.12 of the Procurement Guidelines will be followed.
